BESOLUTIOH A. 70 (IV)
adopted on 28 September 1965
~ ~SEMBLY,
RECOGNIZING the need to increase the number of
members ~t the Maritime Safety Committee and to modify
their method ot election,
CONSEQUElt!rLY HAVING ADOPTED, at the fourth regular
Bession ot the Assembly, an amendment, the text ot
which 1s contained 1n the Annex to this Resolut10n, to
Art1cle 28 of the Convention on the Inter-Governmental
Marittme Consultat1ve Organization,
DETEBMlBES, in accordance ...i th the provisions of
Article 52 of the Convention, that the amendment adopted
hereunder 1s of such a nature that any Member which
hereafter decl~ea that it does not accept 8uch amendment and which does not accept the amendment within a
period of twelve months after the amendment comes into
force shall, upon the expiration of this period, cease
to be a Party to the Convention,
REQUESTS the Secretary-General of the Organizat1on
to effect the deposit with the Secretary-General of the
United Nations of the adopted amendment in conformity
with Article 53 of the Convention and to receive
declarations and instruments of acceptance as provided
for ~ Article 54, and
INVITES the Member Governments to accept the
adopted amendment at the earliest possible date after
receiving a copy thereof trom the Secretary-General ot
the United Nations, by co~~unicat1ng an instrument of
acceptance to the Secretary-General for deposit ~th
the Secretary-General of the United Nations.

Le texte actuel de l'article 28 de la Convention
est remplace par le texte suivant
Le Comite de la securite maritime se compose de
seize membres, alus p&r l'assemblee parmi les membres,
gouvernements des ~tats qui ont un inter&t important
ians les questions de securite maritime:
a)
Huit membres sont alus parmi les dix
~tats
qui possedent,les tlottes de
oommerce les plus importantea;
b)
':~uatre
membres sont alus de I;ianiere qu I au
titre du present alinea, un ~tat rel1resente
ohaoune des regions suivantes :

adoptada e1 28 de setiembre de 1965
LA ASAMBLEA,
RECONOCIENDO la necesidad de aumentar e1 ndmero de
miembros del Com1t~ de Segurldad Mar!tlma y de modlflcar
el m~todo de su elecci~nt
Y HABIENDO ADOPrADO EN CONSECUENCIA, en 1. cuart.
sesl&n regular de 1a Asamblea, una enmienda a1 Art!culo 28
de la Ccnvenc16n relativa a la Organizaci~n Consultiva
Marftima IntergubernEomental, cuyo texto f'igura en e1 Anexo
de 1a presente Resoluci6n,
DETERMINA, cOnf'orme a las disposiciones del Artfculo 52
de la Convenc16n, que 1& enmienda adoptada que f'igura a continuaci6n es de tal naturaleza que todo Miembro que haya f'ormulade tal declaraci6n y que no haya aceptado 1a enmienda en un
plazo de doce meses a partir de la f'echa de su entrada en
vigor, cesar!, a la explraci6n de dicho plazo, de ser parte
de 1a Convencl~n,
RUEGA a1 Secretario General de la Organizaci6n que ef'ectde el dep6sito de 1a enmienda adoptada cerca del Secretario
General de las Naciones Unidas, como 10 prevee el Art!cu10 53
de la Convenci~n, y que reciba las declaraciones e instrumentos
de aprobaci6n conforme a las disposiciones del Artfculo )4, e
INVITA a los Gobiernos Miembros a aceptar la enmienda
adoptada 10 antes posible despu~s de recibir e1 texto de dicha
enmtenda, que les ser! transmitidc por el Secretario General
de las NaCiones Un1das, mediante el envfo de un instrumento
de aceptac16n a1 Secretario General para f'ines de su dep~sito
cerca del Secretario General de las Naciones Unidas.

E1 texto existente de~ Art1culo 28 de 1a Convenc16n
es reemplazado por e1 slguiente:
El Comit4 de Seguridad Mar!tima estarA integrado por
dleclseis miembros elegldos por 1a Asamblea de entre los
miambros representantes de los Goblernos de Estados que
posean un inter's tmportante en 1a seguridad mar!ttma, de
los Quales:
a)
Ocho miembros serln elegluos de entre los
diez Estados que posean las flotas mAs
lmportantes.
b)
Cuatro miembros serin elegidos de modo que
se garantlce 1a representac16n de un
Estado en cads una de las regiones siguientes:
I.
II.
III.
IV.
c)
Africa
Las Am4ricas
Asia y Oceanta
Europa.
Los cuatro miembros restantes serAn elegldos
de entre los Estados no represent ados en e1
ComitS a t!tulo de los ph-ratos a) y b) preci-
tados.
Para los tines del presente Art!culo, los Estados que
poseen un lnter~s 1mportante en la segurldad mar!t1ma
serm, ·por ejempl0, aquellos Estados 1nteresados en la
provisiSn de grandes n~eros de tr1pulaclones 0 en el
transporte de grandes n~eros de pasajeros, alojados 0 no
alojados.
