Oleadas de tormenta son inundaciones de agua de mar que pasan por zonas de la costa, donde ataca el ojo del huracán, destruyendo casas y edificaciones a su paso. La mayoría de las muertes como resultado directo de huracanes, son causadas por ahogos en inundaciones. Los huracanes se categorizan en una escala del 1 al 5, dependiendo de las fuerzas de los vientos. Las oleadas pueden alcanzar 7 piés por encima del nivel del mar en huracanes de categoría 1, hasta más de 28 piés por encima del nivel del mar en un huracán de categoría 5. Dependiendo del recorrido y la fuerza de la amenaza del huracán, autoridades locales pueden ordenar uno de cindo niveles de evacuación. Estos se llaman niveles de evacuación A, B, C, D y E (ver leyenda). Estos niveles corresponden a las inundaciones, las cuales son comunes en las 5 categorías de huracanes.
