NOTICE IS HEREBY GIVEN to the qualified electors of the Bass Lake Joint Union
Elementary School District of Madera and Mariposa Counties, California, that in accordance
with the provisions of the Education Code of the State of California, an election will be held on
February 5, 2008 within the School District, at which election the following measure shall be
submitted to the qualified electors of the District and voted upon:
“Without authorizing any additional bonds or taxes, shall the Bass Lake Joint
Union Elementary School District’s Bond Measure “R” passed by the District’s
voters on June 6, 2006, be amended so that those bond funds may be used to
provide matching funds needed to qualify for approximately $1 million in special
State funding for a joint use multi-purpose room project at Oakhurst Elementary
School?
Bonds - Yes
Bonds– No”
The bonds shall bear interest at an annual rate not exceeding the statutory maximum. The
maturity of the bonds shall not exceed the maximum term allowed by law (currently 25 years if
issued under Education Code section 15140, or 40 years if issued under Government Code
section 53508).
All of the purposes enumerated in the foregoing measure shall be united and voted upon as one
single measure, with precincts, places of holding the elections and officers appointed to conduct
the elections to be the same as those provided for the Statewide Primary election to be held on
February 5, 2008.
This election has been called pursuant to a Resolution of the Governing Board of the Bass Lake
Joint Union Elementary School District, adopted on October 4, 2007. The Elections Official of
the County of Madera hereby gives formal notice of the election in accordance with the
provisions of Education Code Section 15120.
The following are the filing periods associated with submitting Arguments For or Against the
measure listed above:

The governing board of the district or any member or members of the district authorized by the
governing board, or any individual voter who is eligible to vote on the measure, or a bona fide
association of citizens, or any combination of such voters and associations my file a written
argument for or against any measure. No argument shall exceed 300 words in length. The
elections official shall cause an argument for and an argument against the measure, if submitted,
to be printed, and shall include the arguments, preceded by the analysis, in the voter information
pamphlet that accompanies the sample ballot.
The following statement shall be printed on the front cover, or if none, on the heading of the first
page, of the printed arguments:
“Arguments in support of or in opposition to the proposed laws are the opinions of the authors.”
Printed arguments submitted to the voters shall be titled either “Argument in Favor of Measure
____” or “Argument Against Measure ____”. Words in the title shall not be counted when
determining the length of any argument. If more than one argument for or more than one
argument against any measure is submitted, the county elections official shall select one of the
arguments in favor and one of the arguments against for printing and distribution to the voters.
When the county elections official has selected the arguments for and against the measure which
will be printed and distributed to the voters, the elections official shall send copies of the
argument in favor to the authors of the argument against, and copies of the argument against, to
the authors of the argument in favor. The authors may prepare and submit rebuttal arguments
not exceeding 250 words. Rebuttal arguments shall be printed in the same manner as the direct
arguments. Each rebuttal shall be titled “Rebuttal to Argument in Favor of Measure ___” or
“Rebuttal to Argument Against Measure ___”. Words used in the title shall not be counted when
determining the length of any rebuttal argument.
The elections official shall make a copy of the materials submitted available for public
examination in her office for a period of 10 calendar days immediately following the filing
deadline for the submission of those documents. Any person may obtain a copy of the materials
from the elections official. The elections official may charge a fee to any person obtaining a
copy of the material. The fee may not exceed the actual cost incurred by the elections official in
providing the copy.
The polls will be open from 7:00 a.m. to 8:00 p.m. on the day of the election. The boundaries of
the voting precincts within the County, the location of the polling places and the names of the
officers selected to conduct the election shall be determined by the Registrar of Voters of Madera
County.

TAX RATE STATEMENT
(Amendment of Measure “R”)
BASS LAKE JOINT UNION ELEMENTARY SCHOOL DISTRICT
An election will be held in the Bass Lake Joint Union Elementary School District (the “School
District”) on February 5, 2008. The election has been called by the Board of Trustees of the
School District pursuant to sections 15264 et seq. of the California Education Code.
The purpose of the election is to submit to the electors of the School District the question of
whether, without authorizing any additional bonds or taxes, the School District’s Bond Measure
“R” passed by the School District’s voters on June 6, 2006, shall be amended so that those bond
funds may be used to provide matching funds needed to qualify for approximately $1 million in
special State funding for the multi-purpose room project at Oakhurst Elementary School. No
additional bonds and no increase in property taxes will be authorized by approval of this new
Measure so amending Measure “R.”
The information contained herein regarding tax rates is given to comply with sections 9400 and
following of the California Elections Code. Any bonds issued for the additional purposes
authorized by this new Measure would be issued and sold pursuant to all of the terms applicable
to the bonds authorized by Measure “R” at the June 6, 2006 election, including that the interest
on such bonds shall not exceed the maximum rate allowed by law, and that the number of years
the whole or any part of the bonds are to run shall not exceed the maximum term allowed by law
(currently, 25 years if issued under Education Code section 15140, or 40 years if issued under
Government Code section 53508). Principal of and interest on previously issued bonds and any
bonds issued in the future are payable from the proceeds of the tax levies made upon the taxable
property in the School District. In connection with the June 6, 2006 election, the School District
provided the following estimates, as required by law, of the tax rates which would be required to
fund the bonds authorized by the voters’ approval of Measure “R”: The tax rate required to be
levied to fund the bond issue during the first fiscal year after the first sale of the bonds (2006-07)
was estimated to be 2.966¢ per $100 of assessed valuation. The tax rate required to be levied to
fund the bond issue during the first fiscal year after the last sale of the bonds (fiscal year 201415) was estimated to be 2.916¢ per $100 of assessed valuation. The highest tax rate required to
be levied to fund the bond issue was estimated to be 3.000¢ per $100 of assessed valuation,
which was projected to be the required rate of tax in fiscal year 2036-37. Based on these
estimated tax rates, the estimated average annual tax over the life of the bonds was 2.971¢ per
$100 of assessed valuation, or the equivalent of about $2.48 per month.
Approval of the proposed Amendment to Measure “R” on February 5, 2008, will not increase
these property tax rates or authorize sale of any additional bonds above the amount already
authorized by Measure “R.”
The foregoing statement has been approved by the Board of Trustees of the School District.

POR ESTE MEDIO SE COMUNICA a los electores calificados del Distrito Escolar Bass Lake
Joint Union Elementary de los Condados de Madera y Mariposa, California, que de acuerdo con
las previsiones del Codigo de Educación del Estado de California, se realizara una elección el día
5 de febrero del 2008, dentro del Distrito Escolar, en dicha elección, la siguiente medida será
sometida a los electores calificados del Distrito para que emitan su voto sobre ella:
“Sin autorizar ningunos bonos ni impuestos adicionales”, deberá ser enmendada

La mesa de gobierno del distrito o cualquier miembro o miembros del distrito autorizado por la
mesa de gobierno, o cualquier individuo quien sea elegible para votar en la medida o una
organización de buena fe de ciudadanos, o cualquier combinación de dichos votantes y
asociaciones, podrán archivar un argumento escrito a favor o en contra de cualquier medida.
Ningún argumento deberá exceder 300 palabras en extensión. El oficial de elecciones deberá
crear un argumento a favor y un argumento en contra de las medidas. Si son sometidas, deberán
ser impresas y deberán incluir los argumentos precedidos de un análisis, en el folleto de
información al votante que acompaña a la muestra de la balota.
La siguiente declaración deberá ser impresa en la cubierta del frente o si no hay, en el
encabezado de la primera pagina de los argumentos impresos:

Los argumentos impresos sometido a los votantes, deberán ser titulados ya sea: “Argumento a

del argumento, no deberán ser contadas al determinar la extensión de cualquier argumento. Si
mas de un argumento a favor o mas de un argumento en contra de cualquier medida son
sometidos, el oficial electoral del condado deberá seleccionar uno de los argumentos a favor y
uno de los argumentos en contra, para la impresión y distribución a los votantes.
Cuando el oficial electoral del condado ha seleccionado los argumentos a favor y en contra de la
medida la cual será impresa y distribuida a los votantes, el oficial electoral deberá enviar copias
de los argumentos a favor, a los autores del argumento en contra y copias del argumento en
contra, a los autores del argumento a favor. Los autores podrán preparar y someter argumentos
de refutación que no excedan de 250 palabras. Los argumentos de refutación deberán ser
impresos de la misma manera como los argumentos directos. Cada refutación deberá ser titulada
“ Refutación al Argumento a Favor de la Medida___” o “Refutación al Argumento en Contra de
la Medida___” Las palabras en el titulo, no deberán ser contadas al determinar la extensión de
cualquier refutación al argumento.
El oficial electoral deberá tener disponible en su oficina, para examinación del publico, una copia
de los materiales sometidos, por un periodo de 10 días calendarios que sigan inmediatamente a la
fecha limite de archivo de esos documentos. Cualquier persona podrá obtener del oficial
electoral, una copia de los materiales. El oficial electoral podrá cobrar una cuota a cualquier
persona que obtenga una copia del material. La cuota no deberá exceder el costo verdadero

(Enmienda de la Media “R”)
DISTRITO ESCOLAR BASS LAKE JOINT UNION ELEMENTARY
Una Elección se realizara en el Distrito Escolar Bass Lake Joint Union Elementary (“El Distrito
Escolar”) el día 5 de Febrero , del 2008. La elección ha sido pedida por la Junta de
Administradores del Distrito Escolar, de acuerdo a las secciones 15264 et seq. Del Código de
Educación de California.
El propósito de esta elección es de someter a los electores del Distrito escolar, la pregunta de si
deberá ser enmendada la Medida “R”, de bonos del Distrito Escolar, sin que se autoricen bonos o
impuestos adicionales, la cual fue adoptada por los votantes del Distrito Escolar el día 6 de Junio
del 2006, con la finalidad de que dichos bonos pudieran ser usados para proveer fondos
equiparables que son necesarios para calificar por aproximadamente $1 millón de Dólares en
fondos especiales del Estado para el proyecto del salón de usos múltiples en la Escuela Primaria
de Oakhurst. No seran autorizados bonos adicionales y no habra aumento en impuestos a
propiedades con la aprobacion de esta nueva Medida para enmendar la Medida “R”.
La información contenida aquí, relacionada a las tasas de interés es dada en cumplimiento con
las secciones 9400 y siguientes, del Código de Elecciones de California. Cualesquier Bonos
expedidos para los propósitos adicionales autorizados por la nueva Medida, deberán ser
expedidos y vendidos en cumplimiento a todos los términos aplicables a los bonos autorizados
por la Medida “R” en la elección del 6 de Junio del 2006, incluyendo que los intereses de dichos
bonos no deberán exceder la máxima tasa permitida por la ley, y que el numero de años que los
bonos deberán correr total o parcialmente, no deberán exceder el termino máximo permitido por
la ley (actualmente, 25 años si son expedidos bajo la Sección 15140 del Código de Educación, o
40 años si son expedidos bajo la Sección 53508 del Código de Gobierno). La cantidad principal
y los intereses de los bonos previamente expedidos y los bonos que se expidan en el futuro son
pagaderos con los fondos recaudados de los impuestos que se cobren a las propiedades sujetas a
impuestos en el Distrito Escolar. En conexión con la elección del 6 de Junio del 2006, el Distrito
escolar proporciono los siguientes cálculos aproximados, según requisito de ley, de las tasas de
interés que serian requeridas para financiar los bonos autorizados por la aprobación de la Medida
“R” por los electores. La tasa de impuestos que se requiere ser impuesta para financiar los bonos
expedidos durante el primer año fiscal después de la primera venta de los bonos (2006-07) fue
calculada que será de 2.966¢ por cada $100 de evaluación de la propiedad. La tasa de impuestos
que se requiere ser impuesta para financiar los bonos expedidos durante el primer año fiscal
después de la ultima venta de los bonos (año fiscal 2014-15) fue calculada que será de 2.916¢
por cada $100 de evaluación de la propiedad. La tasa mas alta de impuestos que se requiere ser
impuesta para financiar el asunto de los bonos, fue calculada que será de 3.000¢ de evaluación de
la propiedad, lo cual fue proyectado para ser la tasa de impuestos requerida en el año fiscal 203637. Basados en estos cálculos aproximados de tasas de impuestos, el promedio de impuestos
anual calculado sobre la vida de los bonos, fue de 2.971¢ por cada $100 de evaluación de la
propiedad, o el equivalente a $2.48 por mes.
La Aprobacion de la enmienda propuesta a la Medida “R” el día 5 de Febrero, del 2008, no
aumentara estas tasas de impuestos a la propiedad, ni autorizara la venta de bonos adicionales
por arriba de la cantidad ya autorizada por la Medida “R”
