NYS Main Street Grant Brings New Opportunity to W. Fayette Street

There are exciting changes in the works for West Fayette Street. The Near Westside
Initiative was recently awarded a New York Main Street Grant from the New York State
Office of Community Renewal. The grant will focus on the stretch of West Fayette between West and Geddes Streets, awarding funding for property development. The Near
Westside Initiative (NWSI) will distribute the funds to interested businesses along that
stretch of West Fayette Street.
There is a total of $250,000 available to be distributed as 1:1 matching funds to interested
property owners looking to develop or improve their commercial or residential space along
the street. Each owner is eligible for up to $50,000 per property and $10,000 per residential
unit to be developed. The project will be completed in a two-year span of time. Within the
next month, the NWSI will be meeting with all of the business owners to talk about the program, see who is interested, and then begin the selection process. By the end of this summer,
construction will have started on several of the properties and with the goal of completing all
of the improvements by the end of 2016.
Ultimately the goal of the grant is to provide financial resources and technical assistance to the Near Westside neighborhood to strengthen the economic vitality of one of
our key commercial corridors. The grant will improve business and activity along West
Fayette Street and incentivize the development of residential rental units on the second
and third floors of the commercial properties. This increase in the number of residential
rental units, and the increase in ready-to-be-leased commercial spaces will cut down
on vacancies along the street and improving the vitality of the neighborhood. Funding is also available for façade improvements and landscaping including trees, gardens,
benches and street banners to improve the aesthetics of the street.

Syracuse community group: City leaders should
‘step up’ and solve snowy sidewalks

On Feb. 4, a day after a modest snowstorm
dropped about seven inches of snow
in Syracuse, the unshoveled sidewalks
along many major thoroughfares forced
pedestrians out into the street. Some of
those sidewalks were later cleared, others
not. Pedestrians said more should be done to
keep sidewalks passable.
The Westside Residents Coalition, which
represents the Near West Side, issued a
statement Saturday that called upon city
officials to stop “stalling’’ and figure out how
to clear the sidewalks.
“Syracuse should have long ago figured out
a solution to the sidewalk snow management
puzzle,’’ the group’s statement said. “A
history of stalling seems to permeate the
elected officials’ efforts.’’
The problem has long vexed city officials,
who have been reluctant to penalize property
owners who fail to shovel. Twice last year the
Common Council rejected proposals to fine
property owners with unshoveled sidewalks.
A similar proposal was voted down in 1990.
Council Majority Leader Helen Hudson
launched a series of committee meetings last
year to look for new ways to maintain and
shovel sidewalks. But the committee stopped
meeting late last year without a resolution.
“As far as I know, it’s dead,’’ Councilor Bob
Dougherty said of the committee. Hudson
could not be reached Sunday.
Dougherty, the council’s leading voice in favor
of penalizing property owners who fail to clear
their sidewalks, will launch another proposal
Wednesday at the council study session.
Dougherty’s newest ordinance would target
snowplow operators and property owners
who deposit snow from driveways or parking
lots onto sidewalks or other public spaces.

Wednesday, certain public works employees
would be authorized to issue $150 tickets to
private plow operators caught leaving snow
on sidewalks or in the road. Meanwhile,
police officers could issue $100 tickets to
property owners for similar offenses.

But the group said neither effort is enough
to ensure that pedestrians have safe
sidewalks to travel.

In response to the complaint from Westside
Residents Coalition, Mayor Stephanie Miner’s
press secretary issued this statement: “This
has been a difficult February and we are doing
our best to keep the roads and snow banks
cleared to allow for safe passage of vehicles
and pedestrians. This is an issue the council
has tried several times to pass measures to
address, but none had the necessary votes to
become law.”

In his exhibition None of That, (in Spanish,Nada de eso ), Juan Cruz reflects on his discontent,
on what he describes as a futile attempt to communicate something, constantly seeking and
not finding a more far-reaching meaning in his work.
The creative process has led the artist to reexamine his body of work from decades of
painting and cut it to pieces. Cruz has been slicing many of his signature pieces, large
canvases full of color in motion, and recomposing them into new works that combine bits
from past works. The notion of the artist destroying his own work may seem a like a sort of
violent act, but for Juan it is more of a calculated, profoundly meditated process.
Cruz seems to be expressing what comes from a deeply felt stir that is shared by so many of
us in our own lives at certain times, when we try to make sense, searching for the meaning
of it all, and finding none of that.
Juan Alberto Cruz was born in Cataño, Puerto Rico in 1941. His work has been recognized and
presented in museums and galleries locally and statewide, as well as in his native Puerto Rico.

“Celebrating Success” Series - this series will recognize
respective students from our local community that are creating
a positive culture of learning in their schools.
We would like to congratulate Katie Caswell, a senior at Fowler
High School for being the first recipient of the Celebrating Success
Series. Katie was nominated by Fowler High School Staff who
recognize Katie’s efforts. Katie is an Honor Roll student with excellent
attendance. She works hard every day and enjoys helping others.
Katie has all of the qualities that will lead to a successful future.
Katie is full of drive and desire. Her daily hard work is reinforced
by her focus on earning her NYS Regents Diploma in June. Katie
works hard each and every day because despite the hardships
that come into her path Katie knows and understands that she
has to keep motivated - “I do it for my mother and my little
brother”. Katie’s favorite subject is English; she is able to express
herself through written work in a creative manner. Katie is
determined to stay on top of her studies as she will be the first
of the grandchildren in her family to complete high school and
continue her education in college.
The Near Westside Initiative would like to encourage each of
you to congratulate Katie for her efforts if you may see her on

If you looked in the windows of SALTQuarters Gallery at the beginning of
February, you likely caught a glimpse of thousands of colorful pennies,
floating in mid-air. The result of months of planning and careful preparation
by artist-in-residence Brendan Rose, the installation Pennies at the Quarters,
ran for one week only. Check out these photos if you missed out on this
visually exciting piece.
As winter wears on, SALTQuarters is busy preparing for a new round of
exhibitions to start in April. The first is a solo-exhibition of sculptural work by
Syracuse University graduating Senior Allison Kirsch. Be sure to stop by for the
opening reception and to meet the artist on April 10th, at 6pm. Soon after,
in May, is the opening of another solo-exhibition of works by biologist and
artist, Elizabeth Droge-Young. Her two and three-dimensional are biographical
in theme and discuss the important of mental health awareness. Stay tuned for
