The objective of the 2011 BP Forum is to identify the issues that really matter for
the security of energy supply in the European context. When talking about energy
concerns, security of supply is always at the top of the list. Security of energy
supply has an immediate and intuitive interpretation: guaranteed access to the
diverse forms of modern energy that allow the satisfaction of the needs of the
people at an affordable price, now and in the foreseeable future.
However, when this topic is examined in more detail, a complex multidimensional
pattern of issues appears. We have classified the major identified issues into five
categories, which correspond to the sessions of the Forum.
We shall start by examining the factors that determine the reliability level of the
physical delivery of the final energy commodities (gasoline, diesel, electricity or
natural gas, for instance) that the user will transform into useful services (such
as lighting, heating, transportation or air conditioning).
In the second place the focus will be on the geostrategical implications of
having to import energy from other countries in different parts of the world.
Thirdly, we shall examine the economic implications of energy dependence at
country level.
In the fourth place we shall look into the impact of climate change on the longterm policy for energy security of supply.
Finally, we shall examine the conditions to attract the large volumes of
investment that will be necessary to build the future energy infrastructures.
The Forum will close with a panel discussion on a comprehensive view to strategic
measures to address energy security off supply.
The emphasis of all sessions will be placed on the evaluation of current energy
policies and the identification of practical recommendations to enhance energy
supply. Whenever possible Portugal and Spain will be used as case examples.

On the morning of Friday June 3rd there will be an academic activity at Comillas
University on the same topic as the Forum and open to the public. The Forum participants
that are still in Madrid are welcome to attend to this event whose program is announced at
the end of this prospectus.
