WELCOME GUIDE OF THE NATIONAL CENTER OF MICROBIOLOGY (CNM) Welcome To the Carlos III Health Institute (ISCIII), Public Research Organism attached to the Ministry of Economy and Competitiveness, and acting as a scientifictechnical support for the Health, Social Services and Equality Ministry and for the National Health System (www.isciii.es) The National Center of Microbiology The National Center of Microbiology (CNM), is one of the national centers belonging to the Carlos III Institute of Health whose function is to participate in the control of the infectious diseases together with different organisms of the State’s General Administration and the Autonomous Communities, forming part of the National Health System, as it is required in The General Law of health service (Law 14/1986, of April 25) and the Statute of the Carlos III Institute of Health (RD 375/2001, of April 6th and their later reformation, RD 1672/2009, of November 6th). Its objective is the staff integration in the different CNM units. ARRIVAL TO INSTALATIONS At their arrival to the facilities of CNM, all newly incorporated personnel should go to the Direction Secretary of the center, where they will have to facilitate the necessary data to be admitted as CNM staff. This will allow them to request: • Personnel identification card • Parking card • Phone extension • Computer equipment • Network point and user's identification • E-mail address The specificities for each type of personnel are listed below: Officials and contract staff: The newly incorporated personnel will formalize this incorporation in the Personnel Area in Chamartín Campus. When arriving to CNM, they must report to the Secretary of Direction, where the workers will be informed about the unit they will be assigned to, as well as about the functioning of the center. Scholarships and contracts associated to projects: Once formalized their incorporation in the Area of Coordination and Scientific Research and in the Personnel Area, they will go to the Secretary of Direction of CNM, where they will present the grant resolution, a copy of the contract…. 6 Rotations or stays: To carry out a stay / rotation in some of the CNM units, an authorization should be requested from the Director, according to the established procedure, with the approval of the Head of the Area or Head of the Service. When starting the rotation, the fellow must report in to the Secretary of Direction to carry out the necessary paperwork like signing a safeguard declaration for non CNM personnel. This document reflects that the stay will not imply contractual relationship with ISCIII. Likewise, the fellow will submit a photocopy of the ID / Passport and of the health card or medical private insurance. The Direction of CNM will communicate directly these rotations to the Area of Coordination and Scientific Research. INCORPORATION OF THE PERSONNEL TO THE RECEIVING UNIT The Head of area / service or the investigator in charge of the receiving CNM unit of the new employee will provide him/her information on the different aspects of the functioning of CNM. Otherwise he/she will be directed to the designated people to receive this information. It is advisable to visit CNM facilities and the central and support units. The basic information that should be provided to the new worker is listed below: Characteristic and operation of ISCIII and CNM: • Presentation of the institution: mission, functions, activity, areas of knowledge, research centers. • WEB page: description of contents. • INTRANET of ISCIII: form of access and provided services. Access to the area of Occupational Risk Prevention of ISCIII. Description of the Center • Administrative information - Services and operation. - Social and labor rights of ISCIII and the specific CNM (representation authorities, vacations, permits etc.). - Information about measures to follow in the event of a work-related accident: private insurance company and emergency telephones. 7 - Make the arrangements for an initial medical examination (included in the health surveillance plan of the institution). • Operating guidelines of the Institute - Work schedule. - General risks of the center and preventive measures that should be adopted. - Guidelines in the event of an emergency. - Waste Management. - Informative documents, established procedures and legislation of interest (accessible in INTRANET). Brief explanation of the work position • Assignment of a responsible or tutor that accompanies him/her and informs them about their responsibilities. • Internal operation norms of the department or laboratory. • Description of the tasks. • Specific norms of prevention and specific work hazards of the position. • Specific emergency guidelines and location of the emergency showers, eyewash, fireproof blankets, first-aid kits, fire extinguishers; • Delivery and signing of the reception of the different established work procedures. • Delivery and signing of the reception of individual protection equipment (lab coats, safety goggles….). • Inform the new workers that they are obligated to fulfill the security and hygiene norms established by CNM, as well as the correct use of the of collective and individual protection equipment. ANNEXES PREVENTION SERVICE 8 Location: Campus of Chamartín: Pavilion 13. Telf: 22661 / 22120 Campus of Majadahonda: Building 76. Telf: 23008 - 23336 Conduct in the event of an accident: The injured worker will be assisted, at first, by the health care personnel of the Prevention Service that will inform him/her, if the seriousness of the accident requires it, about the hospital center in which the fellow will be attended. The hospital center varies according to the different labor relationships between workers and ISCIII. Guide of prevention and conduct in emergencies: The newly incorporated personnel must report at the Prevention Service of ISCIII, where they will be given the Occupational Risks Prevention Manual of ISCIII which is available for everyone on the INTRANET. The workers will also participate in the Prevention training activities, in the cases where their superiors will decide so. Medical examinations: All newly incorporated personnel should be able to request in the Service of Prevention the general or specific medical examination according to the risk in his work place. If he/she is older than 40 years the fellow will also be able to request medical preventive inspection of the gynecological or prostatic cancer. Enquiry point in the ISCIII web page: The Service of Prevention has an enquiry point in INTRANET of ISCIII where the worker can find more information. CAFETERIA - DINING ROOMS ISCIII has cafeteria service and dining rooms in several areas of its facilities: • Campus of Chamartín, in the pavilions 2 and 8 9 • Campus of Majadahonda, in the main building. The schedule of the cafeteria of the campus of Majadahonda is from 8:00 to 17:00 hours and the dining room from 13:30 to 15:30 hours. Snack and beverage dispenser Machines exist in several locations of CNM and a recreation room (room 53-00 -161) with tables, seats, microwave ovens and tab water. NURSERY There is a local nursery service, located in the pavilion 1 of the campus of Chamartín. The schedule is from 7:30 to 16:00 hours. There is an annual announcement to apply for a vacancy. OTHER INFORMATION OF INTEREST • ISCIII publishes a monthly Informative Bulletin with activities and news on the institution, accessible in INTRANET. • There is Plan of Social Action at the disposal of the ISCIII’s personnel, carried out through an annual announcement and also an annual announcement for grants for training, as an Internal training Plan, with a wide range of courses that are given within the own organism. • There are organized internal and external seminars and open scientific days to all the personnel of ISCIII. • Payroll advances can be requested, to reinstate monthly, for the official and labor personnel. 10
