Background
Newborns exposed in utero (while mother is pregnant) to substances of abuse, such as alcohol and or illegal drugs, are known
to be at risk for a variety of problems. Some of these newborn problems include medical conditions, growth problems,
developmental delays, and child abuse and neglect.
Newborns exposed, during pregnancy, to alcohol and or illegal drugs can be at risk for adverse developmental outcomes.
Federal law entitles children, 0-3 years, exposed during pregnancy to alcohol and or illegal drugs, to qualify for evaluation and
development services as needed.
It is important to identify pregnancies complicated by alcohol and or illegal drugs, for the health of the mother and the
newborn.
Mother Testing
There are a number of indicators which may suggest that use of alcohol and or illegal drugs during pregnancy. Some of these
broad areas include mother's history, physical assessment and unexplained complication of pregnancy.
Newborn Testing
There are a number of indicators which may suggest the mother has used alcohol and or illegal drugs during pregnancy. Some
of the broad areas include mother's history and physical assessment of the newborn.
Who Is Tested
Those mothers and newborns who have indicators that, during the pregnancy, alcohol and or illegal drugs may have been used.
How Is Testing Done
Mothers will have their urine tested.
Newborns will have their cords and urine tested.
Is Consent Required
Mothers do not have to give their consent for testing; testing is covered under the Conditions of Service. Mothers may refuse
drug testing; however, if they refuse testing, this is an indication for newborn drug testing. Consent for newborn drug testing is
covered under the Condition of Service.
What Happens with Positive Drug Test Results
Valley View Hospital has a legal requirement to notify the Department of Human Services of a positive drug test result. The
Department of Human Services will then determine if further evaluation and assessment is needed.
If the mother has a positive drug test in the hospital, the newborn's physician will be notified. Drug testing of the newborn will
be indicated.

La prueba de la madre es través de la orina.
La prueba de los neonatos es a través de la orina y del cordón umbilical.
Requisito de consentimiento
Las madres no tienen que dar su consentimiento para la prueba; la prueba está cubierta por las Condiciones del servicio. Las
madres pueden rehusarse a la prueba de drogas. Sin embargo, rehusarse a la prueba es indicio para realizar la prueba de drogas
al neonato. El consentimiento para la prueba de drogas al neonato está cubierto por la Condición del servicio.
Qué ocurre con los resultados positivos a la prueba de drogas
Valley View Hospital tiene el requisito legal de notificar al Departamento de Servicios Humanos de cualquier resultado
positivo a una prueba de drogas. El Departamento de Servicios Humanos determinará si se necesita evaluación adicional.
Si la madre arroja positivo a una prueba de drogas en el hospital, se avisará al médico del neonato. Se indicará si se realizan
pruebas de drogas al recién nacido.
