ORDENANZA PARA CONVOCAR UNA ELECCIÓN EN LA CIUDAD DE
KATY, TEXAS, PARA EL DÍA 7 DE MAYO DE 2016 CON EL
PROPÓSITO DE ELEGIR A UN CONCEJAL GENÉRICO, DE ELEGIR
A UN CONCEJAL DEL DISTRITO A Y A UN CONCEJAL DEL
DISTRITO B; Y OTROS ASUNTOS RELACIONADOS CON DICHA
ELECCIÓN.
EN VISTA DE QUE, la Carta Orgánica de la Ciudad de Katy,
Texas,
dispone
que
se
debe
celebrar
anualmente
una
elección
regular para los funcionarios de la ciudad, y
EN VISTA DE QUE, la Carta Orgánica dispone que en los años

85.005(d), el Lugar de Votación Anticipada estará abierto desde
las 7:00 en punto a.m. hasta las 7:00 en punto p.m., los últimos
dos días del período de votación anticipada, a saber: lunes 2 de
mayo de 2016 y martes 3 de mayo de 2016.
La Secretaria de la Ciudad puede, mediante orden escrita,
designar a Suboficiales de Votación Anticipada Temporales entre
las personas que fungen como Asistentes de la Secretaria de la
Ciudad.
La votación anticipada de dicha elección será mediante
el Sistema de Votación Electrónico de Grabación Directa eSlate,
cuyo uso cumplirá con los requisitos del Código Electoral del
estado
de
Texas,
según
modificado,
y
las
boletas
tendrán
impresos los nombres de los candidatos que desean ocupar los
cargos respectivos, como sigue:

Sección 7.
Por medio de la presente se crea un Consejo de
Boletas de Votación Anticipada para procesar los resultados de
la votación anticipada según lo dispuesto en la Sección 87.001
del Código Electoral de Texas.
Por medio de la presente se
designa a David Minze, 6205 Franz Road, Katy, Texas 77493, para
fungir como Juez del Consejo de Boletas de Votación Anticipada y
designará entre los votantes calificados a dos personas para
oficiar
como
Anticipada.

Al Juez Presidente y a los miembros del Consejo de
Boletas de Votación Anticipada se les pagará la misma tarifa y
de la misma forma que a los demás jueces presidentes de esta
elección, salvo que dicho Juez y miembros del Consejo de Boletas
de Votación Anticipada tendrán derecho a un mínimo de tres (3)
horas sin importar el número de horas trabajadas.

(a) Todos los votantes debidamente calificados

ocupar en la elección regular de funcionarios convocada por la
presente, pueden comenzar a solicitar un lugar en la boleta el
miércoles 20 de enero de 2016.
El último día para presentar la
solicitud es el viernes 19 de febrero de 2016 a las 5:00 p.m. en
punto.
Sección 10. El aviso de dicha elección se dará mediante su
colocación y publicación de acuerdo con lo establecido en el
Código Electoral de Texas y la Carta Orgánica de la Ciudad de
Katy.
Sección 11. Cualquier candidato que reciba una mayoría de
los votos para el cargo para el cual dicha persona es candidato,
será elegido para dicho cargo.
En caso de haber un empate o si
ningún candidato recibe una mayoría de todos los votos para uno
o
más
de
los
respectivos
cargos,
el
Consejo
Municipal,
inmediatamente después de declarar los resultados oficiales de
la elección, emitirá una convocatoria para una elección final
para cada puesto en el que nadie se haya elegido, a celebrarse
después del vigésimo día y a más tardar el cuadragésimo quinto
día después de la fecha que se completen los resultados finales
de la elección.
En dicha elección final, se votará nuevamente
por los dos candidatos que en la elección precedente recibieron
el número más alto de votos para cada puesto al que nadie se
haya elegido, y el candidato que reciba la mayoría de los votos
para cada puesto en la elección final será elegido para dicho
puesto.
Sección 12. La
imprimirá
los
Secretaria
avisos
de
la

y

publicará
votación,

las
instrucciones y otros materiales e información de la elección,
incluidas las boletas en español, según lo requerido por la Ley
de
Derechos
de
Votación.
La
Secretaria
de
la
Ciudad

autorizada para emplear los servicios de personas calificadas
como traductores.

Sección 13. Por la presente se autoriza e instruye a la
