El proyecto de investigación permitirá profundizar en la línea de investigación iniciada con la tesis doctoral defendida recientemente y valorada por unanimidad con la calificación de “sobresaliente cum laude” “Nueva York y Tokio. Historia de dos ciudades”, un estudio sistemático de las dos grandes ciudades desde el punto de vista de su genética, su temperatura y su movilidad urbanas. En esta ocasión y para la Ciudad de Nueva York, la cuarta línea de investigación será el agua. ! Las siguientes líneas y documentos gráficos forman parte de la investigación iniciada y que culminará con mi estancia en la Ciudad de Nueva York. This research work will allow to go in depth in the line of research initiated with my doctoral thesis recently defended and unanimously valued with the grade of “outstanding cum laude” “New York and Tokyo”. A tale of two cities”, a systematic study of both large cities from a perspective involving its genetic, its temperature and its urban mobility. On this occasion and for the City of New York, the fourth line of research will be the water. ! Y, sin embargo, mientras las fronteras remotas de esta isla son claramente visibles, uno siente que por mucho que se exploren sus extremos, nunca llegará a su fin, ...” (1) ! La historia urbana de la Ciudad de Nueva York, su nacimiento y su ocaso, está unida a un elemento básico: el agua. El agua fue la razón de su fundación, y el agua podría llegar a ser la causa de su desaparición... ! El agua es el fundamento de la vida urbana de esta ciudad, es el elemento que ha alimentado su crecimiento durante los 400 años de su existencia. Sólo por esta razón merece la máxima atención, y su más exhaustivo estudio. El agua como límite, muralla o frontera, o como lugar extremo de oportunidad es sin lugar a dudas el espacio donde descansa el futuro urbano de la Ciudad de Nueva York. Aunque, se trata de un futuro distópico e incierto si se cumplen las previsiones del aumento del nivel oceánico, fundamentadas en el cambio climático. ! El agua será el medio conductor de la investigación. y por su omnipresente presencia en la ciudad no sólo precisará de un amplio estudio de su influencia en su breve e intensa historia (en mi tesis doctoral ya se descubre como un elemento de presencia e influencia constante), sino también implicará dilucidar cual será el futuro de esta muralla dúctil y difusa. ! ! ! “If from the viewpoint located on top of the RCA building you take a quick look over the last walled city in the world, enclosed not by stone but by water, it feels like gazing to a finite territory. Water was the reason for its founding, and water could become the reason for its vanishing… ! Water is the basis of the urban life of this city, it is the element that have fed its growth for the 400 years of its existence. Just for that reason it deserves the highest attention, and its most thorough study. Water as boundary, wall or border, or as extreme opportunity place, is without doubt the space where the urban future of the City of New York rests on. Although, it comes to a dystonic and uncertain future, the estimate growth of the sea level, based in the climatic change. ! Water will be the unifying thread of the research, and by its omnipresence in the city will not only require a wide study of its influence in its brief and intense history (in my doctoral thesis its already discovered as an element of constant presence and influence), but also will imply to elucidate which will be the future of this malleable and dim wall. La retícula. Primero en Manhattan (1811) y paulatinamente en todo el territorio de la ciudad, las calles y avenidas fueron borrando el paisaje original de bosques y marismas. Pero la originalidad del sistema, ya utilizado en anteriores fundaciones, residía en su marcada dirección hacia el agua. Las decenas de retículas proyectadas en la ciudad, desde la primera en Manhattan en 1811 hasta la última en Queens cien años después, no se proyectaron como un sistema de parcelación isótropo de la tierra sino todo lo contrario; es un sistema claramente direccional que construye y dirige el 60% del espacio urbano formado por cientos de calles hacia el espejo de agua que rodea la ciudad. ! Sin duda, el agua modificó la forma de pensar el proyecto, y convirtió a Nueva York en una ciudad que fluye en todas direcciones, pero siempre hacia el agua. El ingeniero Samuel McElroy (2), nombre propio importante, llamó a esta singular manera de proceder con la retícula: “líneas naturales de movimiento”, una idea original tan clara e intensa que podría ser la decisión de proyecto más importante y original de todas las tomadas en Nueva York, y posiblemente de las que se tomarán. ! The intense presence of the water in the City of New York was not unperceived to those coordinator that chose the perfect system to distribute over the public and private property land. The grid. Doubtlessly, the water modified the way of thinking of the project, and transformed New York into a city that flows in every direction, but always towards the water. The engineer Samuel McElroy (2), important proper name, named this particular way of proceed with the reticle: “Natural lines of movement”, an original idea as clear and intense that could be the most important and original decision from all the decisions taken in New York, and possibly, of the ones that would be taken. 2. (Marco teórico y conceptual) Infraestructura verde (Literature review and Conceptual basis) En cuestión de 40 años (1924-1968), la ciudad de Nueva York sufre una transformación difícilmente comparable a cualquier otra ocurrida en el pasado, ni siquiera comparable al impacto de las vías elevadas de ferrocarril urbano a finales del siglo XIX, y probablemente no ocurrirá semejante inversión en infraestructura urbana en el futuro. ! Robert Moses (3) llevará a la práctica una idea brillante, fundir movilidad y naturaleza construyendo más de 500 kilómetros de víasparque en el área metropolitana de Nueva York hasta el comienzo de la segunda guerra mundial, y así será el brazo ejecutor del proyecto del Regional Plan for New York and Its Environs que imaginó Thomas Adams bajo el influjo perenne e intemporal de las ideas del gran Frederich Law Olmsted. ! Esta idea de considerar a una vía de comunicación una infraestructura de esparcimiento de la ciudad es cuanto menos inverosímil en la actualidad. Pero hasta los años 50 fue posible creer que las vías-parque eran circuitos para el disfrute de la conducción, que eran sinuosas pistas inmersas en frondosos bosques junto al agua en las que respirar aire fresco durante el viaje. A partir de los años 50 esta idílica idea se desvanece al comenzarse la ampliación sistemática de 2 a 6 carriles de las vías-parque de Nueva York. ! Este sencillo cambio transforma la infraestructura de esparcimiento en una impermeable infraestructura de comunicación. Y lo que parecía ser la solución al acceso al mar, se ha convertido en una muralla infranqueable en la actualidad aún sin resolver. Within 40 years (1924 – 1968), the city of New York suffers a transformation hardly comparable to any other that happened in the past, not even comparable to the impact of the elevated roads of urban railroad towards the end of the XIX century, and probably a similar inversion won’t happen again in the urban infrastructure in the future. ! Robert Moses (3) will put into practice a brilliant idea, to blend mobility and nature building more than 500 km of park roads in the metropolitan area of New York until the beginning of the Second World War, as the executing agency of the Regional Plan for New York and its Environs project that Thomas Adams imagined under the eternal and timeless influence of the ideas of the great Frederich Law Olmsted. ! The idea of considering the communication road as an infrastructure of scattering of the city is at least implausible at present. But until the 50s it was possible to believe that the park roads were routes for the enjoyment of driving, which were meandering paths absorbed into dense forests nearby the water in order to breathe fresh air during the journey. Since the 50s this idyllic idea dissipates at the beginning of the systematic enlargement from 2 to 6 lanes of the park roads of New York. ! This simple change transforms the infrastructure of scattering into an impermeable infrastructure of communication. And what it seemed to be the solution to the sea access, has become an impassable wall at present, yet unsolved. 3. Robert Moses (1888-1981). (Marco teórico y conceptual) (Literature review and Conceptual basis) Mentes brillantes Exceptional minds Siguiendo con esta breve visión histórica, el trabajo de investigación se deberá detener en ciertos momentos brillantes de la segunda mitad del siglo XX. Quizás este periodo sea el más prolífico y al mismo tiempo el más desconocido. Momentos brillantes protagonizados por mentes brillantes que imaginaron un nuevo espacio para la arquitectura. ! Mies van de Rohe será el primer arquitecto visionario que propondrá un nuevo límite para la ciudad; el espacio horizontal. El maestro, como siempre, será el faro que guíe a toda una generación de proyectos que tendrán como denominador común la construcción del límite mediante una plataforma horizontal de fuerte carácter urbano. Al proyecto de Battery Park de Mies (1957) le seguirán proyectos de gran potencia como las ideas de Paul Rudolph para la costa del bajo Manhattan (1965), las propuestas de Quennell Rothschild Associates para dotar de contenido a los muelles del East River (1991), las torres en el agua de Davis, Brody and Associates (1974) o el Hábitat de Moshe Safdie también en Manhattan, entre otros. ! Pero estos destellos serán tan brillantes como efímeros. Es cierto que una idea puede revolucionar toda una época, pero la complejidad de la ciudad no se resuelve con acciones puntuales, ni siquiera si esta proviene de una mente brillante. Continuing with this brief historical vision, the research work will stop in certain brilliant moments in the second half of the XX century. Perhaps this period will be the most prolific and at the same time, the most unknown. Brilliant moments leaded by exceptional minds that imagined a new space for the architecture. ! Mies van de Rohe will be the first visionary that suggested a new boundary for the city; the horizontal space. The master, as always, will be the lighthouse that guides a whole generation of projects that will have as the common denominator the construction of the boundary by means of a horizontal platform of a strong urban nature. The project of the Battery Park of Mies (1957) will be followed of great potential as the ideas of Paul Rudolph for the Downtown Manhattan (1965), the suggestions of Quennell Rothschild Associated to provide of content to the East River docks (1991), the towers in the water of David Brody and Associates (1974) or the Habitat of Moshe Safdie also in Manhattan, among others. < < Proyecto de edificios de apartamentos en Battery Park, 1957. It is true that an idea can stir up an entire period, but the complexity of the city cannot be solved with punctual actions, not even if this comes from an exceptional mind. Mies van der Rohe (Marco teórico y conceptual) (Literature review and Conceptual basis) El borde olvidado The forgotten edge A pesar de los destellos de algunos proyectos (la mayoría propuestas experimentales para la costa de Manhattan), la costa de la Ciudad de Nueva York, desde que Robert Moses encintara la ciudad con su sistema de parkways y expressways, ha sufrido un abandono proyectual hasta bien entrado el siglo XXI. Este abandono se ha debido fundamentalmente a dos factores. ! Desde 1960 hasta 1990 la actividad portuaria de la Ciudad de Nueva York sufrió un descenso del 75% en favor del puerto de New Jersey, mejor conectado con el interior del país y mejor preparado para las nuevas infraestructuras del transporte de contenedores. ! Y el segundo factor se ha debido a la gran superficie de suelo industrial impuesto por la nueva ley del Zoning de 1961, que designa 1/3 de suelo de la costa de la ciudad de categoría industrial (4). ! Industria desvalorizada e infraestructura dura rodean a la ciudad durante cuarenta años, aislando la ciudad y sus habitantes del elemento del que está compuesta, del agua. Aquí es donde comenzará el grueso de mi nueva investigación. El momento en el que los neoyorquinos deciden recuperar el uso y disfrute del agua. Este momento coincide con la publicación del primer plan específico para reactivar la costa de la ciudad en 1992 (5). Despite the glints of some projects (most of the experimental proposals for Manhattan Bay), the City of New York shore, since Robert Moses taped the city with his system of parkways and expressways, has suffered a project abandonment well into the XXI century. This abandonment was fundamentally due to two factors. ! Since 1960 until 1990 the port activity of the City of New York suffered a decline of the 75% in favor of the port of New Jersey, better connected with the inland and better prepared for the new infrastructures of container transport. ! And the second factor was due to the large surface of industrial land imposed by the new law of the Zoning of 1961, which designates a 1/3 of the coastal soil of the city of industrial category (4). ! A depreciated industry and a tough infrastructure enclose the city for forty years, isolating the city and its inhabitants of the element from which it is formed, the water. Here is where the majority of my research will start. The moment in which the New Yorkers decide to regain the use and enjoyment of the water. This moment coincides with the publication of the first specific plan to reactive the coastline of the city in 1992 (5). 4. El plan visiona una costa para el siglo XXI donde la ciudad comulgue con una verdadera ecología. Desde la publicación de este plan han pasado veinticuatro años, y esta investigación deberá alumbrar los resultados de sus principales objetivos: ! En primer lugar se propuso naturalizar la ciudad. Crear parques y espacios abiertos de uso público, restaurar el estuario y los humedales, y cuidar de ellos, y limpiar el agua para el uso de los habitantes. ! En segundo lugar, reparar la actividad marítima e industrial, y crear barrios de vivienda en convivencia con estos usos, y así crear una necesaria empatía funcional. Al mismo tiempo que propuso aumentar el aprovechamiento del suelo para construir un borde urbano más activo y denso. ! Y por último, hacer accesible al público la costa. Crear itinerarios peatonales y ciclistas en paralelo a la costa, y también conectar la línea de costa con ciudad adentro. ! Esta “ciudad biofílica” (6) del siglo XXI nada tiene que ver con la “ciudad sublime” del siglo XX. Ambas visiones son diametralmente opuestas, pues si el arte del proyecto en el pasado nos remite a un hábitat artificial creado por el pensamiento abstracto, en el futuro la ciudad deberá transformarse en un hábitat natural en conexión y equilibrio con el medioambiente. The plan illustrates a coastline for the XXI century in which the city share a reliable ecology. Since the publication of this plan twenty-four years have passed, and this research will have to illuminate the results of its main aims: ! In first place it was suggested to naturalize the city. To create parks and open space of public use, to restore the estuary and the wetlands, and to care for them and to clean the water for the use of the inhabitants. ! In second place, to repair the maritime and industrial activity, and to create neighborhoods of dwelling in cohabitation with these usages, and therefore to create a required functional empathy. At the same time that it was suggested to enlarge the exploitation of the soil to build more active and dense city outskirts. ! And finally, to make accessible the coastline to the public. To create pedestrian and cycling itineraries parallel to the coastline, and also to connect it with the inland city. ! This “biophilic city” (6) of the XXI century has nothing to see with the “sublime city” from the XX century. Both visions are diametrically contrary, yet the art of the project in the past abide us to an artificial habitat created by the abstract thinking, in the future the city will have to transform into a natural habitat in connection and balance with the environment. 6. “Ciudad biofílica” remite al término Biophilia, concepto elaborado por Edward O. Cada época construye mentalmente su propio escenario. El siglo XX urbano se caracterizará por la ruptura de la horizontalidad de la ciudad. ! El edificio Equitable construido en 1915, demostró la capacidad de la arquitectura para crear una gran masa vertical y miles de metros cuadrados de espacio habitable sobre una pequeña área de suelo (7). La posibilidad de romper la horizontalidad de la ciudad ya era real, y también era posible acumular un número ilimitado de habitantes en un área limitada de espacio. ! Es fascinante para un arquitecto el concepto de lo ilimitado, una idea que nos ha sugestionado desde entonces la imaginación. Pero lo ilimitado es parte del pasado; hoy debemos desarrollar nuestra capacidad proyectual en un mundo de recursos limitados, y prepararnos para pensar y proyectar en un futuro escenario muy distinto al que se imaginaba a principios del siglo XX. The vision of a “sublime city” already belongs to the past. Each period mentally builds its own setting. The urban XX century will be characterized by the horizontality breakdown of the city. ! The Equitable building, built in 1915, demonstrated the capacity of the architecture to create a vertical great mass and thousands of square meters of habitable space above a small soil area (7). The possibility of breaking the horizontality of the city was already real, and also it was possible to accumulate an unlimited number of inhabitants in a limited space area. ! It is certainly enthralling for an architect the concept of the unlimited, an idea that has suggested us since the imagination. But the unlimited is part of the past; nowadays we must develop our project capacity in a world of limited resources, and prepare ourselves to think and project in a future setting very different to the one imagined at the beginning of the XX century. 7. (Marco teórico y conceptual) (Literature review and Conceptual basis) Ciudad anti-desastre Anti-disaster city En 2012 el huracán Sandy (Categoría 1) destapó ese nuevo futuro escenario; la vulnerabilidad de la Ciudad de Nueva York. ! Durante varios días gran parte de la ciudad permaneció literalmente inundada. Esta poderosa circunstancia, que con toda seguridad será el mayor de los retos del proyecto futuro de Nueva York, obligará a repensar su linea de costa y protegerse del elemento que contribuyó a ser la gran ciudad que es: deberá protegerse del agua. ! Además, las previsiones apuntan a un posible escenario en 2100 con un aumento de un máximo de tres metros del nivel del agua en las costas de Nueva York. En Brooklyn, una de las áreas más vulnerables, desaparecerían 41km2 de tierra bajo las aguas, lo que afectaría a cerca de 150.000 viviendas. Tan sólo tres metros, hundiría bajo las aguas toda la costa de la Ciudad de Nueva York y New Jersey. ! Cómo afectará al proyecto de la Ciudad de Nueva York tal escenario apocalíptico será uno de los retos principales de esta investigación. Es ciertamente una paradoja que en sus cuatrocientos años de existencia haya dirigido sus lineas naturales de movimiento hacia el agua, y ahora sea un elemento del que debe protegerse. Nueva York se debe convertir en una ciudad anti-desastre. In 2013 the Hurricane Sandy (Category 1) revealed that new future setting; the vulnerability of the City of New York. ! For a few days a large part of the city remained literally flooded. This powerful circumstance, that firmly will be the greatest challenge of the future project of New York, will force to rethink its coastline and to protect itself from the element that contributed to become the massive city that it is: it must be protected from the water. ! Furthermore, the foresights point to a possible setting in 2100 with an enlargement of a maximum of three meters of the water level in the coastline of New York. In Brooklyn, one of the most vulnerable areas, 41 km2 of land would disappear under the water, which would affect near a 150.000 of the dwelling. Just three meters, would sink under the water the whole coastline of the City of New York and New Jersey. ! How it will affect to the project of the City of New York such apocalyptic setting will be one of the main challenges in this research. It is certainly a paradox that in its four hundred years of existence it has leaded its natural lines of movement towards the water, and now it is an element from which it must protect itself. Asistimos al nacimiento de una nueva era en el proyecto de las ciudades de la costa este americana, desde Boston hasta Houston. ! Ha nacido una nueva sensibilidad, una aproximación al proyecto más ambiental y ecológica que está inundando todas sus escalas: Se quiere responder a los desastres naturales con naturaleza. Construir y reconstruir espacios para la vida constituye la esencia de nuestro acto creativo; desde que el hombre fundara la primera ciudad, cualquiera que sea la tecnología de la que dispongamos, cualquiera que sea la sociedad a la pertenezcamos y cualquiera que sea la época en la que vivamos, las ciudades serán nuestro único hábitat posible. Famosa es la historia del bárbaro converso Droctulft que murió defendiendo a Roma; aquel mismo destino fue el de los jinetes mongoles que querían hacer de la China un infinito campo de pastoreo y luego envejecieron en las ciudades que habían anhelado destruir (10). ! Tal es el destino del hombre, las ciudades; y hacerlas habitables el más noble propósito del arquitecto. “Cities must serve to life and must be planned for life”.
