De conformidad con el Decreto-Ley número 0019 del
10 de E nero de 2012 de la P residencia de la Republica
de C olombia y consecuente con las medidas de
seguridad adoptadas por la U A EAC para contrarrestar
acciones delictiv as tendientes a la suplantación de
identidad y de documentos aeronáuticos, a partir de la
fecha se solicita a los explotadores, tripulantes y /o
despachadores de aeronav es de av iación general y
aerotaxis en C olombia, cumplir con los siguientes
requerimientos:
In accordance w ith Decree-Law N o. 0019 of January
10, 2012 of the P residency of the Republic of
C olombia and consequent w ith the security measures
taken by the U A EAC to counteract pertaining to crime
actions aimed at the identity impersonation and
aeronautical document, to from January 24 of 2012, it
is requested to the operators, crew and/ or aircraft
dispatchers of general av iation aircraft and air taxis in
C olombia, meet the follow ing requirements:
1. Las personas autorizadas para presentar el
formato plan de v uelo ante las oficinas A IS de
aeródromo o Torres de C ontrol, son: el piloto al
mando de la aeronav e, el copiloto, el despachador
licenciado o el alumno licenciado cuando se trate
de v uelos de instrucción; quienes escribirán su
nombre completo y número de identificación en el
formato P lan de V uelo, siendo estos los únicos
responsables de cualquier alteración o anomalía
respecto de la identificación de las personas
indicadas como tripulantes de la aeronav e.
1. The P ersons authorized to file the flight plan
format to the aerodrome A IS offices or C ontrol
Tow ers, are: The pilot in command of the aircraft,
the co-pilot, the dispatchers licensed or student
licensed in the case of flight instruction; w ho w ill
w rite y our full name and identification number on
the flight plan format, w ho are solely responsible
for any change or abnormality in the identification
of the persons listed as crew of the aircraft.
2. A l momento de presentar el formato plan de v uelo
ante las oficinas A IS de A eródromo y /o Torres de
C ontrol, las personas de que trata el numeral
anterior, deberán presentar documento original de
la Licencia, la C édula de C iudadanía y/o C édula de
E xtranjería y /o P asaporte, así como la Licencia y
C ertificado M édico v igente del piloto al mando.
2. A t the time of filing the flight plan format to the
aerodrome A IS offices and/or control tow ers,
people referred to in the preceding paragraph,
shall submit the original of the License, C ertificate
of C itizenship and/or C ertificate of immigration
and/or passport, as w ell as License and v alid
M edical C ertificate of the pilot in command.
C on base en lo anteriormente descrito, el O perador de

efectuará registro fotográfico del solicitante siempre
que se disponga de cámara, y cotejará la información
de la documentación de la tripulación al mando de la
aeronav e, así como la información consignada en el
formato plan de v uelo presentado, con la información

tenga dispuestas en las dependencias A IS de AD o
Torres de control, de forma tal que permita a la
autoridad aeronáutica, confrontar que existe
concordancia en la información que le ha sido
presentada.

A nte la incertidumbre y siempre que los funcionarios
encargados de la recepción, conv alidación y trámite
de plan de v uelo de las oficinas A IS de A eródromo y/o
Torres de C ontrol consideren necesario v erificar la
identidad o autenticidad de la documentación exigida
en el numeral 2, deberán solicitar apoy o de la policía
aeroportuaria o fuerza pública disponible del
aeródromo, quienes poseen los recursos y las
facultades legales para hacerlo.

A sí mismo, las ley es y los Reglamentos A eronáuticos
C olombianos contemplan que el explotador tiene a su
cargo el control técnico y operacional sobre la
aeronav e y la tripulación, incluy endo la conserv ación
de su aeronav egabilidad y la dirección de sus
operaciones, y es el responsable por tales operaciones
y por los daños y perjuicios que llegaren a deriv arse
de las mismas.
A lso, the law s and C olombian A eronautical
Regulations prov ide that the operator is responsible
for technical and operational control ov er the aircraft
and crew , including the conserv ation of its
airw orthiness and address of its operations and is
responsible for such operations and for damages that
become arise from them.
Las aeronav es con permiso especial de la Dirección de
S erv icios a la N av egación A érea, para permanencia en
C olombia, serán consultadas en la base de datos
"A LDIA" para confrontar la información de los pilotos
y aeronav es autorizadas a realizar el v uelo. Bajo
ninguna circunstancia se permitirá cambiar de
tripulación o de aeronav e sin prev ia autorización de la
Dirección de S erv icios a la N av egación A érea.
A ircraft w ith special permission from the Directorate
of A ir N avigation S ervices, to stay in C olombia, will be
consulted in the 'A LDIA ' database to compare the
information of pilots and aircraft authorized to conduct
the flight. U nder no circumstances can change the
crew or aircraft w ithout prior approv al of the
Directorate of A ir N av igation S erv ices.
E sta A IC deroga la C ircular Interna 4100- 4104249 de
fecha 01 de O ctubre de 2009, emitida por la Dirección
de S erv icios a la N av egación A érea.
This A IC derogates the Internal C ircular 41004104249 dated O ctober 1, 2009, issued by the
Directorate of A ir N av igation S erv ices.
