Homeland Security ordered the FAA to implement new rules and regulations to
prevent any crew of any airline company from bringing into the plane any type of
electronic devices that could be used to trigger any explosive brought on board
by any passenger or by any ramp employee. The FAA held a hearing before
various congressmen and congresswomen to disclose the requests made by
Homeland Security in order to obtain the green light for the implementation of the
requested rules and regulations.
The FAA was also asked by Homeland Security to report any suspicious
passenger boarding in any country or any state or city within the United States.
This request is based on the latest prosecution of a passenger who boarded a
plane bounded to Boston from Egypt and who brought into the plane a hearing
device that contained dynamite. This passenger placed the hearing aid next to
the airplane window and tried to detonate it using a match and a flammable liquid
that he obtained from the bathroom located in the rear of the airplane.
Apparently, an employee of the catering system smuggled the flammable liquid
into the plane.
The dynamite did not detonate. However, the passenger was arrested by the air
marshal assigned to this flight. The passenger was charged in US District Court
in Boston. Two fighters escorted the plane upon entering the United States.
The FAA consulted with the National Transportation Safety Board (NTSB) on the
outcome of an investigation of a similar incident where a Boeing 737-700
experienced a sudden decompression after a passenger detonated what
appeared to be a pack of cigarettes full with dynamite. The passenger was
ejected from the plane, through the hole made by the explosion in the right side
of the fuselage. The NTSB is currently investigating whether the action taken by
the ejected passenger could have brought down the airliner.
The NTSB shall have a report on this investigation by the end of this year.

Yo, Alaberto de los Robles, en pleno uso de mis facultades mentales, por este
medio declaro esta ser mi última voluntad y testamento. Por este medio, lego a
mi cónyuge María de los Robles toda mi masa hereditaria incluyendo mis bienes
inmuebles ubicados en la ciudad de México y mis bienes muebles, los cuales
incluyen mi silla mecedora y mi colección de acuarelas junto con quince lienzos
que utilizo para pintar. Además lego a mi cónyuge tres cuadros pintados a
acuarela y trece fotografías que fueron premiadas en el concurso internacional
de fotografías de paisajes naturales celebrado en la ciudad de Guadalajara,
Jalisco.
Por este medio nombre a mi cónyuge María de los Robles como la albacea
testamentaria con todos los poderes conferidos por la ley. Además otorgo un
poder amplio, cumplido y bastante a favor de María de los Robles para que me
represente en cualquier acto jurídico, dentro y fuera de la República Mexicana,
en el cual tenga algún interés en su resultado, asimismo para que conteste las
demandas y reconvenciones que se entablen en mi contra, oponga excepciones
dilatorias y perentorias, rinda toda clase de pruebas, reconozca firmas y
documentos, redarguya de falso a los que se presenten por la contraria y a que
presente testigos a mi favor.
En caso de premoriencia de la designada albacea, nombro a Doña Marta
Quintanilla, con las más amplias facultades legales y en especial con la facultad
de entregar legados, señalando como plazo para el ejercicio de su cargo el legal
establecido, con prórroga por tres años más.
Además declaro que no existe ningún codicilo publicado por mi hasta la fecha de
esta última voluntad y testamento. Sin embargo, por este medio declaro que este
testador confirió un poder notarial a favor del Sr. Mario Rosales en el cual se le
autoriza asistir a almonedas, pedir el remate de los bienes embargados y abrir

Government versus Rafael Prieto Martinez. Mr. Martinez is one of
the witnesses included in the Government’s list of witnesses. He will
testify shortly. I will remind you, ladies and gentlemen, that Mr.
Prieto Martinez has already been sworn before we adjourned
yesterday afternoon. Mr. Anthony Kirk, are you ready to proceed
with this witness.
Attorney:
Thank you, Your Honor. Mr. Martinez, where are you from?
Witness:
Vengo de Tijuana, México.
Attorney:
Were you in the San Diego area on August 6th, 1997, at
approximately 10 in the morning?
Witness:
Sí.

Were you alone?
Witness:
Yo estaba con mi prometida en el centro comercial, ahí donde está el
Sam´s Club.

At any point that morning, were you approached by anyone who

La merca eran los 30 kilos de coca y el billete de 20 dólares partido
por la mitad.
Attorney:
A $20 bill? What for?
Witness:
Es que el mero mero de ellos se reunió con el nuestro y después de
llegar a un acuerdo en cuanto a la cantidad de drogas y el monto de
dinero, partieron un billete de $20 y cada uno se quedó con una
mitad. Al momento de ejecutar la transacción, las dos mitades del
billete, es decir la contraseña, debían coincidir. De lo contrario la
transacción no se llevaba a cabo. Es por eso que mi preocupación era
ver la contraseña de la otra parte para asegurarme que eran ellos los
que estaban haciendo la transacción con nosotros y no otro grupo o
pandilla.
Attorney:
I see. So you were a drug courier. Is that the extent of your
participation in this drug transaction?
Witness:
Sí, uno puede decir que mi función principal era entregar la droga y
recoger el dinero, o en este caso las armas. De ahí tenía que llevar las
armas a Los Angeles y venderlas a dos pandillas. Era un negocio
redondo porque el cartel ganaba doble. Es decir, ganaba en el

intercambio de drogas por armas y luego ganaba con la venta de las
armas.
Attorney:
So you were dying to come to Los Angeles to collect the cash and
then take the cash to Tijuana, is that correct?
Witness:
Sí.
Attorney:
Were you able to get to Los Angeles?
Witness:
No. Cuando llegamos al restaurante Los Compadres, el mero mero
nos estaba esperando al lado de los teléfonos públicos. Él me dió la
contraseña y yo le dí la mía. Me dijo que tenía las armas en su auto.
Yo le dije que la merca estaba en mi auto. Salimos al estacionamiento
del restaurante. Fuimos al auto de él y yo miré las armas, estaban en
la cajuela, y le dije que estaba bien. El miró la merca que estaba en la
cajuela de mi auto. Intercambiamos las llaves de los autos y ni bien
encendí el motor, yo diría que en menos que canta un gallo,
aparecieron agentes de la DEA y nos arrestaron.

Witness:
Cuernos de chivo, escopetas recortadas, escuadras, municiones de
todo tipo y creo que también habían miras telescópicas.
Attorney:
Your Honor, at this point the Government would like to submit to
this Court a tape with phone conversations between Mr. Arellano
Rodriguez and Mr. Francisco Quinteros. They are the
representatives of each ring. These conversation were obtained
from a tapped phone used by Mr. Rodriguez.
