Union des Terres de Rivieres (U.TdR) is a European network of partners, who have
come together to share experience and knowledge on the impacts of society and land
use on water. Using the EU Water Framework Directive and the Ecosystem Approach
as key common points of reference, U.TdR partners seek to develop and implement
sustainable environmental and economic measures for the benefit of all EU citizens.

OBJECTIVE - To establish a Community framework for the protection of inland
surface waters, transitional waters, coastal waters and groundwater, in order to
prevent and reduce pollution, promote sustainable water use, protect the aquatic
environment, improve the status of aquatic ecosystems and mitigate the effects of
floods and droughts.

The measures provided for in the river basin management plan seek to:
• prevent deterioration, enhance and restore bodies of surface water, achieve good chemical and
ecological status of such water and reduce pollution from discharges and emissions of hazardous
substances;
• protect, enhance and restore all bodies of groundwater, prevent the pollution and deterioration of
groundwater, and ensure a balance between abstraction and recharge of groundwater;
• preserve protected areas.
Las medidas previstas en el plan de gestión del distrito hidrográfico tendrán por
objeto:
• prevenir el deterioro, mejorar y restaurar el estado de las masas de agua superficiales, lograr
que estén en buen estado químico y ecológico y reducir la contaminación debida a los vertidos y
emisiones de sustancias peligrosas;
• proteger, mejorar y restaurar las aguas subterráneas, prevenir su contaminación y deterioro y
garantizar un equilibrio entre su captación y su renovación;
• preservar las zonas protegidas.

territory.

manage the ecosystem in an economic context. Any such ecosystem-management programme
should:
(a) Reduce those market distortions that adversely affect biological diversity;
(b) Align incentives to promote biodiversity conservation and sustainable use;
(c) Internalise costs and benefits in the given ecosystem to the extent feasible.
