 Mr. President Obama: Welcome to the failed Mexican States Carta abierta al Presidente de los Estados Unidos de Norteamérica Barack Obama Estimado Presidente: Deseo extenderle, como un ciudadano mexicano más, mi bienvenida por su visita a mi país, aunque ocurra en circunstancias tan poco deseables. Quizás es usted el primer presidente estadounidense que visita México movido por la preocupación de que su vecino del sur esté perdiendo su capacidad de gobernarse, con las graves implicaciones que ello tiene para la seguridad nacional de los Estados Unidos de Norteamérica. Para decirlo en sus propias palabras en México”la violencia ya está fuera de control” o en los términos de muchos observadores nacionales y extranjeros: el Estado mexicano está perdiendo la característica común a todo Estado en el mundo y a lo largo de la historia moderna: el monopolio de la fuerza legítima. Las evidencias están a la vista de todos. Hay localidades de México donde los criminales controlan la vida de sus habitantes. En Torreón, Coahuila y en Nuevo Laredo, Tamaulipas, para citar dos ejemplos, los secuestradores ya no se conforman con obtener un rescate por liberar a sus víctimas sino que exigen y lograr apoderarse de la totalidad de sus patrimonios con la más absoluta impunidad. En tan solo dos años los secuestros aumentaron en más de 100% en México. El año pasado hubo más de mil secuestros y 70 de las víctimas terminaron asesinadas, incluyendo a Félix Batista, asesor experto en el tema y ciudadano estadounidense. Las empresas privadas de ferrocarriles reconocen que la red ferroviaria está bajo el control del crimen organizado. Y lo mismo ocurre en buena medida con los puertos aéreos y marítimos, para ya no hablar de las fronteras ¿Cómo puede el gobierno de México negar que está fallando en su misión primordial, cuando ni siquiera es capaz de controlar sus redes de transporte y sus fronteras? Pero, Presidente Obama, el hecho más ominoso e inquietante sobre la tendencia de México al colapso de su capacidad de gobernarse es que el Estado mexicano esté claudicando ante la amenaza del terrorismo. Si usted vuelve a visitar México después de agosto del presente año y se reúne con la Cámara de Diputados, tendrá la desagradable sorpresa de que al menos uno de de los legisladores (y por México ¿Rumbo al estado fallido? | Mr. President Obama: welcome to the failed Mexican States www.seguridadjusticiaypaz.org ende representante del Estado mexicano), será militante de las Fuerzas Armadas Revolucionarias de Colombia (FARC), el mayor grupo terrorista del continente, según el Departamento de Estado. Como en México una pandilla criminal puede convertirse sin problema en un partido político y hacer diputado al pillo que le plazca (mediante un puñado de votos y sin tener que ganar una elección), Lucía Morett, militante de las terroristas FARC, será electa representante federal en la elección del 5 de julio de 2009 apoyada por el Partido del Trabajo. Imagine usted que visita Kuwait y resulta que uno de los representantes del Estado kuwaití es militante de Al‐Qaeda ¿Que pensaría usted, señor Presidente?, ¿seguiría creyendo que el Estado kuwaití es un aliado confiable contra el terrorismo? La pertenencia de Lucía Morett a las FARC está fuera de toda duda. El 1 de marzo de 2008 fue capturada en un campamento terrorista en Ecuador, que atacó el ejército de Colombia y luego fue liberada por los militares colombianos, quienes desconocían su peligrosidad. La justicia de Ecuador ha dictado contra ella una orden de detención por atentar contra la seguridad del Estado ecuatoriano y gestiona su extradición ante el gobierno de México. Pese a esto, a esta prófuga de justicia ecuatoriana la Procuraduría General de la República se niega a acusarla penalmente por el delito de terrorismo. Es más, la llamada Comisión Permanente del poder legislativo federal mexicano exigió al gobierno no acusar penalmente a la militante de las FARC ni entregarla a la justicia ecuatoriana. La petición de impunidad de la Comisión Permanente fue unánime y en la misma hay representantes de todos los partidos, incluyendo del gobernante Partido Acción Nacional. Pero este no es un caso aislado, pues el gobierno mexicano mantiene frente al terrorismo un congruente patrón de claudicación y negativa a aplicar la ley. Con relación a las FARC hay evidencia obtenida por el gobierno de Colombia y avalada por la INTERPOL, acerca de la participación del grupo terrorista colombiano en secuestros cometidos en México. Sin embargo, el gobierno de México se niega a actuar contra los cómplices mexicanos de las FARC en los secuestros, entre ellos Rogelio Ortega Martínez, pese a la evidencia en su contra. El gobierno se ha negado a aplicar la ley contra las dos decenas de integrantes de las células de las FARC en México, parte de los cuales recibieron entrenamiento terrorista en campamentos en Ecuador. Entre 1987 y 2008 ha habido en México más de 150 secuestros presumiblemente cometidos por militantes de grupos terroristas mexicanos y gracias a los cuales obtuvieron rescates por más de 100 millones de dólares. Sin embargo no hay más de una docena de terroristas secuestradores presos y la inmensa mayoría de los plagios sigue sin castigo. Uno de los grupos terroristas más activos en los secuestros es el Ejército Popular Revolucionario (EPR), el cual cometió en 2007 sabotajes contra instalaciones petroleras que causaron daños por más de 2 mil millones de dólares. Las negociaciones se realizaron en forma secreta entre octubre de 2007 y marzo de 2008, cuando denunciamos que el gobierno se entendía con los terroristas. A partir de entonces y hasta la fecha continúan las negociaciones con ayuda de intermediarios, en forma pública. Esta es la realidad de México y no el cuento color de rosa oficial.
