En la Gaceta Oficial Ordinaria N° 40.565 de fecha 18 de
diciembre de 2014, fue publicado el Convenio Cambiario
N° 31, mediante el cual se establece que a partir de la
entrada en vigencia del presente Convenio Cambiario, los
Bancos Microfinancieros regidos por el Decreto que en el
se menciona, quedan autorizados para abrir cuentas en
moneda extranjera en el sistema financiero nacional.
Exchange Agreement No.31 was published in Official Gazette
No.40,565 of December 18, 2014. From the entry into force of
the Exchange Agreement, Microfinancial Banks ruled by the
Decree referred to therein shall be authorized to open foreign
currency-denominated accounts within the local financial system.
Al respecto, el artículo 1 del Convenio indica que, los
autorizados para abrir cuentas en moneda extranjera en el
sistema financiero nacional, deberán regirse por los
términos previstos en el Convenio Cambiario N° 20 de
fecha 14de Junio del 2012, publicado e Gaceta Oficial N°
40.002 de fecha 6 de septiembre del 2012, y en la
normativa que desarrolle el mismo.
Por su parte, el artículo 2 del presente Convenio, indica
que los bancos microfinancieros, regidos por el Decreto
con Rango, Valor y Fuerza de Ley de Instituciones del
Sector Bancario, que hasta la presente fecha no hayan sido
autorizados para participar como Operadoras en el Sistema
Cambiario Alternativo de Divisas (SICAD), quedan
autorizados a participar como tales en dicho sistema.
Article 1 of the Agreement sets forth that those entities
authorized to open foreign-currency accounts in the local
financial system shall be ruled by the terms provided for in
Exchange Agreement No.20 of June 14, 2012, published in
Official Gazette No.40,002 of September 6, 2012, and the
norms developed thereby.
Article 2 of the Agreement sets forth that microfinancial banks
ruled by the Decree with Rank, Value and Force of Law of
Banking Sector Institutions that, to this date, have not been
authorized to partake as Operators in the Alternative Foreign
Currency Exchange System (SICAD), shall be authorized to
partake as such in this system.
The Exchange Agreement entered into force as of the date of its
publication in Official Gazette.
Asimismo se indica, que el presente Convenio entrara en
vigencia a partir de su fecha de publicación en Gaceta
Oficial.
