Catalyzing a health innovation system that works for all
The idea that it is necessary to reform the current biomedical R&D system gains greater
support each day. Furthermore, Horizon 2020 and the WHO commitments to implement
recommendations that will solve some of the structural failures in the way in which research
and development of medical technologies is organized are a clear step forward. How will these
programs and advances affect the AIDS vaccine research field and what opportunities do they
present?
This session will present the Catalytic Project, an initiative that is engaging the scientific
community in this process of change. We will analyze the problem from the researchers’
perspective and the possible implementation of some already existing proposals to guide R&D
so that it responds to the real health needs of individuals, ensuring affordable access to
biomedical products and facilitating innovation and scientific progress.
In addition, the field of HIV/AIDS is particularly interesting to develop this reflection, since HIV
vaccines are technologies of global interest, not only for impoverished countries, and there are
many initiatives, such as public-private partnerships and public research organizations
dedicated to this work.

Catalizando un sistema de I+D que funcione para todos
La idea de que es necesario reformar el actual sistema de I+D e innovación biomédica gana
cada día un mayor consenso. Además, Horizonte 2020 y los compromisos hechos en el seno de
la OMS para aplicar las recomendaciones que resolverán algunos de los fallos estructurales del
modo en el que se organiza la investigación y desarrollo de tecnologías médicas, son un claro
paso adelante. ¿Cómo puede esto afectar y qué oportunidades presenta para el campo de la
investigación de las vacunas del sida?
Durante la sesión se presentará el Proyecto Catalytic, una iniciativa de Salud por Derecho que
está involucrando a la comunidad científica en este proceso de cambio. Analizaremos la
problemática desde el punto de vista de los investigadores y la posible implementación de
algunas propuestas que ya existen para orientar la I+D a las necesidades de salud de las
personas, asegurar un acceso asequible a los productos biomédicos y facilitar la innovación y
el progreso científico.
Además, el campo del VIH/SIDA es especialmente interesante para desarrollar esta reflexión,
puesto que las vacunas del VIH son tecnologías de interés global, no sólo para los países
empobrecidos, y son muchas las iniciativas, partenariados público privados y organismos
públicos de investigación dedicados a esta labor.
