CONTINUING EDUCATION
APPEAL FOR REINSTATEMENT REQUEST
The National Court Reporters Association has a formal process to resolve issues between NCRA Members and the Office
of Continuing Education and/or NCRA Staff concerning the certification program and related requirements. Before
beginning the process of appeal, the NCRA Member is strongly advised to review their records and make all efforts to
resolve disagreements or meet requirements.
Stage 1: Getting Help
The Credentialing Manager can explain options and their consequences and is often in a position to help the member
resolve the issue. If contacted at the time the problem occurs, many cases can be resolved at this stage.
Stage 2: Appeal Request to NCRA
For those cases that cannot be resolved by discussion, the next step in the appeals process is the submission of an
Appeal Request. An Appeal Request should be sent to the Office of School Development and Education at NCRA
headquarters. The Department of Professional Development staff will try to resolve the issue and take the appropriate
action.
Stage 3: Certified Legal Video Specialist Council (CLVS)
If the issue cannot be resolved, Appeal Requests are made available to the Certified Legal Video Specialist Council for
review. All relevant information, including continuing education, testing, and membership history will be provided to the
Chair of the Council at that time. The Council may approve or decline the appeal. It may be necessary to delay Council
consideration of an appeal until the following Council (annual) meeting.
Appeal Guidelines
1.
Individual is required to have a minimum of .50 CEUs accrued during cycle period prior to request of reinstatement.
2.
Appeals are denied where certification was lost four or more years prior.
3.
Second appeals are denied (extenuating circumstances may be considered).
4.
First-time appeals for reinstatement are granted (where certification was lost in the most recent three-year period) by adding a
new three-year cycle to their most recent expiration date, adding the missing credits from prior cycles to the new three-year
cycle, and requiring payment of any back dues owing.

The CAPR Chair is authorized to decide appeals presented in between CAPR meetings based on the above guidelines, and to
place on the next CAPR agenda any appeals that involve issues not covered by the above guidelines,
Stage 4: Appeal Decision
If the Council approves a member’s request, it recommends the appropriate action to resolve the matter. Should the
member choose not to or fail to meet the stipulations of the Council, request approvals may be withdrawn. The Council’s
recommendation is the final step in the appeals process.
