Comprehensive Approach Plan
Tomada gave Caacupé Virgin statue blessed by
the Pope to 21-24 Shanty Town parish priest
The Minister of Labour, Carlos Tomada, walked around the 21-24 Shanty Town in Buenos Aires
City and held several activities along with the Secretary of Employment, Matías Barroetaveña.
The Minister visited the Caacupé Virgen de los Milagros Parish and gave the Shanty Town priests
the Caacupé Virgin statue made by the 21-24 Shanty Town workers. The statue was blessed by
Pope Francis over the Minister’s last visit to Rome. The official also gave them a picture of the
moment when His Holiness blessed the statue of the Virgin.
Later on, the Minister visited the care and attention centres from the several bodies of the National
Government in the framework of the “Ahí” National Comprehensive Approach Plan.
Finally, Tomada went to “La Casita,” where he was received by the Temas Foundation leaders and
awarded certificates to youngsters who were trained as “community promoters.”
In statements, the head of the Labour portfolio underlined the work “the National Cabinet as a
whole is carrying out in the Buenos Aires City’s shanty towns in order to continue with the social
inclusion process in which 12 million people have already joined since 25 May 2003. Here the
neighbours in this part of the city may receive assistance in trades’ training and other services
offered by the Ministry of Labour such as the PROGRESAR.”
The inter-ministries meeting held in the framework of the Ahí Plan included information, resources
and services round tables from the Ministries of Labour, Health, Security, Justice, ANSES (Social
Security National Administration), Education, Defence, SEDRONAR (Secretariat of Planning for
the Prevention of Drug Addiction and Action against Drug Trafficking), Development, Interior –
Re.Na.Per. (National Registry of Persons).

This Plan promotes the human and social development of persons, families and communities in
high social vulnerability situations. It is aimed at strengthening the local development and the social
inclusion process of historically isolated —both geographically and socially— neighbourhoods and
small towns.
The Nation’s Ministry of Labour, Employment and Social Security is responsible for informing
youngsters about the PROGRESAR and the Jóvenes con Más y Mejor Trabajo Programme, as
well as dealing with all the enquiries from the Ministry’s programme and advise microentrepreneurs, among other things.
The certificates were awarded in the framework of the Training for Work in Social Organizations
Programme which was held by the Ministry with the Temas Foundation. The purpose of the project
was to train “Community Promoters” youngsters, who participated in reading promotion actions,
community and cultural activities in shanty town-schools, and community learning workshops held
at the Foundation and the Box School for Youngsters.
