1. DEFINITIONS
Suceso: cualquier acontecimiento relacionado con la seguridad que ponga en peligro o que, en caso de no ser corregido
o abordado, pueda poner en peligro una aeronave, sus ocupantes o cualquier otra persona, incluidos, en particular, los
accidentes e incidentes graves (Reglamento (UE) No
376/2014 del Parlamento Europeo y del Consejo de 3 de abril
de 2014 relativo a la notificación, análisis y seguimiento de
sucesos en la aviación civil).
Incidente: cualquier suceso relacionado con la utilización de
una aeronave, distinto de un accidente, que afecte o pueda
afectar a la seguridad de su utilización (Reglamento (UE) No
996/2010 del Parlamento Europeo y del Consejo de 20 de octubre de 2010 sobre investigación y prevención de accidentes e incidentes en la aviación civil).
Tránsito aéreo: todas las aeronaves que se hallan en vuelo, y
las que circulan por el área de maniobras de un aeródromo
(Reglamento de Ejecución (UE) No 923/2012 de la Comisión
de 26 de septiembre de 2012 por el que se establecen el reglamento del aire y disposiciones operativas comunes para
los servicios y procedimientos de navegación aérea).
Occurrence: means any safety-related event which endangers or which, if not corrected or addressed, could endanger
an aircraft, its occupants or any other person and includes in
particular an accident or serious incident (Regulation (EU) No
376/2014 of the European Parliament and of the Council of 3
April 2014 on the reporting, analysis and follow-up of occurrences in civil aviation).
Incident: an occurrence, other than an accident, associated
with the operation of an aircraft which affects or could affect
the safety of operation (Regulation (EU) No 996/2010 of the
European Parliament and of the Council of 20 October 2010
on the investigation and prevention of accidents and incidents in civil aviation).
Air traffic: all aircraft in flight or operating on the manoeuvring
area of an aerodrome (Commission Implementing Regulation
(EU) No 923/2012 of 26 September 2012 laying down the
common rules of the air and operational provisions regarding
services and procedures in air navigation).
2. NOTIFICACIÓN DE INCIDENTES DE TRÁNSITO AÉREO
2. AIR TRAFFIC INCIDENT NOTIFICATIONS
A efectos de notificación de incidentes de tránsito aéreo, es
de aplicación el Real Decreto 1334/2005, de 14 de noviembre, por el que se establece el sistema de notificación obligatoria de sucesos en la aviación civil (SNS). El Reglamento
(UE) No 376/2014 del Parlamento Europeo y del Consejo de
3 de abril de 2014 relativo a la notificación, análisis y seguimiento de sucesos en la aviación civil es aplicable desde el
15 de noviembre de 2015.
The Real Decreto 1334/2005, of 14 November, is applicable
for the purpose of air traffic incident notifications. It establishes the mandatory occurrence reporting system in
civil aviation (ORS). Regulation (EU) No 376/2014 of the European Parliament and of the Council of 3 April 2014 on the
reporting, analysis and follow-up of occurrences in civil
aviation applies since 15 November 2015.
Aparte de la información que debe ser facilitada por las tripulaciones a los servicios ATS en cumplimiento de lo dispuesto
en el artículo 4.9.4.3.5.1 del Reglamento de Circulación Aérea, el comandante de la aeronave debe remitir también la
correspondiente notificación del suceso al SNS, por cualquiera de los cauces establecidos al efecto.
In addition to the information that must be reported by the
crew to the ATS services according to article 4.9.4.3.5.1 of
the Reglamento de Circulación Aérea, the captain of the aircraft must report the occurrence to the ORS as well, using
any of the channels available for this purpose.

3. CEANITA
La Comisión de Estudio y Análisis de Notificaciones de Incidentes de Tránsito Aéreo (CEANITA), es un órgano colegiado
interministerial, integrado en la Agencia Estatal de Seguridad
Aérea (AESA) a través de la Dirección de Evaluación de la Seguridad y Auditoría técnica Interna (DESATI), cuyas normas
de funcionamiento están establecidas en la Órden
PRE/697/2012, de 2 de abril.
The Comisión de Estudio y Análisis de Notificaciones de Incidentes de Tránsito Aéreo (CEANITA), is an interministerial
collective body, integrated within the Agencia Estatal de Seguridad Aérea (AESA) through the Dirección de Evaluación
de la Seguridad y Auditoría técnica Interna (DESATI). Its rules
of operation are established in the Órden PRE/697/2012, of 2
April.
En sus informes CEANITA, además de describir los hechos
acaecidos y circunstancias en que se produjeron los incidentes de tránsito aéreo, los analiza y califica, determinando sus
causas y, en su caso, proponiendo recomendaciones de seguridad operacional. Además anualmente publica una Memoria donde se resume y analizan los resultados obtenidos
en los estudios realizados, en el marco del Programa Estatal
de Seguridad Operacional para la Aviación Civil (PESO).
CEANITA analyzes and classifies the air traffic incidents in its
reports, describing the events that took place, the circumstances under which they happened, determining their causes and, if appropriate, proposing safety recommendations.
Furthermore, an annual report is published. This summarizes
and analyzes the results obtained in the studies as part of the
Programa Estatal de Seguridad Operacional para la Aviación
Civil (PESO).
