Applications for digital Portuguese recognition as per STCW I/10 (I/2,p.7)
EUROMAR is your “one-stop-shop” for all matters related to Portuguese Flag State
Endorsements/Statements of Receipt of Applications for foreign officers. Please always send your
applications and corresponding documents to [email protected]. EUROMAR will take over
the communication with the Portuguese Maritime Administration.
The Statement of Receipt of Application (SRA) as well as the Endorsements will be issued by DGRM
(Directorate General for Natural Resources, Safety and Maritime Services – Direção-Geral de
Recursos Naturais, Segurança e Serviços Marítimos) in Lisbon, being the Portuguese Maritime
Administration responsible for the issuance of SRAs and Endorsements.
Portuguese SRA’s and also Portuguese Flag State Endorsements are issued as a digital documents.
Furthermore, a hard copy Endorsement is issued in a credit format card.
Portugal is the first flag issuing Flag State Endorsements in digital format.
It should be noted that Portugal recognizes only national licenses of Masters and Officers, Radio
Operators and Tanker COPs. There will be no Portuguese seaman’s books issued to non-Portuguese
seafarers. Certificates for Ratings and Cadets are not endorsed.
To apply for a Portuguese Endorsement, please proceed as follows:
1. For each application, kindly complete the check list and provide us with the full set of
documents:
- National Certificate of Competency (COC)
- National Endorsement of COC (if applicable)
- National GOC/GMDSS Certificate (if Master or Navigation Officer)
- National Endorsement of GOC/GMDSS (if Master or Navigational Officer)
- National Tanker COP (if serving on a Tanker)
- Valid Medical Certificate (please see notes below)
- Passport-type photo (not black&white, no headpiece unless uniform, no stamps on it and
plain background)
- Valid passport
- Valid seaman’s book or equivalent

Letter of Consent signed by the Seafarer – the document has to be signed by the
respective seafarer and submitted to us for the issuance of the SRA. Please note that the
signature should be added to the indicated box. We draw your attention to this detail
since the signature afterwards will be transferred into the digital Portuguese Flag State
Endorsement.
Please make sure that all documents are in PDF format, except for the photo, which must be
submitted in JPG format
We kindly ask you to submit only documents not larger than 2Mb each.

Under STCW and MLC medical certificates can only have a maximum validity of 2 years.
According to Portuguese legislation (Article 19 of decree law 280/2001, which you can
find in Annex 2), medical certificates of seafarers, who are 50 years or older at the time
of issuance of medical certificates, are valid only for one year.
Only medical certificates that are fully in line with STCW, section A-I/9, paragraph 7, and
MLC are accepted. They must also be in compliance with the “Guidelines on the medical
examinations of the seafarers” published by International Labour Office in Geneva, p.53.
Some countries issue medical certificates as entries into the national seaman’s books.
These documents are not accepted.
2. In addition to the aforementioned documents please provide us with the following information:
a) Invoicing - Name of invoice recipient (company) and address details & VAT number of invoice
recipient
b) Dispatch – full street address details for the dispatch of the credit format card endorsement.
3. Upon receipt of the full set of documentation, DGRM will issue an electronic SRA – valid for 90
days– and EUROMAR will provide you with the invoice for settlement. The Verification of Authenticity
is only needed for the issuance of the endorsement; however, a submittal together with other
documents would be appreciated, if possible.
Note: It should also be noted that, due to Portuguese legal requirements, the fee for issuance of a
Flag State Endorsement (EUR 256,10) becomes due once the issuance process has started – i.e. after
the SRA has been issued. This means that the application cannot be cancelled after the issuance of
the SRA and that it must be settled accordingly.
4. Seafarers with COC’s that mention “Management level” function must complete the "Record of
Confirmation of Knowledge of Portuguese Maritime Legislation” (sample see Annex 1). This must be
completed and submitted for the issuance of the endorsement within the validity of the SRA. Please
note: If a seafarer is- according to his/her COC – qualified to do service on Management level (i.e.
COC mentions STCW II/2, III/2 or III/3 – even sub-paragraphs), the Portuguese Maritime
Administration will require the Record of Confirmation even though he/she will be employed on
operational level position.
It must be signed and dated by the seafarer and one of the three: DPA, Master or Crew agent. For

5. An invoice will be sent by email. Only upon receipt of payment/payment proof, the original
endorsement can be issued within the validity of the SRA.

From 1st June 2018 the Government of Portugal issue ship certificates in electronic format.
These certificates correspond in form to the models given in SOLAS, MARPOL, STCW and other
relevant Conventions, including the FAL.5/Circ.39 (Guidelines for the use of electronic
certificates).
The certificates must at all times be considered as valid in accordance with applicable
regulations.
For the purpose of checking the validity and authenticity of the ship or the seafarers
certificates, all of them have a unique tracking number with 22 randomly generated characters.
To verify this unique tracking number and the certificate in general, please visit the webpage
of the Portuguese Maritime Administration: www.portugueseflagcontrol.pt. Alternatively,
please contact us by the following email: [email protected].
The certificates are transmitted electronically and they are protected by encryption and digital
file signature from alteration or tampering, and can be presented either electronically on a
computer screen or in a printed colour version. This circular is to be kept on board and made
available to Port State Control, Class inspectors and auditors.
