Consider Approval of the January 2014 Treasurers Report. B. Consider Approval of the Minutes of the January 14, 2014 Regular City Council Meeting. C. Consider and act upon an ordinance calling the May 10, 2014 General Election for the Election of Alderman Places 1, 4, and 5, including the authorization of the City Manager to Sign the Memorandum of Understanding with Bexar County Elections for the Conduct of the Election. Consider and act upon entering into a Memorandum of Understanding to confirm an increase of the CPS Energy franchise fee to 4.5% or participate in a Joint Capital Planning Process. V. Consider and act upon allocating up to $50,000 from the CIED Fund for a 25% matching grant for upgrading the City’s communication center and radio operations. VI. Consider and act upon an appeal from Angie Borras requesting to display other business names on a proposed on-premise digital sign at 2012 NW Military Hwy. VII. Consider Action Cancelling Ordinance No. 1100, Issued to Anne Marie Edgerton, Granting a Special Use Permit, for the Use of the Accessory Structure Located at 1900 NW Military Highway, for Balloon Sales and Shaved Ice Businesses. VIII. Conduct a Public Hearing and Consider the Recommendation of the Zoning Commission Regarding an Application for a Special Use Permit for a Variance to Allow an Accessory Structure for Storage to Remain Behind the Main Building Which is Being Operated as a Restaurant, Santos Café at 1005 Jackson Keller Road, Commercial Zoning Use in the G – General Business District, Gregorio C. Santos, Owner/Applicant. A. Open Public Hearing. B. Close Public Hearing. C. Consider Action Upon the Application and Recommendation of the Zoning Commission. IX. Announcements by the City Council. At this time, City Council may mention items of community interest on which no action will be taken such as: expressions of thanks, congratulations or condolence, information regarding holiday schedules, reminders of social, ceremonial, or community events organized or sponsored by the governing body or that was or will be attended by a member of the Castle Hills City Council or a City official. X. Citizens to be Heard on Non-Agenda Items. “Citizens to be Heard” is for the City Council to receive information from the public on issues that may be of concern to the public. Should a member of the public bring an item to the City Council for which the subject is not on the posted agenda of that meeting, the City Council may receive the information, but cannot act upon it at that meeting. The City Council may direct staff to contact the requestor for clarification. XI. Adjournment. The City Council reserves the right to retire into executive session whenever it is considered necessary and legally justified under the Texas Government Code, Subchapter D, Sections 551.071 et. seq. including, but not limited to, consultation with attorney, real property, prospective gifts, personnel matters, exclusion of witness, security devices, and economic development matters.
