Martha Beltrán-Martínez, venezolana, se desempeña como Especialista en la Oficina de Ciencia, Tecnología e
Innovación desde enero de 2009. Ingresó a la OEA en 1997 como contratada en la Comisión Interamericana de
Mujeres (CIM) y en 2002 concursó para la posición de Especialista. Fue miembro del Comité de la Asociación
de Empleados en 2008-2009 y nevamente en 2009-2010.
Anteriormente, trabajó en su país en el sector privado como Gerente de Desarrollo Social de las Empresas
Owens-Illinois de Venezuela, y en la administración pública como Directora de Cooperación Internacional de
la Biblioteca Nacional y Directora de Planificación y Programación del Ministerio de la Juventud, cumpliendo
funciones también en el área de Planificación Social de la Corporación Venezolana de Guayana.
Tiene un Postgrado en Planificación de Recursos Humanos de la Universidad de Paris I, París, Francia, y posee
Maestrías en francés y español de Middlebury College, Vermont, USA. Obtuvo su B.A. en George Mason
University, en Virginia, USA.
Bio (English):
Martha Beltrán-Martínez, a Venezuelan, is a Specialist in the Office of Science, Technology and Innovation as
of January 2009. She began working at the OAS in 1997 as a CPR at the Inter-American Commission of Women
(CIM) and in 2002, she successfully competed for the position of Specialist. She was a member of the Staff
Committee in 2008-2009 and again in 2009-2010
Previously she worked in her country in the private sector as Social Development Manager at Owens-Illinois de
Venezuela, and in the public sector as Director of International Cooperation at the National Library and
Director of Planning and Programs at the Ministry of Youth. She also worked in the Social Planning area at
Corporación Venezolana de Guayana.
She has a Graduate Degree in Human Resources Planning from the University of Paris I (Paris-Sorbonne), Paris,
France, and holds Master’s Degrees in French and Spanish from Middlebury College, Vermont, USA. She
obtained her B.A. at George Mason University in Virginia, USA.
