Parte B. RESUMEN LIBRE DEL CURRÍCULUM
Professor in Applied Economics at Pompeu Fabra University and director of the Centre for
Research of Health and Economics at UPF. He has published over 200 articles most of them
in peer reviewed journals, has over 1773 citations and an h-index of 19 (Google Scholar). He
has been President of the International Health Economics Association (IHEA, 2007-2013) and
has also served as an expert advisor for the World Health Organization (WHO) on Health
Inequalities in the European Union. He is currently a member of the Governing Council of
the Bank of Spain and member of the Advisory Board of the Spanish Health Ministry and the
Catalan Government.
His research focuses on designing public interventions ensuring efficiency and equity (both,
intra and inter generations). He has a extensive trajectory on health-care public policies and
since the Long Term Care Bill was passed in Spain in 2006, his research has been focused on
the (un)intended effects of the LTC implementation policy. He is the PI of a project (MINECO
ECO2012-37496) that evaluates the effects on public financing of the non-linear benefit
system of Spanish LTC. His current research on LTC is based on administrative records of LTC
applicants exploiting the sharp discontinuities in benefits introduced by the policy.

He has taught at the University of Barcelona, and has been visiting scholar at the Institute of
Social and Economic Research (UK), University of Sussex and the Graduate School of
Business at Stanford University (USA).
Since June 1992 he is Professor of Economics at the Pompeu Fabra University of Barcelona.
He has been deputy rector of Economics and International Relations and Dean of the Faculty
of Economics and Business Administration of the same university between 2000 and 2004.
He is co-director of the Master of Public Management (UPF -UAB - EAPC) since 1998 and has
been of the Master of Health Economics & Policy of the Barcelona Graduate School of
Economics (Barcelona GSE).
His main research interests include the measurement of the efficiency of the public sector,
the changing role of the public sector in general (and in the health sector in particular), fiscal
balances, the financing of local government finances, health economics, dependency and
intergenerational balances.
