EVIDENCE OF PROGRESS
Thomas Babington Macaulay
Setting: England, 1830
Macaulay argues that progress occurs naturally in spite of challenges. He says there are many
current problems, but progress continues when you look at the big picture. He imagines
a prosperous England in 1930. This prediction seems hard to believe, because, in 1730, it
would have been impossible to predict the strength of England’s economy and technology
in 1830. Macaulay believes that the energy and carefulness of the English people will bring
great progress in the coming years.

THE CONDITION OF ENGLAND
Thomas Carlyle
Setting: England, 1843
Carlyle says the current condition of England is gloomy. England grows wealthier as a result
of strong workers, yet fewer and fewer people work. About two million people now live in
workhouses without much hope. They want to work but cannot find work to do. The problem
exists in Scotland as well. He believes that people cannot be left to die in these conditions.
Even though there is more wealth in society, society has not improved.
