Visit by a delegation from the Central American Integration System (SICA):
On the occasion of a visit by a delegation from the Central American Integration System
(SICA):
Exchange of views on EU-Central American relations.
The chair, Mr OBIOLS, welcomed the members of SICA and the diplomatic corps who were
present, and explained the way the interparliamentary delegations work.
He then spoke about the progress of the second round of EU-Latin American negotiations,
and the three pillars on which the Agreement rest. The Agreement would have to take
account of asymetries, and seek to rebalance relations between the two regions, as set out in
the resolution adopted by the EP.
Mr DADA, Director of PAIRCA, then spoke about the current state of regional integration in
the wake of the recent summit meeting between Central America’s Heads of State, which had
seen PARLACEN’s powers enhanced. He highlighted the setting up of a Court of Auditors
and the fact that Guatemala had now joined the Central American Court of Justice.
Mr ALAS, Mr TORRES, Mr UMAÑA and Mr CORTES then spoke about Central American
agricultural exports, and the influence exercised over the Association Agreement negotiations
by the regional legislatures.
Mr OBIOLS spoke about the volume of trade between the two regions, the role of the EP in
the Association Agreement negotiations, and the internal reform of PARLACEN.
Mr de MENA, Mr ECHEVERRÍA, Mr CARPIO and Mr OROZCO then spoke about
relations between the regions and the development of regional tourism.
The meeting closed at 11.13 a.m.
