CMS SCIENTIFIC COUNCIL
Bergen, 17-18 November 2011
Agenda Item 19.4
SURVEY OF SCIENTIFIC COUNCIL EXPERTISE: LIST OF PARTICIPATING
COUNCILLORS AND SUBMITTED PUBLICATIONS
(Prepared by the Secretariat)
1.
This document contains a list of those Scientific Councillors which participated in the
questionnaire-based survey of Scientific Council expertise (see UNEP/CMS/ScC17/Doc.6)
and those publications and reports which were submitted as part of the survey. The
publications concern a broad field of species migration and cross-cutting issues that are
relevant to CMS of the Scientific Councillors (see Annex 2). The list was developed based on
responses submitted by Scientific Councillors to the questionnaires analyzing the diverse
knowledge and experience possessed by the Council (see Annex 1).
2.
It should be noted that Annex 2 includes the responses of Councillors as they were
submitted to the Secretariat. Furthermore, it should be recognized that the list is not a
thorough list of publications by Scientific Councillor nor are all Councillors represented as
only those who submitted completed questionnaires (45 Councillors, see
UNEP/CMS/ScC17/Doc.6 for details) are included.
For reasons of economy, documents are printed in a limited number, and will not be distributed at the meeting.
Delegates are kindly requested to bring their copy to the meeting and not to request additional copies.

Mr Barry Baker
(Appointed
Councillor)
Australia
Barry Baker worked for 25 years with the Commonwealth Department of Environment where he gained extensive experience with wildlife management issues. He is a
specialist in the management of threatened species of vertebrates, particularly birds and mammals. His work over the last 20 years has focused on development and
implementation of recovery plans for threatened species, threat abatement plans for key threatening processes, and wildlife management plans to resolve
wildlife/human interactions, including harvest of native wildlife.
Barry has extensive experience in issues relating to population status, distribution and threats to a diverse range of threatened species including albatrosses and
petrels, koalas, kangaroos, turtles, dugongs, flying foxes and seals. Since establishing Latitude 42 he has continued to work on threatened species as a consultant to
Commonwealth and State government departments. Recent projects have included development of survey programs for seals in the sub Antarctic, demographic
analyses and modelling of threatened bird populations, evaluation of the effectiveness of Marine Protected Areas in the conservation of albatrosses, and coordinating
a long-term seabird monitoring program in National Nature Reserves in the Coral Sea.

Mr Kahsay

Ethiopia
The Ethiopian Wildlife Conservation Authority (EWCA) for which I have been working for a couple of decades has taken considerable measures towards assessing
the existing population of larger mammals. In the process, I have learned that the antelopes located in the northeastern and eastern parts of the country require
concerted conservation endeavours. The antelopes include Dorcas and Sommerring’s Gazelle as well as the rare Dibatag.
Besides, the Wild ass is among equid spp. that need to be rendered global attention. As a leader of the larger carnivores conservation group at national level, I also
imagine concerted endeavours have to be put in place in order to rescue the remnant population of Cheetah.
On the other side of the country, the movement of plenty of herds of White eared kob has brought the attention of conservation partners since the recent past. It has
been conformed that over eight hundred thousands of white eared Kobs are moving between South Sudan and Gambella (Southwestern Ethiopia). As a result, it has
been named as the “second Massai Mara”. EWCA, in collaboration with its partners including the South Sudan Administration has put considerable efforts on the
ground and it would be very much appreciated if CMS takes part in the process and further strengthens the existing endeavours.

Slovenia
I work a lot on management of European big carnivores (lynx, wolves and bears) in Slovenia. For successful and appropriate management one has to know also
migrating corridors within a country and between the countries, as we share populations with other Balkan countries. Slovenia is also connected to the Alps and is as
such important corridor for large carnivores to occupy the Alps again. To achieve these goals we are cooperating mostly with Croatia on how to achieve common
sustainable management plan.
Most of my working experiences are from these habitat types (listed in questionnaire).

I have studied birds in Croatia since 1992. The majority of my study was done on waterbirds (esp. Anatidae) and forest bird communities. I also analyze recoveries of
ringed birds, including migratory routes and timing of migration. I am one of the authors of Croatian Bird Red Data Book and coordinator of Croatian Rarity
Committee. I participated in the organization of bird monitoring scheme in Croatia, coordinated the National bird monitoring programme and I took part in monitoring of
different waterbirds, Corncrakes etc.
I mostly study birds of aquatic inland habitats (natural lakes and carp fishponds) and bird communities in different types of temperate forest habitats (from alluvial
deciduous to mixed and coniferous forests). However, some study was also taken in grasslands and Mediterranean shrub habitats.

recent years my interest has broaden to also include migrating insects and bats – so in general all migrating organisms have my attention.

main wetland habitats on the Western, Central, And Southern and Eastern Kazakhstan. And, beginning from 1995 to present, in addition of my continue to study
waterfowls in various regions of Kazakhstan, I make regular ornithological expeditions to desert and forest-steppe and mountain zones, where, except the
waterbirds, I studying also the birds of terrestrial, forest and rocky types of habitats.
