Regarding priority -1- Creating value by basing growth on knowledge, paragraph 4th and 5th , where you mention the cultural industry, personally I think, the SCE regulation would help to create small innovative firms. However, it is difficult to find out clear information about this issue, for instances which countries are ready to implement this regulation, and what are their requirements and conditions to set up a SCE in their countries. Also, the creation of an European intellectual property rights register, might encourage among the European art community to take up collaborative or collective projects, when they are developed by artists form different European countries. En relación con la prioridad -1- Crear valor basando el crecimiento en el conocimiento. párrafo 4º y 5º, donde mencionan la industria cultural, creo que la normativa de la SCE ayudará a crear pequeñas empresas innovadoras. Sin embargo, es difícil encontrar información clara relativa a esta, por ejemplo: que países están preparados para la implantación de esta normativa y cuales son los requisitos y condiciones para constituir una SCE en esos países. También, la creación de un registro Europeo de los derechos de propiedad intelectual, podría animar a los artistas europeos a tomar parte en proyectos colaborativos o colectivos, cuando estos son desarrollados por artistas de diferentes países europeos.
