Dear Mr. Krishnan:
We bring to your attention serious information
about the Santa Clara de Uchunya Community
(SCUC) and their leader, Mr. Washington
Bolivar.
Hacemos de su conocimiento información
muy seria acerca de la Comunidad Santa
Clara de Uchunya (SCUC) y su líder, el Sr.
Washington Bolivar.
Please find attached news information from
the Peruvian publication Ahora, dated 16 May
2016, about Mr. Bolivar, which states that he
has been denounced by the village of Nuevo
Eden for the crimes of (i) coercion;
(ii) aggravated damages; (iii) illegal possession
of firearms; and (iv) causing endangerment.
Mr. Bolivar, accompanied by an armed group
of 30 people from SCUC, entered the
aforementioned village demanding that the
residents withdraw from their lands. After
verbally intimidating the villagers that have
lived in this village for 28 years and have
subsistence crops there, they proceeded to set
fire to the houses of two residents, burning all
their belongings. The news source is from one
of the most popular daily newspapers in the
region and in it graphic images can be seen
which leave little margin of doubt.
Adjuntamos información noticiosa del
periódico peruano Ahora, con fecha 16 de
Mayo de 2016, acerca del Sr. Bolivar, la cual
señala que ha sido denunciado por el caserío
Nuevo Eden por los delitos de (i) coacción, (ii)
daños agravados, (iii) tenencia ilegal de
armas y por (iv) el delito de producción del
peligro. El Sr. Bolivar en compañía de un
grupo de 30 de personas armadas de SCUC
entró al caserío antes mencionado exigiendo
a los pobladores que se retiren de sus
terrenos.
Después
de
amedrentar
verbalmente a los pobladores que viven en
este caserío desde hace 28 años y tienen
cultivos de subsistencia, procedieron a
prender fuego a la casa de dos de los
pobladores,
quemando
todas
sus
pertenencias. La fuente noticiosa es del
diario más popular de la región y en él se
pueden ver imágenes muy gráficas que dejan
muy poco margen a la duda.
This new denunciation has been added to a
previous denunciation for the crime of
Usurping Function of Authority for which the
Prosecutors have asked 7 years in prison for
Mr. Bolivar.
Esta nueva denuncia se suma a la denuncia
por los delitos de Usurpación de Funciones y
por la cual la Fiscalía ha pedido 7 años de
cárcel para el Sr. Bolivar.
Mr. Bolivar and SCUC are violent and
dangerous. RSPO should immediately disavow
and reject all claims by the SCUC.
El Sr. Bolivar y SCUC son violentos y
peligrosos. RSPO debería inmediatamente
desaprobar
y
rechazar
todas
las

reclamaciones por parte de SCUC.
RSPO’s support of SCUC is unwise and
dangerous to local communities in the area
and the society in general. They are obvious
agitators. RSPO’s support of SCUC and their
aggressive armed behavior may lead to
possibly fatal results in the future which would
have negative repercussions for the
organizations that are associating themselves
with Mr. Bolivar and SCUC
El apoyo de RSPO a SCUC es imprudente y
peligroso para las comunidades locales en la
zona y la sociedad en general. Ellos son
obviamente perturbadores. El apoyo de
RSPO a SCUC y su comportamiento agresivo
con armas de fuego podría tener resultados
fatales en el futuro las cuales repercutirían
negativamente en las organizaciones que
están asociándose con el Sr. Bolívar y SCUC.
Your organization should immediately cease its
correspondence and support of Mr. Bolivar
and SCUC and PUBLICLY DISTANCE YOUR
ORGANIZATION FROM THIS INDIVIDUAL and
COMMUNITY.

Bolívar y SCUC y DISTANCIAR PUBLICAMENTE
