TO THE RESIDENT, QUALIFIED ELECTORS OF SAID DISTRICT:
TAKE NOTICE that an election will be held in said District as provided in an ORDER CYLLING
A BOND ELECTION duly passed by the Board of Trustees of said District, which Order is substantially as
follows:
ORDER CALLING A BOND ELECTION
THE STATE OF TEXAS

ANNA INDEPENDENT SCHOOL DISTRICT
WHEREAS, this Board of Trustees of the Anna Independent School District (the " District") deems
it advisable to call the election hereinafter ordered ( the " Election"); and
WHEREAS, the Election is subject to the provisions of Section 45. 003, Texas Education Code, and
the District is contracting with Collin County, Texas ( the " County") for the administration of the Election
pursuant to an interlocal agreement with the County (the "Election Contract") and the Texas Election Code
the " Code");
and
WHF?REAS, the County, aetinbthrough its elections administrator (the " Elections Coordinator") in
accordance with the Election Contract will provide for the administration of the Election; and
WHEREAS, it is hereby officially found and determined that said meeting was open to the public,
and public notice of the time, place and purpose of said meeting was given, all as required by the
Government Code, Chapter 551.
THEREFORE, BE ITORDEREDBYTHEOARDOFTRUSTEES OF ANNA FNDEPFNDfNT SCHOOL
DISTRICT:
1. That an election shall be held between the hours of 7. 00 A.M. and 7: 00 P.M. on May 7, 2016
Election Day"), in said District at the respective polling places designated by the County in the Election
Contract as set forth in Exhibit "A" below, which exhibit shall be modified to include additional or different
Election Day polling places required to conform to the Election Contract and the Code.
2. That the early ballot board and all the election officers designated pursuant to law and the
Election Contract by the County are hereby appointed and confirmed to hold said election at said polling
places and all early voting places.
3. ( a) That early voting shall be conducted by personal appearance at the locations and during the
period early voting is required or permitted by law, being April 25, 2016 through May 3, 2016, on the dates
and at the times set forth in Exhibit " B" below, which exhibit shall be modified to include additional or

different early voting polling places, dates and times required to conform to the Election Contract and the
Code.
b)
Applications for early voting by mail must be received by April 26, 2016 at the following
address:

If application to vote by mail is made by personal delivery, the application must be delivered by the close
of business on April 22, 2016,
4. That all resident, qualified electors of said District shall be entitled to vote at said election_
5. That at said election the following PROPOSITION shall be submitted in accordance with law:
PROPOSITION
Shall the Board of Trustees of Anna Independent School
District be authorized to issue the bonds of the District, to one or
more series, in the aggregate principal amount of $155, 000, 000 for
the purpose of the construction, acquisition and equipment of school
buildings in the District and the purchase of necessary sites for school
buildings,with said bonds to mature within not to exceed 40 years
from their date, bear interest, and be issued and sold, within the
discretion of the Board of "Trustees, in accordance with law at the
time of issuance; and shall the Board of Trustees be authorized to
levy and pledge, and cause to be assessed and collected, annual ad
valorem taxes, on all taxable property in the District, sufficient,
without limit as to rate or amount, to pay the principal of and interest
on said bonds, and the costs of any credit agreements executed in
connection with the bonds?
6. That the official ballots for said election shall be prepared in accordance with the Code so as to
permit the electors to vote " EOR" or "AGAINST" the aforesaid PROPOSITION with the ballots to contain
such provisions, markings and language as required by law, and with such PROPOSITION to be expressed
substantially as follows:
PROPOSITION
The issuance of $155, 000, 000 of bonds by Anna independent School
District for the construction, acquisition and equipment of school buildings
in the District and the purchase of necessary sites for school buildings and
levying the tax in payment thereof, including the costs of any credit
agreements executed in connection with the bonds.

7. That proper notice of said election shall be given and, in all respects, said election shall be
conducted in accordance with the Code.
8. In accordance with the provisions of Section 3. 009( b), Code, it is hereby found and determined
that:
a) The proposition language that will appear on the ballot is set forth in Section 6 hereof.
b) The purpose for which the bonds are to be authorized is set forth in Section 5 hereof.
c) The principal amount of the bonds to be authorized is set forth in Sections 5 and 6 hereof.
d) As set forth in Sections 5 and 6 hereof, if the bonds are approved by the voters, the Board of
Trustees will be authorized to impose and levy annual ad valorem taxes, on all taxable property in the
District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds.
e) Given current tax values of the District, the projected timing of the issuance of the bonds and
projected interest rates, among other factors, the District estimates an ad valorem debt service tax rate of
0. 50 per $ 100 of taxable assessed valuation if the bonds are approved and are issued ( taking into account
the outstanding District bonds and bonds approved at the election, but not future bond authorizations of the
District). The estimated ad valorem debt service tax rate does not represent an increase for the 2016- 2017
fiscal year and is only an estimate provided for Texas statutory compliance and docs not serve as a cap on
any District ad valorem debt service tax rate.
0 As set forth in Section 5 hereof; if the bonds are approved, they may be issued in one or more
series, to mature over a period not to exceed 40 years.
g) The aggregate amount of the outstanding principal of the District's bonds ( all of which are
secured by an unlimited tax levied for debt service purposes) as of the beginning of the District's 2015- 16
Fiscal year was $ 88, 460, 024.
h) The aggr;;gatc; amount of the outstanding interest on the District's bonds as of the beginning of
the District' s 2015- 16 fiscal year was $ 116, 108, 849.
i) The ad valorem debt service tax rate for the District for the 2015- 16 fiscal year is $0. 50 per $ 100
of taxable assessed valuation.

VISTO que por este medio se determina y deciara oicialmente que dicha sesion estaba
abicrta al publico, y que se dio aviso publico accrca del horario, el Lugar y el proposito de dicha
sesion, tal como sc requicre en el Capitulo 551 del Cddigo de Gobierno.
POR LO TANTO, LA JUNTA DE REGENl' ES DEL DISTRITO cSCOLAR INDEPENDIENTE

par un importe total de capital de $ 155, 000, 000 para la construction, la
adquisicion y el equipamiento de edificios escolares erg e] Distrito, y
para la compra de sitios necesarios para edificios escolares, y Bichos
bonds venceran a mas tardar dentro de los 40 ands de su fecha de
emision, devengardn interes y se emitir6n y venderan, a criteria
exclusivo de la Junta do Regentes, de acuerdo con la ley vigente al
momento de la emision; y se autorizar6 a la Junta do Regentes a imponer
y prendar, y a hater que se eval6en y recauden, impuestos ad valorem
anuales sobre todas las propiedades gravables en el Distrito, sin limites
en cuanto a la tasa o eI importe, suficientes para pagar el capital y el
interes sobre los bonos y el costo de todo arreglo creditieio ejecutado en
relation con los bonos?
6. Que las boletas oCrciales para dicha elecci6n se prepararAn de acuerdo con el C6digo a
tin de pertnitir que los electores voten " A FAVOR" o " EN CONTRA" de la PROPOSICION
anteriortnente mencionada, y las boletas contendrAn dichas disposiciones, marcas y lenguaje

7. Que se debera dar aviso apropiado de dicha elecci6n y, en todos los aspectos, la elecci6n
debera Ilevarse a cabo de acuerdo con el C6digo.
8. Dc acuerdo con las disposiciones de la Secci6n 3. 009(b) del C6digo, por el presente se
declara y detennina que:
a) EI lenguaje de la proposici6n que aparecera en la boleta se establece en la Secci6n 6 de]
presente.
b) EI prop6sito para el cual se autorizarin los bonos se establece on la Sceci6n 5 del

del Distrito y los bonos aprobados en la elecci6n, sin incluir futuras autorizaciones de bonos del

gravable, La tasa do impuesto ad valorem estimada para servicio de deuda es solo un estimado
provisto para cumplir las disposiciones reglamcntarias de Texas y no representa un incremento
para el aro fiscal 2016- 2017 ni actua tomo un limite en cuanto a la tasa de impuesto ad valorem
para servicio de deuda del Distrito.
t) Como se establece en la Secci6n 5 del presente, de ser aprobados los bonos, dichos
bonos pueden ernitirse on una o mks series, y veneer durante un periodo que no sobrepasara los 40
arflos.
g) El importe total del capital a pagar con respecto a los bonos dol Distrito ( Jos cuales
est6n todos asegurados mediante la imposici6n de un impuesto ilimitado para lines del servicio de
deuda) at inicio del ano fiscal 2015- 16 del Distrito es de $ 88, 460, 024.
