Context:
Under the overall supervision of Chief of Mission (CoM), and the direct supervision of the
Senior Programme Officer, the Migration Management Project Officer will be directly
responsible for the overall implementation, oversight and coordination of relevant projects
in the Capacity Building in Migration Management (CBMM) unit and Return of Qualified
Afghans (RQA) programme.

Core Functions / Responsibilities:
Technical Cooperation: IDCU and APIS/AVIS
1. Oversee the overall implementation of Identity Checking Unit (IDCU) projects and
Afghanistan Passport Issuing System (APIS)/ Afghanistan Visa Issuing System (AVIS)
project in line with IOM and donor requirements.
2. Liaise and act as focal point to relevant Afghan Government counterparts in the
ministries such as Ministry of Foreign Affairs (MoFA) and Ministry of Interior (MoI) on the
project implementation, facilitating information exchange and project cooperation, as well
as promoting IOM-implemented initiatives.
3. Coordinate the work of project staff members of the CBMM team in operations/logistics,
procurement, capacity building and trainings, research, analysis (including legal) and
monitoring and evaluation.
4. Manage financial/budgetary planning, exercises quality control over all procedures and
documents within CBMM, and ensure proper follow up as necessary.
5. Produce high quality donor reports on project implementation per contractual
requirements as well as presentations, talking points, and briefings on project activities.
Review and edit diplomatic notes for the Chief of Mission’s signature.
6. Identify and develop opportunities for new projects including policy oriented activities
that link and contribute to broader initiatives of the mission and develop strategies and
proposals for new phases of on-going CBMM projects in close collaboration with the
Mission Project Support Unit and Resource Management Unit.
7. Serve as a focal point for various migration consultative processes such as Almaty
Process, Bali Process, Budapest Process, and Colombo Process. Compile and provide
required inputs by the mission and coordinate and arrange participation of government
officials to such consultative processes as required.
Return of Qualified Afghans (RQA) programme
8. Be responsible for overall management of RQA programme which includes providing
technical guidance and supervision to project staff including close coordination with
sending missions.
9. Develop, manage and monitor work plans and budgets of the RQA programme to
ensure timely implementation and efficient spending out of the programme budget.
Labour Migration
10. Act as the Mission’s focal point for labour migration related areas; establish and maintain
credible partnerships at appropriate levels with government entities, local authorities, UN
agencies, donors and other stakeholders as relevant to projects and activities.
11. Draft and formulate proposals for new labour migration related programmes/ projects.

12. Represent IOM at relevant conferences and meetings as well as other events in the IOM
programmatic context as directed.
Others
13. Provide strategic direction, analysis and input to the CoM on the development of the IOM
Afghanistan CBMM programme and Migration and Development activities.
14. Produce internal updates and reports on CBMM, RQA and other relevant activities as
requested by IOM Senior Management. Compile information materials such as success
stories, beneficiary stories, and case studies together with photos to be used for public
information.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education

Master’s degree in Political or Social Sciences, Humanities, International Relations
or a related field from an accredited academic institution with five years of relevant
professional experience; or

University degree in the above fields with seven years of relevant professional
experience.
Experience





Experience in managing, implementing and monitoring migration-related projects in
fragile environments;
Knowledge of border and migration management policy and actors in the region;
Experience in governmental institutions and/or international organizations in
migration and border management in the region;
Experience with migration and development initiatives an advantage;
Knowledge of the IOM project management cycle an advantage.
Languages
Fluency in English is required. Working knowledge of Dari or Pashto will be an advantage.
