I.
Call to Order: Lucia Perales, Ed.D, called the meeting to order at 9:00AM.

II.
Approval of the Minutes: Maria Elvira Aguilar, asked everyone to take a minute to review the minutes from October
23, 2015. Maria Elena Ortega gave the motion to approve the minutes and Judith Duran seconded the motion. The minutes
were approved as written.
III.
Welcome: Sra. Maria Elvira Aguilar, introduced herself and welcomed the members and attendees and asked
everyone to greet their neighbor by shaking their hand. She introduced the new format of the agenda and explained that it’s
called a flow map. She introduced the Vice President Haydee Ortiz who gave a report on the District’s Advisory Committee
(DAC) meeting. She shared information on the STEAM and the Visual Performing Arts programs. Mrs. Ortiz informed the
committee members that the DAC committee also encouraged its members to take the LCAP Survey.
IV.
Orange Children and Parents Together: Provided information on the services and programs available to OUSD parents.
This program is for children 0-4 years including those with special needs. Early Head Start (Home based), Head Start and
State Preschool is also available and it’s free to families who qualify. The OCPT’s representative provided the attendees with
the criteria for qualifying.
V.
Special Education Department: Dr. Salcedo, Psy.D. and John D. Erratt, Ph.D. provided information on Autism
Spectrum Disorders. They spoke about what Autism is diagnostic criteria, and the eligibility requirements for Special
Education are as well as the continuum of programming. A clinical or medical diagnosis is not required; even with the
clinical or medical diagnosis a student must meet the eligibility criteria set forth by IDEA. Once the district receives the
parent’s request, the district has 60 days to do a series of evaluations to conclude if the student is adversely impacted
educationally and if any Special Education intervention(s) is necessary.
VI.
Foster Youth, McKenney-Vento & At-Rist Youth: Kristine Nelson, Coordinator at Student and Community Services
office shared information on the Foster Youth, McKenney-Vento & At-Risk Youth Programs our district has available. She
provided information on the criteria for eligibility and the type of services provided.
VII.
LCAP Survey, Dr. Lucia Perales shared that the district is asking all stakeholders to take the LCAP survey which can be
found on the OUSD website. She shared that this is a great opportunity for parents, students, employees and community
members to provide feedback and share any concerns they might have. Chromebooks were provided for all attendees to take
the LCAP Survey at this meeting.
VIII.
Left and Right Brain Activity: Maria Elvira Aguilar asked the parents to participate in an activity to learn about what
side of the brain is primarily used, and explained why knowing this is important. Attendees were encouraged to share this
with their children and family members.
IX.
Public Comment: A parent reminded everyone present that we need to have tolerance for students with disabilities
and that we need to remember that students are placed in a specific classroom for the good of that student. Also, Maria
Elvira Aguilar made herself available to help support any parent that has a child with disabilities since she herself has a child
with disabilities and she has learned a lot. Dr. Perales asked the attendees to take note of the format of the meeting,
reminding everyone that this is their committee and that parents should take an active part in the topics presented and that all
suggestions and comments are considered. Dr. Perales also asked by a show of hands how many people were interested in
childcare as it was brought up by a parent informally and she wanted to ensure that it was brought up to the entire group. 19
attendees raised their hand expressing interest in childcare being provided at the DELAC meetings.
X.
Adjournment - Dr. Lucia Perales thanked everyone for their attendance. The meeting adjourned at 10:30 a.m.
