The Board decided that, in meetings where simultaneous interpretation is employed, interpretation from Spanish into English and French should be provided but not vice versa; it was agreed that no
interpretation from or into Spanish would be provided in meetings where consecutive interpretation is
employed; and that documents and summary records of the Executive Board would continue to be produced in English and French.

The Executive Board examined the Director-General’s report on the activities of the Organization
during 1953 in conjunction with the consideration of the draft programme and budget for 1955-56; it
approved comments to be made in communicating the report to Member States (see preface to document
8C/3) and also a report on its own work during 1953 (see also item 7.3).

The Executive Board examined the Director-General’s draft programme and budget estimates
for 1955-56, recommended various modifications (see Annex I) and decided to prepare its recommendations to the General Conference, at the thirty-eighth session on the basis of the revised draft to
be presented then by the Director-General.

Approves the report of its Programme Commission (see 37 EX/Decisions, Annex II), with the
recommendation that the proposal that Member States sending students to CREFAL and ASFEC
should in future bear the maintenance costs of these students should not be put into effect in the
case of ASFEC until 1956.

Approves the report (see 37 EX/Decisions, Annex III) of the special committee set up to study
questions relating to subventions to non-governmental organizations.

International competitions for books and films or film scenarios about human
rights (document 37 EX/4)
The Executive Board
Approves the report (see 37 EX/Decisions, Annex IV) of the special committee appointed
at the thirty-sixth session to study proposals regarding international competitions for
books and films or film scenarios about human rights (36 EX/Decisions, 6. 2),
Invites the Director-General in revising his draft programme and budget estimates for
1955-56 to give sympathetic consideration to the inclusion of these projects.

Proposal to establish an international school for the children of Unesco staff members
(document 37 EX/ 5 and Add. )
The Executive Board
Noting the report on existing international schools and possibilities of establishing an
international school in Paris, presented by the Director-General in response to the
request made by the Board at its thirty-sixth session (36 EX/Decisions, 6. 2),
Believing that such a school for the children of Unesco staff members together with
other children of different nationalities would constitute a valuable experiment in
education for living in a world community, as well as fulfilling a real need felt by
international civil servants in Paris,
Invites the Director-General to pursue his study of the project, in consultation when
necessary with the appropriate authorities and persons, and to prepare a detailed
proposal for consideration by the General Conference at its eighth session,
Decides to place the consideration of this proposal on the agenda of the eighth session,

Declares its readiness to recommend to the General Conference that up to one-half
of the necessary initial funds be advanced as a loan from the Working Capital Fund,
should no other method of financing prove possible.

ITEM 6 - GENERAL CONFERENCE, EIGHTH SESSION

Preparation of the provisional agenda (document 37 EX/ 6 and Add. )
The Executive Board
Approves the draft provisional agenda of the eighth session of the General Conference,
as contained in document 37 EX/6 and Addendum, with amendments (for final text,
see document 8C/1).

Organization of the work of the session (document 37 EX/ 7 and Add. & Corr. )
The Executive Board
1.
Approves the Director-General’s proposal that, in accordance with the wishes of
the Uruguayan authorities and subject to the consultation with the Secretary-General
of the United Nations provided for in the Rules of Procedure of the General Conference, the eighth session of the General Conference should open in Montevideo on
Friday, 12 November 1954 and should close on Saturday, 11 December 1954;
2.
Approves the proposals for the organization of the work of the session submitted to
it by the Director-General in document 37 EX/7 and Add. & Corr., subject to the
following provisions:
(a) No sub-commissions should be set up to examine the programme and budget,
this examination being carried out by the Programme and Budget Commission
alone, after the Commission has received the report of the Advisory Committee
on the Programme and the Budget;
(b) Arrangements should be made so that, in addition to the commissions and committees the meetings of which are provided for in the draft time-table of the
session, working parties may be set up by the Programme and Budget Commission and the Administrative Commission, provided that only one working
party shall meet at the same time as the other organs of the Conference;
(c) The maximum number of meetings to be held simultaneously shall be four,
including two meetings of plenary bodies (plenary meetings or commissions) and
two meetings of bodies of limited membership (committees or working parties);

Recommends that the report to be presented to the Conference by the Board on the
remodelling of the programme (see item 13.3) should be examined by the Advisory
Committee on the Programme and Budget, after it has completed its examination
of the draft programme and budget for 1955-56.

ITEM 7 - CONSTITUTIONAL AND LEGAL QUESTIONS

Possible constitutional amendments and other measures regarding the withdrawal of
Member States from the Organization (document 37 EX/9)
The Executive Board
Considering that the General Conference at its second extraordinary session requested
the Director-General and the Executive Board “to consider the matter of withdrawals
from the Organization and, if appropriate, to draft amendments to the Constitution to
provide for such withdrawals” (resolution 9.4),
Recalling its previous consideration of this question at the thirty-fourth session
(34 EX/Decisions, 6. 2),
Noting that, in accordance with Article XIII of the Constitution no draft amendment to
the Constitution may be adopted by the General Conference unless the text has been
communicated to Member States at least six months in advance,
Decides, without for the present committing itself as to whether it is desirable or not
to include a withdrawal clause in the Constitution, to request the Director-General:
(a) to prepare and circulate to Member States within the regulation period alternative
draft amendments to the Constitution on this subject; (b) at the same time to inform
them that he will later communicate to them a full study of the legal, financial and other
aspects of the question, including any appropriate proposals for amendments of the
Rules of Procedure and other regulations, and also suggesting what action it would be
possible to take on applications by Member States to withdraw if no withdrawal clause
is included in the Constitution,
Requests the Director-General to submit this report to the Board at its thirty-eighth
session, when the Board will decide on the recommendation it will make to the General
Conference, for or against the amendment of the Constitution and, if in favour, which
draft amendment it will recommend.

Possible amendments of the provisions of the Constitution and Rules of Procedure
regarding the place of the General Conference (document 37 EX/ 10)

Recalling that it decided at its thirty-first session to consider whether it would be
desirable that the provisions of the Constitution and Rules of Procedure regarding the
choice of the place of sessions of the General Conference should be modified,

Decides not to propose any change in these provisions at present.

Draft amendment to Articles V and VI of the Constitution regarding reports by the
Director-General on the activities of the Organization
The Executive Board took note of the fact that the Director-General would communicate to
Member States, at least six months in advance of the opening of the eighth session of the General Conference, draft amendments to Articles V and VI of the Constitution regarding the periodic reports on
the activities of the Organization to be made by the Director-General, in order that this question might
be discussed at the eighth session of the Conference. The Board decided to place an appropriate item
on the agenda of the session.

Possible amendments to the Rules of Procedure of the General Conference relating to
the rôle of the Nominations Committee in the election of members of the Executive Board
and officers of the General Conference (document 37 EX/ 11)
The Executive Board
Having decided at its thirty-sixth session, on the proposal of H. E. Mr. Toru Haguiwara,
to consider the possibility of improving the procedure followed at the General Conference for elections.
Decides not to recommend any change in the existing procedure regarding the election
of members of the Executive Board and officers of the General Conference,
Desiring, however, to improve the procedure followed in the selection of Member States
to serve on restricted committees of the Conference,
Recommends to the General Conference the following amendment to its Rules of Procedure:
“Rule 30 - Functions of the Nominations Committee
Insert at the beginning of paragraph 2:
It shall submit to the General Conference proposals for the composition of committees,
commissions or subsidiary organs of the Conference, on which all Member States are
not represented”.

ITEM 8 - QUESTIONS CONCERNING THE EXECUTIVE BOARD

Appointment of members of the Executive Board to serve on advisory committees
(document 37 EX/ 13 and Corrigendum)
The Executive Board
Recalling that at its thirty-sixth session it deferred a decision on the appointment of a
representative of the Board on the Interim Copyright Committee pending a decision on
the principle of representation of the Board on advisory and other committees
(36 EX/Decisions, 9. 1).
I.
Approves the study of the question presented by the Director-General (37 EX/ 13)
with the following amplifications:
(1) The Board observes that there is no legal bar to the Board appointing one of
its members to participate in the work of committees set up by the DirectorGeneral to advise him:
(2) This appointment in no way implies that the Board is represented in the legal
sense by this member;
(3) In the particular cases when the Board deems that such an appointment is
desirable in view of special circumstances, it will lay down the conditions
in which the member so appointed will participate in the advisory committee’s
work.

II. Adopts the following revised text of Rule 58 of its Rules of Procedure:
“58. Restriction on other expenses and allowances and on remuneration
Members of the Board shall not, during their term of office, accept
from the Organization payment of any expenses or allowances other than
those provided for in Rules 55, 56 and 57, except in respect of service
rendered in their individual capacity on advisory committees to which they
have been appointed by the Board. They shall not receive any fees or
remuneration from the Organization during their term of office. ”
III. Decides not to appoint members to serve on the Interim Copyright Committee or
the International Advisory Committee on Research in the Natural Sciences.

Takes note of the report on the XVth meeting of the Unesco-IBE Joint Committee.
Authorizes the Director-General to take the necessary measures to cover Unesco’s
share of the increased cost of the XVIIth International Conference on Public Instruction,
resulting from the introduction of simultaneous interpretation and interpretation from
Spanish into French and English,

Emergency educational assistance to Korea (document 37 EX/ 15)
The Executive Board
Considering resolution 1. 2512 adopted by the General Conference at its seventh session,
Recalling its previous decisions, authorizing the Director-General to provide, and pay
the salary and allowances of, an educational adviser for Korea and transferring from
1953 to 1954 the necessary funds (36 EX/Decisions. 8.2.1).
Noting the report on recent discussions with the United Nations Korean Reconstruction
Agency (37 EX/ 15)
Authorizes the Director-General:
(a) To establish a post of Director of a Fundamental Education Training Centre in Korea,
using part of the amount of $18, 000 transferred from the budget for I953 to the
budget for 1954 (it having been decided in agreement with UNKRA to hold in abeyance
the appointment of an educational adviser); and
(b)
To draw on the Working Capital Fund in accordance with 33 EX/Decisions, 8. 1. 5,
for the salary and allowances of the educational adviser when appointed, should
sufficient funds not be available under (a) above.

Considering resolution 3. 141 adopted by the General Conference at its seventh session,
Recalling the decision taken at its thirty-sixth session that two expert missions on the
teaching of social sciences be sent to Guatemala and Costa Rica and to Pakistan respectively (36 EX/Decisions, 5. 3. l),
Noting that twenty-two Member States have requested such missions,
Authorizes the Director-General to send a third mission in 1954 to Greece.

Standardization of educational statistics: preliminary study with a view to possible
recommendations to Member States (resolution 3.322) (document 37 EX/ 18)

Considering that the General Conference at its seventh session authorized the DirectorGeneral “to study such standards and criteria as may be proposed to Member States to
improve the international comparability of these statistics in the fields of education,
culture and mass communication media” (resolution 3. 322),
Considering the comments received from Member States on this question,
Bearing in mind the provisions of the Rules of Procedure for the adoption of international
conventions approved by the General Conference at its fifth session,
Decides to place on the provisional agenda of the eighth session of the General Conference
the study of this question with a view to the possible preparation of recommendations to
Member States,
Takes note of the preliminary study submitted to it by the Director-General,
Authorizes the Director-General to revise this report in the light of further study and
consultations and to communicate it to Member States.

Preliminary study of proposal for international regulation of archaeological excavations
{document 37 EX/ 19)
The Executive Board
Considering that Unesco, continuing the work begun by the League of Nations, has been
concerned since its creation with the problems of providing free access for scholars to
archaeological sites and establishing international regulations to govern excavations,
Considering that the International Committee on Monuments, after a study of the
observations received from Unesco’s Member States, has recommended that Unesco
should prepare international regulations on this subject,
Bearing in mind the provisions of the Rules of Procedure for the adoption of international
conventions approved by the General Conference at its fifth session,
Decides to place on the provisional agenda of the eighth session of the General Conference a proposal for the preparation of international regulations on this subject,
Takes note of the preliminary study of the technical and legal aspects of the problem
submitted to it (37 EX/19), and
Authorizes the Director-General to communicate this study to Member States, subject to
such changes as may be made in it by the International Committee on Monuments at its
session in April 1954.

9. 3. 2 Preliminary study of proposed regulations for international competitions in
architecture (document 37 EX/20)
The Executive Board
Considering that the International Conference of Artists, held at Venice in September
1952, addressed a recommendation to Unesco expressing the wish that “an intergovernmental convention should lay down the rules governing international competitions in
architecture and town planning”, and that the General Conference at its seventh session,
by resolution 4. 4121, instructed the Director-General to study this question,
Considering the replies received from Member States in answer to a questionnaire
concerning the desirability of such regulations,
Bearing in mind the provisions of the Rules of Procedure for the adoption of international conventions approved by the General Conference at its fifth session,
Decides to place on the provisional agenda of the eighth session of the General Conference the question of the desirability of international regulation of this question,
Takes note of the preliminary study submitted to it by the Director-General (document
37 EX/20), and
Authorizes the Director-General to communicate this preliminary study to Member
States.

Intergovernmental conference for the adoption of an international convention for the
protection of cultural property in the event of armed conflict (document 37 EX/22)
The Executive Board
-Considering -that, at its thirty-third session, it authorized the Director-General to
invite certain international non-governmental organizations to be represented by
observers at the intergovernmental conference, to be held at The Hague from 21 April
to 12 May 1954. for the adoption of an international convention for the protection of
cultural property in the event of armed conflict.
Authorizes the Director-General similarly to invite the following non-governmental
organizations, which have so requested, to be represented by observers:

Takes note of the Director-General’s report on Unesco’s participation in the United Nations
Expanded Programme of Technical Assistance during the period 1 November 1953 - 31
January 1954,
Adopts the following statement of its views regarding the proposal of the French Government concerning the basis for allocation-= of technical assistance funds:
“The Executive Board has examined the proposal made by the French Government to the
Working Party of TAC concerning the basis for allocation of funds, as set out in 37 EX/24
and 37 EX/24 Add. 2, together with the comments of the Working Party of TAC on the
proposal., It noted that the Director-General and his representative would be participating in discussions of the French proposal during the next three months in the Administrative Committee on Co-ordination, the Technical Assistance Board and the Technical
Assistance Committee of the Economic and Social Council,
After discussion of the various issues raised in the French proposal, the Board offered
the Director-General the following guidance:
(1) The desirability of abolishing the system of automatic allocations of Technical
Assistance Funds based on the ECOSOC 1949 percentages, which the Board expressly
stated at its thirty-third session (33 EX/Decisions, 8. 6 and Annex III), is reaffirmed.
(2) Unesco should maintain its full support for the concept of country programming so
that allocation procedures will re flect this concept by giving priority to the programmes submitted by the governments. This position was also reflected in the
Board’s statement at its thirty-third session.

(3) The need to introduce certain qualifications to unlimited country programming,
considering the present structure of the Expanded Programme of Technical Assistance, is emphasized:
(a) The appropriate intergovernmental body should determine the relative sizes
of the different country programmes, preferably by establishing in advance
country targets;
(b) In order to temper large fluctuations of the sizes of agency programmes
resulting from country programming based only on country targets, some
suitable mechanism for keeping fluctuations in agency programmes from one
year to the next within reasonable limits should be devised;
(c) The participating organizations should be directly associated with the requesting
governments in the development of annual country programmes, in order both
to assure the technical soundness of the programmes and to provide the help
needed by the various ministries of governments in these early days of country
programming;
(d) Within the concept of country programming, governments should normally be
expected to honour commitments continuing from the past when determining
priorities in the programme for the following year.
(4) Mechanism is needed which would ensure increased governmental control over
Expanded Programme operations; this mechanism should include non-Member
States of the United Nations contributing to the programme.
(5) This increased intergovernmental control should be exercised along broad general
lines, such as directives to TAB on its annual country programme submission
concerning equitable geographical distribution and trends in evaluating different
fields of activity and final approval of the annual programme.
In approving these broad guide lines, the Board expressly wishes to leave the DirectorGeneral freedom in presenting Unesco’s position in discussions and recommendations
concerning the French proposal at various meetings he and his representative will be
attending in coming months. ”

Establishment of a special committee on the remodelling of Unesco’s programme

Decides to establish a special committee, composed of Dr. Bender, H. E. Dr. Castro
Ieal, H. E. Mr. Haguiwara, Professor Laugier. Professor Massaquoi, Dr. Perkins,
H. E. Dr. Raadi, Dr. Veronese and the Chairman, and with the following terms of
reference:

To prepare, in the light of the report of the working party on future programme and
development at the seventh session of the General Conference and the comments of
Member States thereon, the Board’s discussions in its informal meetings at Gif and
Longchamp and documents submitted by the Chairman, H. E, Mr. Haguiwara and
the Secretariat, and after consideration of recommendations to be submitted to the
committee by the Director-General, the draft of a document to be presented by the
Board to the General Conference at its eighth session, setting out the case for
remodelling Unesco’s programme and proposing the manner in which the Board
recommends that this be done.
2.
The committee’s report shall be circulated as soon as available to all members of
the Executive Board and shall be examined by the Board at a session to be held
during the summer. The text adopted by the Board shall be communicated to
Member States in sufficient time for them to study it before the eighth session of
the General Conference and shall be submitted to the Conference under an appropriate
item to be placed on the provisional agenda.
Welcomes the assurance given by the Director-General that in preparing the revised
draft of the 1955-56 programme and budget to be submitted to the General Conference,
he will take account to the fullest extent practically possible of the views expressed in
the Board as to how the programme should be remodelled.

ON FUNDAMENTAL EDUCATION CENTRES

The Programme Commission met on Saturday, 27 March 1954, under the chairmanship of
Mrs, G. Pecson, to examine, and prepare recommendations on, the questions referred to it by the
Executive Board.
I.
Programme and Budget Proposals for CREFAL and ASFEC for 1955-56
The Commission examined the proposals made in the draft programme and budget for 1955-56 in
document 37 EX/2 for the Latin American Regional Fundamental Education Centre and the Arab States
Fundamental Education Centre. It was of the unanimous opinion that the present proposals are satisfactory and endorsed the principle that each Member State desiring to send students to either Centre
should bear,’ beginning in 1955, their maintenance cost either:
(a) from a technical assistance allocation ear-marked for it s national technical assistance
programme, or
(b) directly from its own funds.
It was felt that such financial participation would be a further incentive to Member States to fully
utilize the experience gained by these trainees, upon their return to their own countries on completion
of their training period.
The Commission also recommended that Member States in these regions be invited to send more
students in future years to be trained at the Centres, with a view to meeting the increased need for such
trained personnel and also to reduce the per capita training costs.
II.
Establishment of a Third International or Regional Centre and Further Assistance to Associated
Projects
The Commission discussed at length the relative merits of the various methods for promoting
work in the field of fundamental education, and came to the foliowing conclusions:
(a) Since the real need of Member States in the field of fundamental education is at the national
and local level, Unesco’s assistance would be more useful in sponsoring national projects
and strengthening the scheme of associated projects, than for establishing a third regional
or an international centre at this stage. Unesco has much to contribute by bringing its
international outlook and experience to such national projects;
(b) If, however, a group of Member States in a particular region express the desire to set up a
regional centre, sharing in its costs, Unesco should extend to them every assistance possible. The Secretariat should examine to what extent new international or regional centres,
if created, could assist national fundamental education centres;
(c) While noting the increase in the budget for associated projects in 1955-56 as compared with
1953-54, the Commission recommends that the Director-General endeavour to allocate more
funds to this activity, should they become available in revising the programme and budget
document, particularly for fellowships in fundamental education.

REPORT OF SPECIAL COMMITTEE
APPOINTED BY THE EXECUTIVE BOARD
TO STUDY QUESTIONS RELATING TO SUBVENTIONS
TO NON-GOVERNMENTAL ORGANIZATIONS
(see item 5. 1, resolution (b))
The Committee met on 27 March 1954, under the chairmanship of Dr. V. Veronese.
The following members attended: H. E. Mr. Raadi, Professor Massaquoi, Mrs. Heffelfinger
(Deputy for Dr. John Perkins), Sir Ronald Adam (ex officio).
The Committee had a thorough and lively discussion on the principal questions referred to it by
the Executive Board (document 37 EX/DR. 7) and an extensive exchange of views took place on the basis
of working paper 37 EX/DR. 8. The Committee also requested an extract from the report of the Budget
Committee at the seventh session of the General Conference concerning subventions and contracts,
which was subsequently circulated by the Secretariat.
The Committee reached the following conclusions:

By associating international non-governmental organizations with its work, Unesco has been
able to secure the co-operation of a great many specialists in the fields of education, science and culture
and to establish fruitful links with important sections of public opinion and groups. In the course of the
last five years, collaboration with these organizations has yielded valuable results which could not have
been achieved through the Secretariat or National Commissions alone.
Since 1951, the percentage of the budget devoted to subventions has tended to remain stable.

Although continued stabilization should be aimed at in preparing budgets for future years, it has to be
borne in mind that co-operation with international non-governmental organizations has not reached the
same degree of crystallization in all of Unesco’s fields. If it is well developed in the field of natural
sciences and has considerably progressed in cultural activities, it is far from being stabilized in social
sciences and still less in the field of education.
If Unesco wishes the international co-operation to develop harmoniously in all its fields, due
attention has to be paid to these differences and certain flexibility maintained in fixing the percentage
of the budget devoted to subventions to non-governmental organizations co-operating with the various
departments.
At the same time, Unesco should pursue a policy of concentration and integration in the fields
where the existence of many international non-governmental organizations risks to scatter available
resources.
It is felt that a general principle of decreasing subventions from year to year cannot be indis3.
criminately applied, Each case must be considered on its merits. Subventions to organizations which
perform functions which might otherwise have to be assumed by Unesco should not necessarily be decreased (e. g. International Association of Universities). Similarly, an organization which has no
reasonable prospect of substantial non-Unesco resources cannot be expected to become self-supporting.
A study should be made of all subventioned non-governmental organizations to determine the facts
concerning their own resources with a view to establishing which of them may be expected to obtain
increasing outside support. The date of foundation, the nature of membership, and the scope and nature
of functions performed are relevant to this issue. Furthermore, consultation must be had with each
organization concerned to determine what the subvention pattern should be over a period of years. It is
possible, for example, that an increase one year and a decrease the next would be justified.

While further consideration should be given to criteria for selecting organizations to which subventions may be granted, the strict application of these principles is even more important. Although it
seems impossible to apply a rigid rule concerning the international character of non-governmental organizations, it is strongly recommended that the subventioned organizations should be encouraged to
recruit members (or at the least, correspondents j in regions which are at present under represented.

Annex III
In addition to the objects for which subventions may be granted under the directives approved by the
fifth session of the General Conference (Section III. C) it is suggested that subventions may be given in
some cases when practicable, for the purpose of stimulating the formation of national branches where
they do not exist.
For the purpose of planning, executing and evaluating Unesco’s programme it is essential to

maintain a basic distinction between subventions and contracts. A subvention, granted under a general
subvention resolution and the authority of the Executive Board, is designed to assist a selected international non-governmental organization in carrying out its programme which is planned and executed
without Unesco being directly responsible. A contract is concluded by- the Director-General with any
competent agency or individual for the carrying out of a definite task, the performance of which is
required in the execution of a specific resolution in Unesco’s programme. In the case of a subvention,
the organization concerned is of primary importance, because it receives a service from Unesco, while
in the case of a contract the job to be performed is all important, because a service is being rendered
to Unesco.
It is recognized that contracts with international non-governmental organizations have proved an
effective and relatively economical method to carry out certain parts of Unesco’s programme and it is
recommended that this technique be continued, and, if possible, further developed.
Further clarification is needed in respect to the distinction between type A and type B contracts.
In view of considerable differences existing among international non-governmental organizations

receiving subventions and in view of the varying degree of co-operation established between Unesco and
these organizations, it is essential for the Executive Board when it approves yearly subventions, to examine every case on its merits, after an overall judgment has been made by the Director-General.
It is further suggested that whenever granting new subventions or continuing existing ones, the
Executive Board should pay attention to the following factors:
(a) Particular need of the programme departments concerned arising out of a new programme
emphasis or any special developments of international co-operation in a given field;
(b) Progress achieved by beneficiary organizations as a result of previous subventions, both
as to the scope of its work and its international character;
(c) Avoidance of duplication between two subventioned organizations;
(d) Special conditions that it may be desirable to attach to a subvention with a view to promoting
general ‘objectives, such as wide geographical representation in subventioned organizations,
or satisfactory balance between organizations representing different trends of ideas.
It is recommended that during the forthcoming review of the directives, by the Executive Board,
the above-mentioned points be taken into account.
In the light of the foregoing conclusions, the Director-General is invited to re-examine the sub7.
ventions proposed in the draft programme and budget for 1555-56, and to outline for the General Conference the general principles upon which he has made his final recommendations for subventions.

COMPETITIONS FOR BOOKS AND FILMS
OR FILM SCENARIOS ABOUT HUMAN RIGHTS

The special committee appointed by the Executive Board at its thirty-sixth session to study the
proposals regarding international competitions for films, film scenarios and books on human rights
(36 EX/Decisions, 6.2) met on 8, 12 and 15 March 1954. Those present were: Professor Henri
Laugier, Mgr Jean Maroun, Professor Oscar Secco Ellauri, Dr. Vittorino Veronese, Mr. Charles
Thomson (deputy for Dr. John A. Perkins) and Mr. Bernard Barbey (deputy for Professor Jean Piaget).
Mgr Maroun was elected Chairman.
The committee had before it, in addition to document 36 EX/16, notes by the Secretariat on the
two proposals.
It submits the following recommendations to the Executive Board.
II. INTERNATIONAL COMPETITION FOR CHILDREN’S BOOKS ABOUT HUMAN RIGHTS
The committee decided to recommend to the Board, for inclusion in the draft programme for
1955-56, a project for a competition for children’s books about human rights, in the following terms:
The competition should be international, and not a series of competitions in Member States

assisted financially by Unesco. (This solution was favoured by the majority of the committee.
Mr. Thomson, however, considered it would be preferable for Unesco to assist and stimulate national
competitions conducted by National Commissions, since he believed these would be more effective
educationally and would take more realistic account of the wide differences in conditions between
Member States. )
It should be a competition for works intended for children and young people to enable them better

to understand the principles of the Universal Declaration of Human Rights and the dignity of human
personality. Within this definition there should be no further limitation as to the type of work presented
(e.g. play, textbooks, story, etc., illustrated or not).
Works entered for the competition should be limited to 50, 000 words or the equivalent of 180

medium octavo printed pages; they should be unpublished works or works published since the adoption
of the Universal Declaration and written with its terms in mind.
They may be written in any of the languages recognized for this purpose by the appropriate

National Commission (or government, where no National Commission exists).
The National Commission or government concerned should select one work, judged the best

among those submitted by its competitors, and have it translated into English or French, unless it has
been written in one of those languages or in Spanish.
The works selected by each National Commission or government should be sent to the Secretariat

of Unesco, which will have any works in Spanish translated into English or French.
The works so submitted (and at this stage existing either in English or in French) should then be

submitted to a jury selected by the Director-General and consisting of a number of competent persons
drawn from different regions of the world (e. g. past presidents of the United Nations General Assembly,
leading personalities connected with the work of the United Nations Human Rights Commission or with
Unesco). Each member of the jury should indicate to the Director-General his opinion of the works and
should place them in order of merit in relation to the aim of the competition.
The final adjudication should be made in the light of the opinions submitted by the jury by a

INTERNATIONAL COMPETITION FOR A FILM SCENARIO OR A FILM ON HUMAN RIGHTS
A series of proposals was made for organizing such competitions as part of the programme
activities for 1955-56.
At the beginning of the discussion, Mr. Thomson expressed the opinion that Unesco had more to
lose than to gain by the proposed competition, citing the danger of international controversy and recrimination about the awards. He suggested instead that Unesco should encourage existing international
film festivals to create a special category for films on human rights, and to make special awards for
this category.
It was decided to award:
(a) A prize for a scenario (the word “scenario” being taken in the sense of “story outline”,
in French “theme”);
(b) A prize for a completed film.
A.
PRIZE FOR THE SCENARIO
1.
The competition should be international. Each Member State should make arrangements to
select one scenario to ‘be submitted as its entry.
2.
The scenario should, in no case, be an adaptation of a literary or dramatic work already in
existence, but should have an original plot. Its maximum length should be 50 pages.
3.
It might be written in the language of any Member State of Unesco.
4.
The government or the National Commission of each Member State should be responsible for
selecting the scenario to be entered and for its translation into French, English or Spanish if
the original were not written in one of those three languages.
5.
The scenario selected by each government or National Commission should be sent to the
Secretariat of Unesco, which would have any works in Spanish translated into English or French.
6.
The works thus collected should be submitted by correspondence to a jury selected by the
Director-General, consisting of about twenty prominent people competent either in the domain
of human rights or in the field of the cinema (critics, authors, producers), and drawn from
different countries throughout the world. Each member of the jury should express his opinion
of the work in question and say whether he thinks it worth considering for the final selection.
7.
The final adjudication should be made by the Executive Hoard, in the light of the opinions
expressed by the jury.

PRIZE FOR THE FILM
It is proposed that a second prize be awarded for a film on human rights produced since 1949.
1.
A first selection, at the national level, should be made as indicated above for the scenario.
2.
The film selected by each Member State should be sent, in the original version, to the Secretariat
of Unesco.
3.
The international film festivals officially recognized by the International Federation of Film
Producers’ Associations might also be asked to give advisory opinions on films which have been
shown at such festivals and which are likely to promote human rights.

The final adjudication should be made by the Executive Board,

The prizes should be awarded, on the decision of the jury, to those responsible for the film
selected, such as the co-authors, the producer and the director. The prizes should be awarded
at a ceremony calculated to attract public attention, either, say, at Unesco House, or at some
international function such as the Bombay, Cannes, Edinburgh or Venice Festival.

These prizes should be purely honorary, though this should not exclude the possibility of cash
prizes presented by private persons or cultural organizations as a sequel to the recognition
accorded by Unesco.
