It was almost certainly Alfred who started a system of fortifications. A few years after his
death, there was scarcely a village in a large area of south and south-eastern England that
was more than twenty miles from a fortress. These fortresses, or burhs as they were called,
were big rectangular enclosures surrounded by a bank and ditch. Some were built on the
ruins of Roman forts and towns. The burhs were strongholds in times of danger and the
villagers of the district had to keep them in good repair.
Alfred even found time to challenge the Vikings at sea. There are brief records of small
skirmishes with the invaders at sea, and Alfred is said to have actually taken part in some of
them. The ships Alfred ordered to be built towards the end of his reign are said to have been
his own design. They were mostly manned by Frisian sailors and they carried over sixty oars
and were twice as long as those of the invaders. The small fleet was not a complete success
but some have seen in it the beginnings of the English navy,
No other king in western Europe, at this time, had the power or the energy to make a new set
of laws for his people. Alfred led the way.
