Intervención de la Cooperación Española
Estimada Presidenta, Directora Ejecutiva,
miembros del Consejo, Secretariado y
demás de equipos…
Como representante de la Cooperación
Española traigo los saludos de nuestro
Secretario General de Cooperación
Internacional para el Desarrollo, junto con su
reconocimiento por el trabajo realizado por el
GPE a lo largo de estos años y sus mejores
deseos para que los objetivos de esta
conferencia de reposición se alcancen con
amplitud y permitan agrandar las
expectativas marcadas inicialmente.
Nuestro gobierno es consciente de la
importancia de esta reunión en la que se
presenta un doble reto para el mundo de la
educación. Por un lado los múltiples
compromisos que aun quedan por cumplirse
de los marcados por los ODM, por otro el
situar la educación en el rango que le
corresponde dentro de la agenda post 2015
encuadrándose en los futuros objetivos de la
cooperación para el desarrollo, sabiendo que
para lograrlo es imprescindible un
considerable apoyo de los países más
avanzados.
Durante estas últimas décadas España ha
respondido al llamamiento de la comunidad
internacional en diversos ámbitos de
actuación, especialmente en el de los
servicios básicos, pero con mayor interés si
cabe en el de la educación. Cuando nuestro
país ingresó en la entonces FTI, lo hicimos
convencidos de que la educación era una de
las labores prioritarias para vencer la
pobreza en el mundo. Y aun hoy lo
seguimos pensando. Durante ese periodo
España aportó al GPE más de 350 MUSD,
repartidos en los diferentes fondos que
poseía la iniciativa. Nuestra última
aportación de 20 MUSD se realizó en el año
2011, cuando nuestro país se encontraba ya
inmerso en una profunda y dilatada crisis
financiera, y sin embargo mantuvimos
nuestro compromiso con el naciente GPE.
Desde entonces hemos acudido
inexcusablemente a todas las reuniones de
este consejo, participando como miembros
activos de la circunscripción Donantes 2
junto a nuestros socios australianos, a los
que agradecemos su eficaz e inestimable
colaboración.
Desde hace meses hemos renovado nuestro

Dear Chair, Executive Director, Members of
the Board, Secretariat and other teams ...
As representative of the Spanish
Cooperation, I bring greetings from our
Secretary General of International
Development Cooperation, his appreciation
for the work done by the GPE over the last
years, and his best wishes for the
objectives of this replenishment conference
will be achieved with larger amplitude the
initially marked expectations.
Our government is aware of the importance
of this meeting where a double challenge to
the world of education is facing. On the
one hand, the many commitments that
remain to be fulfilled for the MDGs; on the
other, be setting in the place that
corresponds to education in the post 2015
agenda, fitting into the future objectives of
development cooperation, and knowing that
is essential to achieve considerable support
from the more advanced countries.
During recent decades, Spain has
responded to the call of the international
community in several policy areas,
especially in basic services, but more if
possible in the interest of education. Since
our country entered the former FTI, we
believed that education was a priority work
to overcome poverty in the world. In
addition, even today we still believe on it.
During this period, Spain contributed to
GPE over 350 MUSD, into the different
funds that have had the initiative. Our
latest contribution of 20 MUSD was
performed in 2011, when our country was
already in a deep and extensive financial
crisis, yet we maintained our commitment to
the nascent GPE. Since then we have take
part inexcusably in all meetings of this
board, participating as active members of
the Donors 2 constituency with our
Australian partners, from who we
appreciate its effective and invaluable
assistance.

que se trata de la mejor herramienta que
tienen los países para enfrentar los retos
educativos del futuro. Para ello hemos
puesto a disposición del Secretariado del
GPE nuestra red de Centros de Formación
de la Cooperación Española en América
Latina, donde en el mes de abril se celebró
el primer taller regional en el continente, y en
los que esperamos recibirlos para futuras
actividades.
De igual forma nuestra red de expertos
trabaja en nueve de los países socios del
GPE tiene el mandato de colaborar con los
Grupos Nacionales de Educación que
apoyan a los gobiernos en el desarrollo de
sus proyectos educativos. En estos meses
nos encontramos en proceso de coordinar
ese grupo en Bolivia, país al que damos
especialmente la bienvenida a este
partenariado, cuando pase a engrosar la
lista de países socios americanos.
También, desde la última reunión en
Washington del Consejo de Dirección en
este mismo año, formamos parte del Comité
de Estrategia y Política, encargado de
orientar técnicamente la ruta de esta
iniciativa en los próximos años mediante el
desarrollo de su plan estratégico.
Por cuestiones administrativas de diversa
índole no hemos podido hacer efectiva en
fechas recientes nuevas aportaciones al
GPE, pero estamos trabajando intensamente
para encontrar mecanismos innovadores
para esta colaboración y creemos que en no
mucho tiempo será posible renovar estos
compromisos.

For months we have renewed our
commitment to the GPE because we
understand that this is the best tool we
have for countries to face the educational
challenges in the future. So we have made
available to the Secretariat of the GPE our
network of the Spanish Cooperation
Training Centres in Latin America, where in
April the first regional workshop was held
on the continent, and where we expect to
receive you for future activities.
Similarly, our network of experts working in
nine partner countries of the GPE is
awarded to collaborate with the Local
Education Groups that support
governments in developing educational
projects. In these months, we are in
process of coordinating that group in
Bolivia, a country that we especially
welcome, when they come to join the list of
Americans partner countries.
Also, since the last meeting in Washington
of the Board of Directors this year, we are
part of the Strategy and Policy Committee,
responsible for guiding the technical route
of this initiative in the coming years by
developing its strategic plan.
Due to recently administrative problems of
different kinds, we have been unable to
make new contributions to the GPE, but we
are still working as hard as we can to find
innovative mechanisms for this
collaboration, and we believe that in no long
time it will be able for us to renew these
commitments.
