Transparency Register
All citizen’s associations, NGO’s, businesses,
trade and professional organizations, trade
unions, think tanks, etc., interacting with EU
institutions and policy makers have to be
registered in the transparency register.
1. It provides information about who is
engaged in activities aiming at influencing
the EU decision making process, which
interests are being pursued and what level
of resources are invested in these activities.
2. It offers a single code of conduct, binding
all organisations which accept to “play by
the rules” in full respect of ethical principles.
A complaint and sanctions mechanism
ensures the enforcement of the rules.
3. The Transparency register has been set up
and is operated by the European
Parliament
and
the
European
Commission. The Council of the European
Union supports this initiative.

Lobbying – Why is it necessary? - Figures
“Lobby groups are an essential
part of the MEP’s work; policy
making would be very poor
without their contribution””
> 2,000 industry lobby groups
> 25,000 lobbyists
+++1000 of Public affairs & Communication
agencies
Large amount of individual companies
•
Lobbyists are in many cases expert technicians capable of
examining complex and difficult subjects and explaining
them in clear and understandable manner.
•
The lobbyists who speak for the various economic,
commercial and other functional interests of the European
union serve a useful purpose and have assumed an
important role in the legislative process
