Curriculum Vitae resumido
Licenciada y Doctora en Derecho por la Universidad Complutense de Madrid.
Es Catedrática de Derecho Internacional Público en la Universidad Nacional de
Educación a Distancia y titular de una Cátedra “Jean Monnet” de Derecho de la Unión
Europea. Fue Decana de la Facultad de Derecho de la UNED entre 2001y 2004. En la
actualidad es Directora del Departamento de Derecho Internacional Público de la
UNED.
Es profesora de la Escuela Diplomática del Ministerio de Asuntos Exteriores, donde es
responsable de la docencia en la asignatura “Derecho Internacional Público”. Es
profesora del Instituto Universitario General Gutiérrez Mellado (UNED/Ministerio de
Defensa) y del Centro de Estudios de Derecho Internacional Humanitario de la Cruz
Roja Española. Además de la enseñanza reglada en el ámbito del Derecho Internacional
Público y el Derecho de la Unión Europea, ha impartido cursos y conferencias en
diversas Universidades españolas y extranjeras, así como en otros Centros Superiores de
Formación.
Desde 2011 es miembro de la Comisión de Derecho Internacional de las Naciones
Unidas, y desde mayo de 2012 es Relatora Especial de la CDI para el tema “Inmunidad
de jurisdicción penal extranjera de los funcionarios del Estado”.
Fue Jefa de la Asesoría Jurídica Internacional del Ministerio de Asuntos Exteriores y de
Cooperación, desde junio de 2004 a marzo de 2012.
Desde 2008 a 2014 ha sido miembro de la Corte Permanente de Arbitraje. Es árbitro y
conciliador a los efectos de la Convención de las Naciones Unidas sobre el Derecho del
Mar desde 2012.
Ha sido representante del Reino de España ante la Corte Internacional de Justicia en el
procedimiento consultivo sobre la declaración unilateral de independencia de Kosovo y
agente del Reino de España ante el Tribunal Internacional sobre el Derecho del Mar en
el asunto nº 18, “M/V. Louisa”.
Ha formado parte y ha presidido diversas delegaciones españolas ante organismos y
Conferencias internacionales, de las que cabe destacar la Conferencia de Roma sobre el
Estatuto de la Corte Penal Internacional y la Conferencia de Kampala sobre la enmienda
del Estatuto de Roma, en la que fue Presidenta del Comité de Redacción.
En el ámbito de la investigación ha centrado su actividad en las siguientes líneas:
Inmunidades en Derecho Internacional, Derecho Internacional de los Derechos
Humanos, Derecho Penal Internacional, Tribunales internacionales y arreglo de
controversias, Mantenimiento de la paz, Derecho de la Unión Europea (instituciones,
sistema jurídico, derechos humanos, asilo, procedimientos judiciales). Es autora de
múltiples publicaciones en las áreas antes indicadas y, desde 2010, es responsable de la
edición del prestigioso manual de Derecho Internacional “Instituciones de Derecho
Internacional Público” del Profesor Manuel Díez de Velasco.
Es miembro del Consejo Científico del Real Instituto Elcano de Estudios
Internacionales y Estratégicos. Igualmente es miembro de diversas instituciones
científicas, de entre las que cabe destacar la Asociación Española de Profesores de
Derecho Internacional y Relaciones Internacionales y la Asociación Española para el
Estudio del Derecho Europeo, de cuya Junta directiva forma parte. Es Académica
correspondiente de la Real Academia Española de Jurisprudencia y Legislación.
Summary of CV
She holds a Degree and a PhD in Law by the Complutense University of Madrid.
Chair in Public International Law of the National Distance Education University
(UNED) and “Jean Monnet” Chair in Law of the European Union. She was Dean of the
Faculty of Law of UNED between 2001 and 2004. She is currently the Director of the
Department of Public International Law of UNED.
She is professor of the Diplomatic School of the Ministry of Foreign Affairs, where she
is responsible for the course “Public International Law.” She is professor of the
University Institute “General Gutiérrez Mellado” (UNED/Ministry of Defense) and of
the Center for Studies on International Humanitarian Law of the Spanish Red Cross. In
addition to teaching Public International Law and Law of the European Union, she has
delivered courses and conferences at different Spanish and foreign universities as well
as in other post-secondary education centers.
Since 2011, she is member of the United Nations International Law Commission and
since May 2012 she is Special Rapporteur on “Immunity of State officials from foreign
criminal jurisdiction.”
She was Chief of the Legal Affairs Division of the Ministry of Foreign Affairs and
Cooperation between June 2004 and March 2012.
Between 2008 and 2014 she has been member of the Permanent Court of Arbitration.
She is arbitrator and conciliator under the United Nations Convention on the Law of the
Sea since 2012.
She has been the delegate of Spain before the International Court of Justice in the
advisory opinion on the unilateral declaration of independence of Kosovo and Agent of
the Kingdom of Spain before the International Tribunal for the Law of the Sea in case nº
18, “M/V. Louisa.”
She has been part of and head of several Spanish delegations before international
organizations and conferences, of which the Rome Conference on the Statute of the
International Criminal Court and the Kampala Conference on the amendment of the
Rome Statute – of which she was President of the Drafting Committee- are worth
mentioning.
In the realm of research, she has focused her activities in the following matters:
Immunities in International Law, International Human Rights Law, International
Criminal Law, International Tribunals and Settlement of Disputes, Maintenance of
Peace, Law of the European Union (institutions, legal system, human rights, asylum,
and judicial proceedings). She is author of several publications in the aforementioned
areas and, since 2010, is responsible for the edition of the prestigious manual on
International Law “Institutions of Public International Law” of professor Díez de
Velasco.
She is member of the Scientific Council of the Elcano Royal Institute on International
and Strategic Studies. She is also member of different scientific institutions, among
which are the Spanish Association of Professors of International Law and International
Relations and the Spanish Association for the Study of European Law, of which is a
member of the Board of Directors. She is Academic of the Spanish Royal Academy on
Jurisprudence and Legislation.
