Le présent numéro explore le sujet complexe des systèmes de régime fonciers des ressources naturelles
et leurs répercussions pour l’agriculture, la sécurité alimentaire et la conservation de la nature en
Afrique. Il argumente que l’absence d’une compréhension claire des complexités et implications des
systèmes de régime fonciers des ressources naturelles en Afrique pose un enjeu de taille dans les efforts
pour réaliser un développement durable sur le continent.

Integrated fire management needed to tame fires
FAO is stressing the importance of integrated fire management following the release of the report on
the causes of Australia's 2009 Black Saturday fires. The Select Committee on Agricultural and Related
Industries that investigated the incidence of bushfires noted that the fire management voluntary
guidelines coordinated by FAO would be a good basis for a common approach to a national bushfire
policy.
Los bosques plantados ocupan 959.500 hectáreas
La Dirección General Forestal, el Ministerio de Ganadería, Agricultura y Pesca (MGAP) y la Organización
de Naciones Unidas para la Agricultura y la Alimentación (FAO), presentaron ayer los resultados de la
primera etapa del Inventario Nacional Forestal (INF). Este trabajo, surgido de un acuerdo entre ONU y el
MGAP, tiene por objeto construir una base de datos que permita un monitoreo continuo de la masa
forestal y su entorno, con la finalidad de ser utilizada como herramienta estratégica para evaluar la
conservación y el manejo sostenible de los bosques y diseñar las políticas a esos efectos.

Uruguay has a million hectares of planted forests, according to FAO survey

Rare 'fire tornado' filmed in Brazil

Wildfires continue to rage in Brazil
Firefighters continue to struggle to contain raging wildfires throughout Brazil. Following weeks of dry
weather, parched forests have erupted in flames. According to civil defense officials, rural areas in the
country's northern and central regions have been hit worst. Dry winds in the north have fanned the
flames, making the work of firefighters even more difficult.
Cameroon

Canada's vast oil sands operations are polluting the Athabasca River system, researchers said, in a report
that is bound to fuel the environmental battle over developing the resource.
China
China 'ignored' experts' landslide warnings
The devastating mud-slide in northwest China that killed more than 1,100 people was not a "natural"
disaster but the foreseeable consequence of the authorities' careless attitude toward the local
environment, experts have said.
China releases ten-year forest protection plan
China's State Forestry Administration (SFA) announced that the recently published "National Plan for the
Use and Protection of Forest Land (2010-2020)," had been passed, in principle, by the State Council. The
document outlines the department's ten-year program to expand and protect China's forests. Currently,
the area of forested land per capita in China is only 22% of the world's average.

Ecuador
Ecuador respalda crear fondo internacional para proteger bosques
Ecuador considera que las discusiones de las tesis a analizar en la próxima Cumbre de Cambio Climático
en Cancún, "están atascadas y no caminan hacia donde el país quiere", señaló la ministra de Ambiente,
Marcela Aguiñaga. En particular, la funcionaria declaró que el Gobierno ecuatoriano respalda

Yasuní, oro verde
Ecuador ha tomado una valerosa decisión ecológica. Se ha comprometido a no extraer petróleo en el
Parque Nacional de Yasuní; 982.000 hectáreas de su región amazónica, declaradas "zona intangible" o
sea: allí no se puede extraer petróleo, ni explotar otro tipo de minería; tampoco se permite la
colonización, la deforestación, la tala de árboles, ni ninguna actividad que pueda poner en peligro la
biodiversidad y las culturas étnicas de la zona.

Kenya
A parched land that yields only suffering
Salato Koshooi casts his eye over Esilange Oltepsei, a rare watering hole in the semi-arid grasslands that
surround the town of Kajiado, 60km south of Nairobi. Two years ago it went dry, forcing him and other
members of the Masai tribe to embark on a one-week trek to Nairobi National Park, where they hoped
to find a place to graze their livestock. Their journey ended in failure.

UML protests proposed change to forest act
CPN-UML has suggested to the prime minister not to make any amendments to the existing Forest Act
which curtails the rights and privileges enjoyed by forest user groups. The ruling party has pressed the
prime minister at a time when the Ministry for Forests and Soil Conservation (MoFSC) has said that the
user groups are misusing their rights and resorting to deforestation.
New Zealand
ETS changes help owners of forests
The Government has changed the emissions trading scheme rules, which will benefit owners of 1.5
million ha of exotic forest planted before 1990 - the cut-off date at which the Kyoto Protocol
acknowledges the carbon-absorbing role of trees.
Farmers told to make most of grants
Farmers thinking about planting trees should consider taking advantage of the Government's
Afforestation Grants Scheme , says Environment Southland land sustainability officer Nathan
