acuerdo, en el cual establece
trabajar conjuntamente para asistir a los
países de la región en la implementación
del convenio, realizar actividades de
capacitación, intercambio de información y
transferencia de tecnología.
También participan en la RED DE CENTROS
los Centros Regionales de América Latina
y el Caribe del Convenio de Basilea, con
el objetivo de promover y fortalecer las
sinergias y mecanismos de cooperación.
Representatives of the
Regional Centres of the
Stockholm Convention in
Brazil, Mexico, Panama and
Uruguay, and their member
states, signed an agreement
in which States will work
together to assist countries in the region
in the implementation of the agreement,
conducting training, information sharing and
technology transfer.
Also participating in the Network of Regional
Centres in Latin America and the Caribbean
of the Basel Convention, in order to promote
and strength the synergies and cooperation
mechanisms.

Centro Regional del Convenio de Basilea
para Centroamérica y México
El CRCB-CAM, en El Salvador, opera
desde la Secretaría Ejecutiva de CCAD y
la Secretaría General del SICA. Su misión
es apoyar a gobiernos, sector privado y
organizaciones de la sociedad civil de los
países de la región, en la gestión segura y
ambientalmente responsable de sustancias,
desechos peligrosos y otros desechos, a
través de la implementación del Convenio de
Basilea y otros convenios e iniciativas afines,
promoviendo la capacitación, transferencia
tecnológica y acceso a información para
prevenir daños al ambiente y salud de la
población y contribuir al desarrollo regional
sustentable. Principales experiencias en la
región: gestión ambientalmente responsable
de baterías de ácido plomo usadas, (apoyo
de Green Lead ) y realización del inventario
de PCBs (Coordinación: SCB y SCE).
Centro Regional Sudamericano Convenio
de Basilea
El CRS-CB se localiza en la Argentina y se aloja
en el INTI. Su meta es la capacitación y fortalecimiento de estructuras de control de los
países de la región Sudamericana, para el
cumplimiento de los objetivos del Convenio
de Basilea. Actúa como nexo para los países
de la subregión, a través de las autoridades
competentes y el Centro Coordinador Regional. Líneas principales de trabajo: aspectos de
legislación y sistemas de gestión de E-waste,
como el proyecto de Inventario de E-waste en
Sudamérica, entre otros.
Centro Regional del Convenio de Basilea
para el Caribe
El Centro Regional se localiza en Trinidad y Tobago se aloja en CARIRI. Dentro de las líneas
de acción desarrolladas para el fortalecimiento de las capacidades de la región en la gestión ambientalmente racional de desechos
y sustancias químicas, se destaca: proyectos
regionales sobre la gestión de baterías de
plomo-ácido usadas en América Central, Colombia, Venezuela y Estados insulares del Caribe, gestión de aceites usados en países de la
región, aplicación del Convenio de Estocolmo
en pequeños estados insulares en desarrollo,
entre otros.

Basel Convention Regional Centre for
Central America and Mexico (BCRC-CAM)
The BCRC-CAM, located in El Salvador,
operates from the CCAD Executive
Secretariat and the SICA General
Secretariat. Its mission is to support
governments, private sector and civil society
organizations in the countries of the region,
on the environmentally sound management
of chemicals (SMC), hazardous wastes and
other wastes, through the implementation
of the Basel Convention and other
Conventions, as well as related initiatives,
promoting training, technology transfer
and access to information to prevent
environmental and health damage of the
population in the region and to contribute
to their sustainable development.
Main regional experience: environmentally
sound management of used lead acid
batteries, (supported by Green Lead) and a
PCB inventory (Coordination: SCB and SCE).
Basel Convention Regional Centre for
South American Region
The BCRC-South America is located in
Argentina and is hosted by INTI. The main
goal is training and the strengthening of
the control and productive structures of the
South American Region, in order to execute
the objectives of the Basel Convention.
The BCRC acts as a nexus for the countries
of the Region, through the competent
authorities and the Regional Coordinating
Centre. Main lines of work: legislation
matter and E-waste management systems,
like the project Inventory of E-waste in South
America, among others.
Basel Convention Regional Centre for the
Caribbean Region
The Regional Centre is located in Trinidad and
Tobago and is hosted in CARIRI. Within the
lines of action developed for strengthening
regional capacities for environmentally
sound management of wastes and
Chemicals. The highlights Regional Projects
on the environmentally sound management
of lead-acid batteries used in Central
America, Colombia, Venezuela and the
Caribbean Islands, as well as used oils in
countries of the region, implementation of
the Stockholm Convention in small islands
developing States, among others.

Compañía de Tecnología de Saneamiento Ambiental (CETESB) - Brasil. CETESB fue nominado como Centro Regional del Convenio de
Estocolmo en noviembre de 2007. Presta servicios principalmente a las Partes de América
Latina y el Caribe, aunque el centro también
presta servicios a Partes que son países en desarrollo de otras regiones.

Centro Nacional de Investigación y Capacitación
Ambiental (CENICA-INE)- México fue nominado
como Centro Regional del Convenio de Estocolmo en noviembre de 2007. El Centro presta

Centros de investigación latinoamericanos e Instituciones gubernamentales latinoamericanas.

nominado Centro Regional del Convenio de

República Dominicana.
Stockholm Convention Regional Centres of
the for Latin America and the Caribbean
Company of Environmental Sanitation
Technology (CETESB) - Brazil. CETESB was
nominated as a Regional Centre of the
Stockholm Convention in November 2007. It
serves mainly to Parties in Latin America and the
Caribbean, but the Centre also serves Parties,
basically developing countries, in other regions.

National Centre for Environmental Research
and Training (CENICA-INE) - Mexico was
nominated as Regional Centre of the
Stockholm Convention in November 2007.
The Centre provides services to federal
government institutions, research centres and

and Poisons (CIIMET) - Panama was
nominated as Stockholm Convention

El Centro Coordinador del Convenio de
Basilea para América Latina y el Caribe
(BCCC) con sede en Uruguay, opera desde
1998 en las instalaciones del Laboratorio
Tecnológico del Uruguay (LATU), mediante
acuerdo con el Ministerio de Vivienda, Ordenamiento Territorial y Medio Ambiente
(MVOTMA).
The Basel Convention Coordinating Centre
for Latin America and the Caribbean Region (BCCC), in Uruguay, has been operational since 1998 and is hosted by the Technological Laboratory of Uruguay (LATU) by
agreement with the Ministry of Housing,
Land and Environment (MVOTMA).
• Realizar consultas regionales: identificación
de estrategias y prioridades.
• Conduct regional consultations to identify:
strategies and priorities.
• Definir y ejecutar programas regionales en
coordinación otros centros.
• Define and executing regional programmes
in coordination with other Regional Centres.
• Identificar, promover y fortalecer las sinergias
y mecanismos de cooperación entre los centros regionales y otras partes interesadas en
la gestión ambientalmente racional y la minimización de la generación de residuos peligrosos y la transferencia de tecnología dentro
y fuera de la región.
• Identifying, promoting and strengthening
the synergies and mechanisms of cooperation among Regional Centres and other
stakeholders in environmentally sound
management (SMC) and minimization of
generation of hazardous waste and technology transfer in/and outside the region.
• Establecer asociaciones estratégicas para la
creación de capacidad en la región.
• Establish strategic associations for capacity
building in the region.
El BCCC fue endosado por la 4ª COP del
Convenio de Estocolmo como Centro Regional del Convenio de Estocolmo para la
Creación de Capacidades y Transferencia
de Tecnología para los países de la región
de GRULAC y junto con los Centros Regionales de CETESB –Brasil, CENICA-México,
y de CIIMET-Panamá, aspiran a conformar
una red de intercambio de información, cooperación y coordinación mutua.
Este doble carácter del Centro contribuyendo a materializar las sinergias entre los
Convenios del Bloque de Químicos y otros
Foros, aspecto presente en la formulación
y ejecución de planes, proyectos y actividades del mismo.
VISIÓN
The BCCC was endorsed by the 4th COP of
the Stockholm Convention as a Regional
Centre of the Stockholm Convention for
Capacity Building and Technology Transfer
for GRULAC region, and together with the
Regional Centres of CETESB-Brazil, CENICAMexico and CIIMET-Panama, aim to form a
network for information exchange, cooperation and mutual coordination.
This dual character of the Centre contribute to realize the synergies between
the Chemicals Clusters Conventions and
other Forums, present issue in the formulation and implementation of plans,
projects and activities of the Centre.

instituciones de referencia, conduciendo a los
países de la región GRULAC en un proceso de cooperación y coordinación regional que permita
la creación y el fortalecimiento de capacidades

Fortalecer la Red de Centros Regionales del Convenio de Basilea y del Convenio de Estocolmo
para GRULAC, optimizando así el intercambio
de información, capacitación y transferencia de
tecnología.
• Desarrollar y aplicar sistemas de comunicación e intercambio de información.
• Coordinar las actividades de los Centros Regionales del Convenio de Basilea (Centro Regional Sudamericano del Convenio de Basilea
en Argentina, Centro Regional del Convenio
de Basilea para el Caribe en Trinidad y Tobago, Centro Regional del Convenio de Basilea
para Centroamérica y México en El Salvador).
• Diseñar y desarrollar programas de capacitación.
• Promover BAT / BEP prácticas a través de estudios de caso y materiales de orientación
adecuada.
El Centro ha tenido un rol activo en capacitación, importante experiencia en la organización de reuniones y talleres regionales e
internacionales vinculados a los Convenios de
Basilea, de Estocolmo, de Rotterdam, Minamata y otros Foros, así como en la ejecución de
proyectos de cooperación internacional.
