CARTA DEL MOVIMIENTO CRISTIANO LIBERACION (MCL)
En reunión celebrada en Madrid con varios ex prisioneros de
conciencia cubanos y con el Portavoz del Movimiento Cristiano
Liberación, el director para América del Servicio Europeo de Acción
Exterior, el sueco Christian Leffler manifestó su compromiso de
reunirse con la oposición dentro de cuba
Esa fue la petición concreta que le hizo el portavoz del MCL Regis
Iglesias, asi como tambien , reclamar el apoyo de la Union Europea a
la petición de referéndum ( Proyecto Varela) que decenas de miles
de cubanos ya han reclamado y aun lo continúan haciendo.
El MCL entrego al representante europeo una carta firmada por
miembros del MCL en España ( expisioneros, damas de blanco y
otros)
Excelentísima Baronesa Catherine Ashton :
En España, los miembros del Movimiento Cristiano Liberación,
organización pacifica que trabaja dentro y fuera de la isla por la
democratización de Cuba, nos dirigimos a usted considerando la
posición de compromiso con los derechos y libertades fundamentales
de la Unión Europea en cualquier parte del mundo y en particular en la
Republica de Cuba. En tal sentido le exponemos, entre otras, acciones
que entendemos deben realizarse para una correcta valoración de la
situación en cuanto a las libertades y derechos fundamentales del
pueblo de Cuba.
1) Desafortunadamente en los últimos meses funcionarios del equipo
de trabajo de la Alta Representante han contactado con el gobierno
cubano y no con la oposición democrática dentro de la isla. Esta
exclusión contradice la letra y el espíritu de la Posición Común Europea
que hasta la fecha está en vigor como política del bloque en su
relación con Cuba, según lo acordado por los ministros de exteriores
de la Unión en Octubre pasado; además, premia la política excluyente
del gobierno cubano con los demócratas de la isla. Consideramos que
intentar valorar las posibilidades de una bilateralidad entre la Unión y
el régimen de la isla, excluyendo a la oposición política de su legitimo
papel de interlocutor democrático, significa un retroceso en la actitud
de promoción y reconocimiento de la diversidad política en Cuba,
conforme a la Posición Común. Si la Alta Representante persiste en
considerar al Gobierno como único interlocutor, lamentablemente su
actitud servirá para reforzar la lógica excluyente y mono partidista del
régimen. La oposición política interna debe ser escuchada “in situ” por
el equipo de trabajo de la Alta comisionada y nadie fuera de Cuba
deberá hablar por ella.
2) La liberación de los presos políticos y de conciencia supeditadas a
subterfugios legales que permiten su regreso a prisión sin nuevos
procesos judiciales y el destierro de otros a España, nunca debe ser
interpretado como señales de democratización, sino como hechos que
si bien son en si mismos actos de justicia, son también consecuencias
del carácter totalitario y represivo del Gobierno contra opositores
pacíficos, el cual no ha variado. Valorar excesivamente lo antes
descrito conllevaría a caer en un círculo repetitivo cuyo único resultado
ha favorecido reiteradamente al gobierno de Cuba. Recordamos a la
Alta Representante que al día de hoy en Cuba se persigue y se hostiga
toda manifestación pacifica de inconformidad, y que mientras se
excarcela a muchos, otros tantos, esperan sentencia de un sistema
judicial que responde en un orden de no derecho.
3) La Unión Europea debe en todo momento reconocer el justo
derecho del pueblo de Cuba a decidir libremente su presente y futuro;
en este sentido, existe una demanda de referendo apoyada por más
del doble de los ciudadanos que se requiere en la ley cubana, a la cual
el gobierno nunca ha dado respuesta. Si la Unión mantiene su
compromiso solidario con los derechos y libertades del pueblo cubano,
la Alta Representante debe, reconocer e informar a los ministros de
exteriores comunitarios, la legitimidad de esta demanda y por tanto el
derecho del pueblo cubano a ser consultado en este referendo; así
mismo comentar la actitud del gobierno de no respetar las propias
leyes dictadas desde el poder. La realización de este referendo como
ejercicio supremo de soberanía y la implementación de sus resultados,
debe ser el punto de partida para considerar que existe voluntad
política del gobierno de Cuba hacia el respeto de las libertades y
derechos fundamentales del pueblo.
Agradecemos a la Alta Representante la atención a nuestras
sugerencias, al tiempo que le deseamos éxitos a sus
labores reiterándole nuestro compromiso con las libertades y
derechos fundamentales para todos los cubanos.

Most Excellent Baroness Catherine Ashton:
In Spain, the members of the Christian Liberation Movement,
a peaceful organization that works within and outside of the island for
the democratization of Cuba, direct ourselves to you, considering the
commitment of the European Union to fundamental rights and
freedoms in every part of the world, and especially in the Republic of
Cuba. To that effect, we expound to you, among others, those actions
that we believe should be undertaken for a correct assessment of the
situation of freedoms and fundamental rights of the Cuban people.
1) Unfortunately, in recent months officials of the working team of
the High Representative have contacted the Cuban government rather
than the democratic opposition within the island. This exclusion
contradicts the letter and the spirit of the European Common Position,
which to date, is the bloc’s policy in its relations with Cuba, as agreed
by foreign ministers of the Union last October; in addition, it rewards
the government’s exclusionary policy towards democrats on the island.
We believe that to seek to assess the possibilities of a bilateral
relationship between the Union and the island’s regime, excluding the
political opposition acting in its legitimate role of democratic
interlocutor, signifies a regression in the attitude of promoting and
recognizing the political diversity of Cuba, in accordance with the
Common Position. If the High Representative continues to consider the
Government as the sole interlocutor, unfortunately such an attitude
will reinforce the exclusive and one-party attitude of the regime. The
internal political opposition should be heard in situ by the High
Commissioner’s working team and no one outside of Cuba should
speak for the opposition.
2) The liberation of political prisoners and prisoners of conscience
subject to legal loopholes which allow their re-imprisonment without
new judicial processes, and the exile of others to Spain, should never
be interpreted as signs of democratization, but rather as actions
which, if they are to be considered acts of justice, must also be
considered consequences of the totalitarian and repressive attitude of
the Government towards peaceful opposition, which has not changed.
To overvalue the abovementioned occurrence would lead to falling into
a repetitive cycle, the only result of which would be to repeatedly favor
the Cuban government. We remind the High Representative that to
this day in Cuba any peaceful demonstration of nonconformity is
persecuted and harassed, and while many are released, many others
await sentencing from a judicial system that responds in an order of
lawlessness.
3)
The European Union must at all times recognize the just right
of the Cuban people to freely decide their present and future;
as such, there exists a demand for a referendum supported by
more than double the number of citizens required by Cuban
law, to which the government has never offered a response. If
the Union continues its commitment of solidarity with the
rights and freedoms of the Cuban people, the High
Representative should recognize and inform the EU foreign
ministers of the legitimacy of this demand, as well as the right
of the Cuban people to be consulted in this referendum; in
addition, the Representative should comment on the attitude
of the government of not respecting its own laws, as dictated
by the Executive. The realization of this referendum as a
supreme exercise in sovereignty and the implementation of its
results, should be the starting point for considering that a
political will exists within the Cuban government toward the
respect for the freedoms and fundamental rights of the people.
We thank the High Representative for the attention given to our
suggestions, at the same time that we with you success in your
efforts, reiterating our commitment to fundamental rights and
freedoms for all Cubans.
