Adoption of agenda OJ-AP 100.356v03-00 Adopted as recorded in these minutes. 2. Approval of minutes PV-AP 100.314v01-00 The minutes of the meeting of 29 April 2008 (Lima) were approved. 3. Announcements by the Co-Chair The Co-Chair began by thanking the Members attending the meeting, which was the second ordinary meeting of the year. He particularly welcomed the representatives of the Mercosur Parliament who were, for the second time, taking part in the Assembly and Political Affairs Committee Meetings as observers. For voting purposes, they had been accredited as members of the Latin American Parliament representing their respective National Parliaments, and were therefore entitled to vote. He then welcomed the representatives of the Economic and Social Committee (EU–LA relations follow-up Committee), also attending for the second time as observers. He also reminded the Members that, pursuant to Article 6 of the Assembly's Rules of Procedure, the EESC also enjoyed permanent observer status (paragraph 1) and, as such, was entitled to speak in accordance with procedures to be laid down by the Presidency of the Assembly (paragraph 2). PV\752139EN.doc EN AP100.422v01-00 EN He informed the Committee that the consideration of amendments and vote on the joint draft resolution on the 'Euro-Latin American Charter for Peace and Security' would take place the following day, 6 November 2008. As a result, the meeting would proceed directly to the exchange of views on the scheduled Subject for debate: 'Follow up to the results of the V Summit in Lima'. 4. Subject for debate: 'Follow up to the results of the V Summit in Lima' Mrs Nathalie Griesbeck (Co-rapporteur EP/ALDE) and Mr Camilo Brenes (PARLACEN) gave their views, stressing the progress made, and the difficulties involved in implementing the decisions taken at the Lima Summit. The following spoke: Wilson Sánchez Castello (Ecuador, Parlandino), Laura Franco (Guatemala, Parlacen), Gloria Oquelí (Honduras, President of Parlacen), Paulo Bravo Alencar (Bolivia, Parlandino), Amilcar Figueiroa (Venezuela, Parlatino), Yenielys Regueiferos Linares (Cuba, Parlatino), Tito Hoz De Vila (Bolivia, Parlatino) and Nidia Díaz (El Salvador, Parlacen). The co-rapporteurs, Nathalie Griesbeck and Camilo Brenes, wound up the debate, presenting their conclusions. Decision: The Co-Chair asked the co-rapporteurs to update their working documents to incorporate the results of the debate, and any new elements which were appropriate, so that the revised working documents could be considered at the next meeting of the Committee scheduled for April 2009. 5. Current affairs: Report on the recent electoral observation process in Ecuador The Co-Chair reminded the Members that Article 24 (2) of the Rules of Procedure laid down that, on a proposal from the Executive Bureau, the Assembly might decide to send delegations for the observation of presidential or parliamentary elections at the invitation of the country concerned providing there are no concerns about security. He said that so as to familiarise the Members of the Committee with the way such delegations worked, he had invited Mrs Renata WEBER (ALDE), Chair of the delegation recently sent by the EP to observe the elections in Ecuador, to report on the holding of the 28 September 2008 referendum. Ms Weber said that the recent electoral process in Ecuador had been fair and transparent, and asked that an electoral observation mission be sent to the forthcoming 2009 elections. Consideration of amendments and vote on a joint draft resolution on: 'Euro-Latin American Charter for Peace and Security' EP Co-rapporteur: Mrs Veronique De Keyser (PSE) AP100.422v01-00 EN 2/6 PV\752139EN.doc LAC Co-rapporteur: Mrs Rosario Green Macias (EU-Mexico JPC) The Co-Chair recalled that the main goal of the meeting was to consider the sixty-nine amendments, and vote on the draft joint resolution submitted by the co-rapporteurs, following the wide-ranging discussion which had taken place in Lima in April. The Co-rapporteurs introduced their joint draft resolution, highlighting their decision not to deal with migration issues, which were the subject of a specific report by the Assembly's Committee on Social Affairs: they spoke about the compromise and oral amendments already drafted. They suggested that, so as to ensure their consistency with the lines of action set out in the Draft Resolution has adopted in Committee, amendments 32 to 52, concerning the Annex ('Draft Charter') be considered at the next meeting, and that to this end, a fresh deadline for amendments to the Draft Charter should be set (without any need for a repetition of amendments 32 to 52. Decision: The Draft Resolution, with the amendments adopted, was unanimously adopted. After the vote, the Co-Chair reminded the meeting of the timetable for submitting amendments in plenary and the timetable for the plenary vote on the Draft Resolution: - deadline for amendments to the plenary with regard to the Draft Joint Resolution: noon, 30 January 2009; - deadline for Committee amendments concerning the Annex to the Draft Resolution containing the articles of the 'Draft Charter': noon, 30 January 2009. 7. Proposals for Political Affairs, Security and Human Rights Committee Reports and subjects for debate in 2009 The Co-Chair recalled that, as announced on earlier occasions, in principle the three standing Committees were entitled to submit only one report each to the plenary sitting. He therefore proposed that the report on the 'Euro-Latin American Charter for Peace and Security', voted on by the Committee at its Brussels meeting, should be the report submitted to the 2009 Ordinary Plenary Sitting, to be held from 6 to 8 April in Europe. He then invited Members of the Committee to submit proposals for a Subject for Debate within the Committee's remit.
