The Verification Entity In Mexico By The SAT
LAS VEGAS (September 25, 2012) – Gaming Laboratories International (GLI), the world’s leading gaming
testing laboratory and technical consultancy, has been named the Verification Entity (OV) by the
Mexican government’s Tax Administration Services (SAT).
In 2010, the Secretariat of Treasury and Public Credit of Mexico established technical requirements for
betting and raffles operators to report specific financial information to the SAT for Tax collection
purposes. This regulation created the figures of Authorized Provider of Services (PSA) and a Verification
Entity (OV).
As the OV, GLI will be responsible for ensuring and verifying that all Authorized Providers of Services
throughout Mexico comply with obligations under SAT regulations, regarding compliance to technical
requirements established by the SAT.
GLI Director of Latin American and Caribbean Development Karen Sierra-Hughes said, “GLI underwent a
thorough accreditation process in order to be recognized as the OV. We have been working very closely
with the General Administration of the Federal Revenue Audit (AGAFF), the General Legal
Administration (AGJ) and the Communications and Information Technology General Administration
(AGCTI) in this accreditation process, and we are grateful to those officials for their dedication to the
Mexican gaming industry and for their commitment to proper testing and standards.”
In its extensive involvement throughout Latin America, GLI has consistently and diligently worked
toward obtaining accreditation as soon as legislation is established. This accreditation in Mexico is the
latest example of GLI being the leader in achieving accreditation in a jurisdiction. Previous examples
include Peru, Bolivia, Panama and Chile.
“Working towards obtaining our accreditation immediately, GLI is contributing to the regulator’s
objective of being able to implement the regulatory policies per the plan established by the government.
The sooner a lab is recognized, the sooner regulators’ policies can be put into reality,” Sierra-Hughes
said.
GLI will have Latin American development representatives at the company’s booth at the upcoming
Global Gaming Expo in Las Vegas who can speak intelligently about the impact of this accreditation as
well as the current status of gaming testing in Mexico and throughout Latin America. GLI will be in booth

GLI has a long-standing commitment to the Mexican gaming industry. GLI and the Normalizacion y
Certificacion Electronica (NYCE) recently celebrated four years of working closely together in a business
alliance to help bring testing standards to Mexico. Since 2008, GLI and NYCE have established an
accreditation scheme which is recognized in Mexico, and together GLI and NYCE established technical
standards, known as the NMX Gaming Standards.

Gaming Laboratories International (GLI) Nombrado
Órgano Verificador en México por el SAT
LAS VEGAS (25 de Septiembre de 2012) – Gaming Laboratories International (GLI), laboratorio de
ensayos y de consultoría líder mundial de la industria del juego, ha sido nombrado como Órgano
Verificador (OV) por el Servicio de Administración Tributaria (SAT) de México.
En el 2010, la Secretaria de Hacienda y Crédito Público de México estableció requerimientos técnicos
para operadores de apuestas y sorteos, con la finalidad de reportar información financiera específica al
SAT para efectos de la recaudación tributaria. Esta regulación creó las figuras de Proveedores de Servicio
Autorizados (PSA) y el Organo Verificador (OV).
Como OV, GLI tendrá la responsabilidad de verificar y asegurarse que todos los Proveedores de Servicio
Autorizados de México cumplan con las obligaciones establecidas en la regulación del SAT, en cuanto a
conformidad con los requisitos técnicos establecidos por esta entidad reguladora.
La Directora de Desarrollo de Latinoamérica y el Caribe de GLI, Karen Sierra-Hughes dijo, “GLI pasó por
un proceso de acreditación riguroso a fin de ser reconocido como Órgano Verificador. Hemos estado
trabajando muy estrechamente con la Administración General de Auditoría Fiscal Federal (AGAFF), la
Administración General Jurídica (AGJ) y la Administración General de Comunicaciones y Tecnologías de
la Información (AGCTI) en este proceso de acreditación, y queremos expresar nuestra gratitud a aquellos
funcionarios por su dedicación a la industria del juego Mexicana y por su compromiso con el proceso de
ensayos y la estandarización.”
En su amplia participación en toda Latinoamérica, GLI ha trabajado consistentemente y diligentemente
para obtener la acreditación tan pronto como la legislación ha sido establecida. Esta acreditación en
México es el ejemplo más reciente del liderazgo de GLI en lograr la acreditación en una jurisdicción.
Ejemplos anteriores incluyen Perú, Bolivia, Panamá and Chile.

contribuyendo al objetivo del regulador de llevar a cabo la implementación de políticas de
