II CONFERENCE OF THE INTER-AMERICAN UNION OF ELECTORAL ORGANIZATIONS In Panama City on this twenty-third day of September of nineteen hundred ninety-three, WE AGREE 1. "Pro-tempore" Resolution : Until the III Conference of the Inter-American Union of Electoral Organizations, the Union reserves the right to invite any of its members to the meetings or conferences, when the designation, integration, or autonomy of these is affected as a result of the rupture of constitutional order in their country. This decision should be adopted with the favorable vote of at least three fifths of the members and stated to the Executive Secretariat. 2. To reiterate the determined support to continue with the HORIZONTAL COOPERATION efforts among member Electoral Organizations, either under the coordination of the Executive Secretariat, or bilaterally or multilaterally among Electoral Organizations, in which case the Executive Secretariat shall be kept duly informed. 3. To urge the Electoral Organizations members of the Union to try to obtain financial resources that allow them contributing to the financing of the System of Professionalization of Electoral Technicians and Officers, by means of the Permanent Training Program of such officers or technicians. 4. To leave evidence that the Observation Missions will take place only within the framework of the Association. Likewise, we recommend integrating the Observation Missions with the horizontal cooperation actions. 5. To request the Executive Secretariat to make available to the members of the Observation Missions, in advance, most information as possible on the elections to take place and their context, in order for the members to better perform their job. 6. To urge Electoral Organizations to contribute, to the extent possible, to the financing of the Inter-American Union and its regional programs, provided that the internal law of the respective country allows so. 7. To publish an Informative Bulletin of the Inter-American Union of Electoral Organizations, integrating the information which for such purposes is contributed by the member organizations of the Tikal Protocol, the Quito Protocol, and Election's Canada. The Executive Secretariat shall distribute such bulleting among the members on a quarterly basis, with the purpose of disseminating their activities and those others which, in the opinion of the Executive Secretariat, are of interest or contribute to the institutional strengthening of the Electoral Organizations. 8. To warmly welcome Dr. Daniel Zovatto, for his reincorporation to CAPEL´s Directorate. To express recognition to Licda. Sonia Picado, Executive Director of the IIHR, and to the Director of CAPEL, for the efficient work performed in the development of this Conference. 9. To congratulate the Electoral Tribunal of Panama, their Chief Justice Lic. Eduardo Valdés Escoffery, their Assistant Chief Justice, Lic. Dennis Allen Frías, and their Associate Justice, Dr. Guillermo Márquez Amado, as well as the administrative staff, for the efficient organization of the VIII Conference of the Association of Electoral Organization of Central America and the Caribbean.
