MERGER COMMISSION
One congregation of the Evangelical Lutheran Church in America with one name,
a single unified governance, pastoral staff, staff, financial management and budget
with a diversity of liturgies and programs each of which is an expression of the whole
congregation and not simply a ministry supported by the congregation.

Mission and Vision
Before incorporation, the new
congregation shall develop mission and
vision statements and provide for review
of each every five years.
Liturgical Life
There will be a diversity of liturgies
reflecting the diversity of the congregation
and each liturgy will be an expression of
the whole congregation. The current *
diversity of liturgies includes masses, misas
and jazz vespers/masses. The current
Sunday expression of this diversity will be
maintained until the new congregation
determines otherwise. The liturgical
integrity and musical, cultural and linguistic
uniqueness of each liturgy shall be
encouraged and respected. Each liturgy
shall be understood as an expression of the
whole parish and be consistent within the
worship parameters of the ELCA.
Governance, Budget and
Financial Management
•Governing documents, and a single
constitution consistent with the Model
Constitution for Congregations of the
ELCA. These documents shall be in
Spanish and English.
•A single Parish Council and officers
elected by the membership of the
new congregation. For a period of X
years, governing documents will assure
equal representation of the merging
congregations.
•A unified committee structure
•All meetings and all documents will be
in both languages.
•A single, unified budget and
other financial instruments (Trust,
Endowments, etc.) managed under the
direction of the new Parish Council.
Pastoral Staff
Each pastor of the new congregation
shall be a pastor of the whole
congregation. Whatever pastoral staff is
in place at the time of the merger shall be
offered calls by the new congregation.
When new pastoral staff is called,
provisions will be made so that Call
Committees are fully representative of the
whole new congregation.
Parish Staff
Configured to meet the needs of the new
congregation; each staff person will be an
employee of whole congregation.
Public Presence
Website, Facebook and other media
presence shall be in both languages.
Program
There will be a diversity of programs and
partner ministries reflecting the diversity
of the congregation. Each program will
be adopted by the new congregation,
regularly evaluated in a process
established by the Parish Council. Each
program and partner ministry shall be
understood as an expression of the whole
congregation and be consistent with the
mission of the ELCA.
