For the Plan Barajas, 2001 was a year
marked by an event of crucial importance:
the formulation of the Declaration of
Environmental Impact (DIA) for the works
not included in the 1996 Declaration.
El año 2001 fue para el Plan Barajas un año marcado por un hecho
de trascendental importancia: la formulación de la Declaración de
Impacto Ambiental (DIA) para las obras no incluidas en la Declaración de 1996.
The new Declaration of Environmental
Impact removes the uncertainties in the
planning of such important works as the
new runways, guaranteeing that the
efforts already invested will be able to
continue and that all the works envisaged
in the Master Plan for Madrid-Barajas
Airport will become a reality over the next
few years.
Con la nueva Declaración de Impacto Ambiental desaparecen las
incertidumbres en la planificación de obras tan importantes como
las nuevas pistas, garantizando que los esfuerzos ya realizados
tendrán su continuidad y que el conjunto de las actuaciones contempladas en el Plan Director del Aeropuerto de Madrid-Barajas
podrán ser una realidad en los próximos años.
In the same vein, during 2001 progress
was made in consolidating the works
begun the previous year and in completing
the projects which were pending. This
progress is reflected in the values of the
development indices which indicate how
the project is moving forward.
Thus, the Design Index, which indicates
the degree of progress of the technical
documentation necessary to contract,
reached the figure of 96.01% at the end
of the year, giving a clear reference of the
degree of definition of the overall project.
The Contracting and Certification indices
reached figures of 63.47% and 9.97%
respectively, indicating the high volume of
work already contracted out and the
progress in the work already carried out.
As far as the latter is concerned, it is worth
noting the completion of the works of
section 3 of the first phase of the Airport
Services Tunnel, the high degree of
progress in the work on the DiversionInsertion Underground of the M111
motorway, with 63.21% of the work
certified, the vehicle Parking Building with
27% and the New Terminal Building with
15%.
The total certification for all the activities
involved in the Plan Barajas, including
Technical Assistance, reached the sum of
228.542 million Euros.
Of the contracts awarded during the year,
particular highlights are the contract for
the Satellite Building for a cost of 306.25
million Euros, completing the awards
envisaged for construction works,
together with sections 1 and 2 of Phase I,
and Phase II of the Airport Services Tunnel
and contracts for the Electrical Power
Stations C1 and C2.
As regards the Technological Systems for
Automated Handling of Baggage and
Passenger Transport, Phase II Execution of
these were awarded in June and July
respectively, with a value of more than 375
million Euros.
As for bidding on contracts, particularly
worthy of mention are the works on the
two new Flight Runways, the Satellite
Apron and the link between the N100
En esta línea, durante el año 2001 se avanzó en la consolidación de
las obras iniciadas en el año anterior y en la finalización de los proyectos pendientes. Este avance queda reflejado en los valores de los
índices de desarrollo que indican la marcha del proyecto.
Así, el Índice de Diseño, que marca el grado de avance de la documentación técnica necesaria para contratar, alcanzó a finales de año
el valor de 96, 01%, mostrando una clara referencia del grado de
definición del proyecto global.
Los índices de Contratación y Certificación alcanzaron valores de
63,47% y 9,97%, respectivamente, indicando el importante volumen de obra ya contratada y el avance de la obra ya realizada.
Respecto a este último, hay que destacar la finalización de las obras
del tramo 3 de la primera fase del Túnel de Servicios Aeroportuarios,
el importante grado de avance de la obra del Desvío-Soterramiento
de la carretera M-111, con un 63,21% de obra certificada, del Edificio del Aparcamiento de vehículos con un 27% y del Nuevo Edificio Terminal con un 15%.
La certificación total para el conjunto de las actividades del Plan
Barajas, incluyendo las Asistencias Técnicas, alcanzó el importe de
228,542 millones de euros.
Entre las adjudicaciones realizadas durante el año, destacan la del
Edificio Satélite por un importe de 306,25 millones de euros, que
completa las adjudicaciones previstas de obras de construcción, así
como los tramos 1 y 2 de la Fase I, y la Fase II del Túnel de Servicios
Aeroportuarios y las de las Centrales Eléctricas C1 y C2.
En relación con los Sistemas Tecnológicos de Tratamiento Automatizado de Equipajes y Transporte de Pasajeros, se adjudicaron en
junio y julio, respectivamente, la Fase II Ejecución de estos proyectos por un importe de más de 375 millones de euros.
Respecto a las licitaciones, destacan las obras de las dos nuevas Pistas de Vuelo, la Plataforma del Satélite y el enlace de la carretera N100 con el Eje Este-Oeste, que no habían podido realizarse por no
disponer de la correspondiente autorización medioambiental y que
una vez formulada la Declaración de Impacto Ambiental, ha sido
posible su licitación. El importe de licitación de estas actuaciones
con sus correspondientes Asistencias Técnicas, es de más de 680
millones de euros.

highway and the East-West Axis, which
could not be carried out earlier because
they did not have the corresponding
environmental authorization; once the
Declaration on Environmental Impact had
been formulated, bidding was able to go
ahead. The value of bidding on these
works, together with their corresponding
Technical Assistance, is more than 680
million Euros.
Finally, in activities related to works and
projects should be included the signing of
agreements for the Diversion and
Underground Burial of High Voltage Lines,
with the companies Red Eléctrica de España,
Unión Fenosa, Iberdrola and AurecaSoluziona. Likewise, an agreement was also
signed with the Autonomous Region of
Madrid for the Development and
Conservation of the M-111 motorway.
In a different sphere, it is worth
emphasizing the work carried out by the
Plan Barajas in the areas of Quality,
Environment, Health and Safety at Work
and Archaeology and Palaeontology.
Also worthy of note are the awarding of
the ISO 14001 certification for the
Environmental Management System of the
Plan Barajas, the maintaining of the ISO
9001 certification for the Quality System
and the early stages of design of an
Integrated System of Environmental
Quality and Management.
In the area of Health and Safety at Work a
considerable effort was made in
collaboration with the CCOO and UGT
trades unions, in the form of an
agreement signed between Aena and
these two unions, which brought a highly
satisfactory result: the overall accumulated
figures for number of work-related
accidents during 2001 were maintained at
more than 60% less than the national
figures for the construction industry, with
more than 4 million hours worked and an
average workforce of 1,320 workers.
Finalmente, en las actividades relacionadas con obras y proyectos
hay que incluir la firma de convenios para el Desvío y Soterramiento de Líneas de Alta Tensión, con las empresas Red Eléctrica de
España, Unión Fenosa, Iberdrola y Aureca-Soluziona. Asimismo se
firmó un convenio con la Comunidad Autónoma de Madrid para la
Explotación y Conservación de la carretera M-111.
En otro ámbito de cosas, es de interés subrayar las actuaciones realizadas por el Plan Barajas en las áreas de Calidad, Medio Ambiente, Seguridad y Salud Laboral y Arqueología y Paleontología.
Destaca la obtención de la certificación ISO 14001 para el Sistema
de Gestión Medioambiental del Plan Barajas, el mantenimiento de
la certificación ISO 9001 del Sistema de Calidad y el inicio del
diseño de un Sistema Integrado de Calidad y Gestión Medioambiental.
En el área de Seguridad y Salud Laboral se realizó un importante esfuerzo en colaboración con los sindicatos CCOO Y UGT, colaboración expresada a través de la firma de un convenio entre Aena y dichos sindicatos,
que dio un resultado altamente satisfactorio, ya que se logró mantener
la siniestralidad con unos índices globales acumulados durante el año
2001 inferiores en más de un 60 % a los índices nacionales del sector
de construcción, con cerca de cuatro millones de horas trabajadas y una
plantilla media de 1.320 trabajadores.
Finalmente, se continuaron los trabajos arqueológicos de peritación,
control y excavación de yacimientos en colaboración con la Dirección General de Patrimonio Histórico-Artístico de la Comunidad de
Madrid, realizándose unas 4.000 catas.
El resultado de este control fue el hallazgo de numerosos restos fósiles y de un yacimiento arqueológico: El Malecón, situado en las proximidades de la obra de Desvío-Soterramiento de la carretera
M-111.
Finally, expert archaeological investigation
work, and control and excavation of sites
continued in collaboration with the General
Directorate of Historic-Artistic Heritage of the
Community of Madrid, with some 4,000
explorations carried out.
The result of this control was the discovery
of numerous fossil remains and an
archaeological site: El Malecón, located
near the Diversion and Underground Burial
works on the M-111 motorway.
