After 2025 – 2030?
Nuclear energy as a medium/long term option
La energía de todos
Management of Preparatory Activities •
A Committee was created by the Secretary of Energy, including
experts from various Ministries and academy (May 2008)
•
Committee’s mandate:
“Is it interesting to consider a NPP as a possible long term option for
the Uruguayan electric mix?”
•
Comprehensive repport to the President: “Preliminary analysis for a
possible NPP in Uruguay"
•
Proposal: to follow “Phase 1”, according to IAEA´s “Milestones
document”
La energía de todos
Management of Preparatory Activities (2) •
•
•
The President met the opposition leaders
They decided to launch Phase 1 (Dec 2008)
Decree:
Creates a NEPIO, including experts from many Ministries and all
political parties in Parliament.
It is chaired by the Secretary of Energy
Decree’s mandate:
“To deliver all the elements for the country to make a technically,
economically, environmentally, politically and socially sustainable
decision, following IAEA’s recomendations”
La energía de todos
Management of Preparatory Activities (3)
•
The NEPIO follows IAEA’s Milestones document, properly adapted to
the local context (culture)
•
We are not “developing infrastructure” but just noticing what should
need to be done in case a Nuclear Programme were to be launched
•
We are studying in depth the nuclear power option, particularly
analysing the most critical aspects to reach a sustainable decision
(size, technology assessment, cost comparison, risk analysis, waste
management, regional context, public opinion)
•
The Nepio delivers regular reports to the President

(52 questions, excluding “do you agree or desagree ...”)
– Is people correctly informed concerning energy, environmental and,
particularly, nuclear energy aspects?
– How does people make up their minds about these subjects?
– Which are their main concerns, fears, challenges?
– Do they have a position concerning NP in Uruguay?
– Are they interested in receiving information?
– Which information source sounds reliable?
– 73% has not yet a position (54% within environmentalists)
– 10% “well informed”
– 61% willing to receive more information
