Sustainable Cities and Human Settlements
We propose the following goals:
•
Increase the number of cities that meet environmental quality standards (%)
•
Reduce waste generation per capita (%)
•
Increase the plans and actions for resilience in cities with 100,000 or more
inhabitants (%)
•
Slow the rate of growth of the urban sprawl
•
Increase public space per capita
•
Reduce the urban air pollution
•
Increase access to safe housing for all by 2030
•
Increase the use of culture as a tool to achieve sustainable urban development
•
Increase the protection of historical and cultural heritage (%)
•
Increase the number of national laws that include an assessment of cultural
impact in the processes of urbanization
Climate
En este tema, el Perú y Mexico consideran que las metas a definirse deben ser
compatibles con las ya acordadas en el marco de la Convencion Marco de Naciones
Unidas sobre cambio climatico y apoyar en lo posible la viabilidad del proceso negociador
en dicho marco.
Consideramos que el documento propuesto por ustedes co presidentes, las propuestas
planteadas incorporan de manera significativa la dimensión ambiental, pero se requiere
mayor énfasis en cuestiones sociales y económicas. Tambien se debe determinar hasta
que punto algunas de las metas propuestas duplicarían lo que se esta haciendo en el
contexto de las negociaciones en la Convencion, por ejemplo
a) Se mencionan los incentivos económicos para impulsar el uso de tecnologías bajas en
carbono, pero no se hace referencia a los esquemas de largo plazo que se requieren para
lograr una "reducción equitativa de "gases de efecto invernadero"
b) Las soluciones bajas en carbono se mencionan para la industria e infraestructura, pero
no para el sector agrícola.
c) Se destaca la energía entre las áreas en las que pueden existir vínculos, sin embargo
en esta sección se pueden incluir la promoción de energía renovable y eficiencia
energética como factores clave para ir más allá de los ámbitos relacionados años con la
infraestructura y la industria.
We propose the following goals:

In accordance with existing international agreements, global temperature should
be below 2 degrees Celsius
•
Increase the number of national plans and strategies that incorporate disaster
risk management produced by hydro-meteorological phenomena by 2030
•
Reduce by 50% the number of affected populations and material losses caused by
natural disasters in regions of mountains.

We propose the following targets:
