1 REUNIÖN DE ALTOS DELEGADOS Y EQUIPOS TECNICOS
(INSTANCIA EJECUTIVA)
Lima, 13 y 14 de marzo de 2014
Los Mos Delegados, Equipos Tecnicos y los representantes de la RepUblica
Argentina. ei Estado Plunnacional de Bolivia. la RepUblica Federativa de Brasil. la
RepUblica de Chile la RepUblica de Coiombia la RepUblica del Ecuador la RepUblica
de Paraguay. la RepUblica del Peni la Republica de Suriname. la Rep6blica Oriental
del Uruguay y la RepUblica Bolivanana de Venezuela del Consejo Suramencano de
Educacion (CSE), los cuales contaron con ei acompOamiento de la Secretaria
General de UNASUR reunidos en la ciudad de Lima, acuerdan:

1. Aprobar ei Acta de la Seguncia Sesion de Vicleoconferencia del CSE, realizada
ei 28 de febrero de 2014.
2. Aprobar la agenda de la I Reuniön cle Altos Delegados y Equipos Tecnicos del
CSE, que se adjunta como Anexo 1
3. Continu.ar con la elaboraciön de la propuesta ole Pian Operativo Quinquenal en
las proximas reuniones de la Instancla Ejecutiva. Respecto de los .objetivos 3.
5 8. 9 y 10, cumplir con la rernision de la inforrnacion, a traves de la
Presidencia Pro Tempore del Perii ante ei CSE (PPT-CSE), a Argentina, Chile.
Colombia y Surinarne paises encargados del clesarrollo de dichos objetivos. La
fecha måxima para ei envio de dicha informaciön es ei 7 de abril. de 2014 EI
avance realizado se adjunta como Anexo 2.

4 Sorneter a consideraciön de sus respectivos rninistenos la propuesta de
Deciaracion de la II Reuniön del Consejo Suranriericano de Educaciön de
UNASUR. que se adjunta como Anexo 3 La fecha maxima para ei envio de los
comentarios sara ei 30 de abril de 2014.
5. Disetlar una estrategia comunicacional para visibilizar los resultados del trabajo
del Consejo Suramericano de Educacion ante la poblacion en general,
autondades y aliados estrategicos.
6 Reconocer y agradecer ei aporte de la Secretaria General sobre ei.
funcionamiento del Fondo de Iniciativas Comunes y los alcances del For° de

Participaciön Cludadana.

7. Hacer seguirniento del proceso de ejecuclön de los proyectos del Fondo de
Iniciativas Comunes de UNASUR, aprobados en la 1 Reuniön del Consejo
Suramencano de Educacion, realizada ei 31 de mayo de 2013 en coordrnacion
con la Secretaria General de UNASUR.
8. Rernrfir a la PPT-CSE. con copia al Aito Delegado de Brasil los nombres de los
investrgadores seleccionados por los Estados Mrembros asi como la
inforrnacion referente a sus cuentas bancarias (nombre del banc.o. numero de
cuenta. agencia. SWIFT Code. ABA. nUmero de tel&ono y fax del banco) y ei
resumen de su hoja de vida. La fecha limite es ei 01 de abril de 2014.
9. Rernitir a la PPT-CSE los comentarios a la propuesta de criterios de
investigaciön del proyecto de Estudio Cornparado de los Sistemas Educativos
Suramencanos hasta ei 24 de rnarzo de 2014 que se adjunta como Anexo 4.
10. Prooiclar espacios de dialogo e intercambo en materia educativa en eventos
regionales co•o sof, las proximas reuniones de Virtual Ecluca - Peru (09 al 13
de junio) ei VII Congreso lberoamericano de Educacion Ambiental (10 al 12 de
setiembre). y Educaciön para Todos - EPT (30 y 31 de octubre de 2014), que
se realizarån en la ciudad de Lima.

11. Aunar esfuerzos para presentar proyectos e iniciativas que c.onformen un
Banco de Proyectos enmarcados en ei Pian Operativo Quinquenal del
Consejo

12 Promover la participaciön activa de los Estados Miembros de UNASUR en
foros intemacionales en materia de educaciön y presentar en ellos los avances
del Pian Operativo Quinquenal
13. Encomendar a la PPT-CSE la reforrnulacidn del cronograma de reuniones del
Consejo.
Suscribir la presente acta ad referendurn por las delegaciones del Estado
Plurinacional de 8oliva, 1:te la Repöblica del Paraguay y de la RepUblica
Bolivariana de Venezuela.
15. Las Delegaciones participantes agradecen a la Reptblica del Peili por la
excelente organizaciön y por las atenciones brindadas en la presente Reuniön.

1 MEETINO OF HIGH DELEGATES AND TECHNICAL TEAMS (EXECUTIVE BODY)
Lima, March 13 th and 14th, 2014
The High Detegates technicai teams and the representatives of the South Amencan
Educateon Council from the Republic of Argentina,. the Plurinational State of Bolivia the
Federabve Republic af Braztl. the Republic of Chile. the Republic of Colornbga, the
Repubitc of Ecuador. the Repubk of Paraguay the Republic of Peru. the Republic of
Suriname the Onenta Repubbc of Uruguay. and the Bolivanan Republic of Venezuela,
whtc were accornpanied by the General Secretariat of UNASUR, gathered together in the
city of Lima, agreed:
1 Approve the Minutes af the Second Wleoconference Session. held on February
28". 2014
2 Approve the agenda for the I Meeting of High De4egates and Tecnnica Tearns

3. Continue with the elaboration of the Five Year OperatIon Pian draft en the next
rneettngs of the Executive Baty In regards to the objectives 3. 5 8 9 and 10.
Argentina, Chile. Colombia and Sunnarne must send their proposals through the
SEC Pro Tempore Presidency of Peru (PTP-SEC) The deadline is April 7, 2014.
The progress made is attached as Annex 2..

6 Recogritze and thank the contribution of the General Secretanat about the
rnechanisrn of the Comrnon Initiatives Fund and the Information about the Citizen
Participaltion Forum.
7 Follow up the process of execution of the project of the Common Initiatives Fund of
UNASUR approved in the 1 Meeting of the South Amencan Education Counal
held on May 31`' 2014. in coordination wIth the General Secretanat af UNASUR
8. Forward to the PTP-CSE with copy to the High Delegate of Brazil, the names of
the selected researchers by the Member States (hlarne and Resurne). and tne
information referred to their bank accounts (narne o( the bank account number
agency. SWIFT code ABA. telephone nunter and fax number of the bank) and
their resume The deadline ts on April 1 91, 2014.
9 Send the comments to the PTP-SEC about the draft of reeearch critena for the
project on Comparative Studies of the South American Educative Systems until
March 24" 2014.
10. Fornent spac.es af dialogue and exchange in the field of education in regtonal
events such as the next meetings of Virtual Educa - Peru (from June 09 to 13
2014). VII lbero-Amencan Environmental Education Congress (from September 10
to 12. 2014) and the EducationfoiM Regional Meeting - EFA (0ober 3C and 31
2014), that wili be held in the city of Lima.
11. Join efforts to present pro)ects and inalatives that rnay be part of a Database of
Projects" within the frarbework of the Counal s Fve Year Operationai Pian
12 Encourage me active participation of the Member States of UNASUR in
International forums in the field of education and present in them the advances of
the Five Year Operation Plan
13. Request the PTP-SEC the reformulation of the chronogram of meetings of the
Council.
