EL MONTE POLICE DEPARTMENT
The City of El Monte and the El Monte Police Department are very concerned about the safety of the drivers,
pedestrians and bicyclists in our community. The recent popularity of vehicles such as Pocket Bikes and
Motorized Scooters has created some concern for the safety of those who ride and share the roadways with them.
The El Monte Police Department’s goal is to educate the public with regard to safety and the laws governing the
use of these vehicles.
POCKET BIKES: “Motor-driven cycle” with a motor that displaces less than 150 cubic centimeters.

Pocket Bikes are subject to all of the rules and laws that govern motorcycles ( helmet law, a valid Class
M1 Driver’s License, proof of insurance and DMV registration)
Pocket Bikes cannot be registered by DMV to be driven on any public street, sidewalk or off-street
parking lots.
MOTORIZED SCOOTERS: A device with wheels that has handlebars, and is designed to be stood or
sat on by the operator, and is powered by an electric or gas motor.

Motorized scooters are subject to all rules of the road.
Exempt from having to obtain any DMV registration, or proof of insurance.
The operator of a motorized scooter must have a valid California drivers license or a learners permit
Shall wear a properly fitted and fastened bicycle helmet.
Shall be operated on a highway as close as practical to the right edge of the roadway, at a speed of less
than 15 mph, only on roads with 25 miles per hour zones, unless operated within a marked bicycle lane.
Shall not be driven upon any sidewalks.
The operator must keep at least one hand on the handlebars at all times and the operator may not carry
any passengers. Handlebars may not be elevated so that the operator must raise his or her hands above
the level of his or her shoulders in order to grasp the normal steering grip area.
The operator of a motorized scooter shall not attach the scooter, himself or herself to any other vehicle
while on the highway.
The operator shall not leave a motorized scooter lying on its side on any sidewalk, or park a motorized
scooter on a sidewalk in any other position, so that there is not an adequate path for pedestrian traffic.
Motorized scooters must be equipped with a brake that will enable the operator to make a braked wheel
skid on dry, level, clean pavement.
Operating during darkness, the motorized scooter or operator must be equipped with a white headlamp
visible from a distance of 300 feet in front, red reflector or reflectorized material visible from a distance
of 500 feet to the rear. The motorized scooter must be equipped with white or yellow reflectors on each
side visible from a distance of 200 feet.

La ciudad de El Monte y el Departamento de Policía de El Monte están muy preocupados por la
seguridad de los conductores, peatones y ciclistas en nuestra comunidad. La reciente popularidad de
vehículos tales como Pocket Bikes y Scooters Motorizadas han creado preocupación por la seguridad de
quienes las manejan y comparten los caminos. La meta del Departamento de Policía de El Monte es de
educar al público referente a la seguridad y las leyes que gobierna el uso de esos vehículos.
POCKET BIKES: “Mini-Motocicleta con Motor” con un motor que se desplaza en menos de 150
centímetros cúbicos.
• Las Pocket Bikes están sujetas a todas las reglas y leyes que gobiernan a las motocicletas (ley
de cascos, Licencia de Conducir válida, Clase M1, comprobante de seguro y registro del DMV)
• Las Pocket Bikes no pueden ser registradas por el DMV para ser conducidas en la vía pública,
banquetas o estacionamientos.
SCOOTERS MOTORIZADAS: un aparato con ruedas, manubrios y está diseñado para que el
operador vaya parado o sentado y tiene potencia por un motor eléctrico o de gasolina.
• Todas las scooters motorizadas están sujetas a todas las reglas de los caminos.
• Está exenta de cualquier forma de licencia de manejar, registro del DMV, o comprobante de
seguro. El operador debe de tener una licencia de manejar o permiso para y debe usar un
casco para bicicletas que le quede apropiadamente bien.
• Deberá ser operado lo mas cerca posible al lado derecho del camino, a una velocidad menor de
15 mph, únicamente en caminos con zonas de 25 mph, a menos que sean manejadas dentro del
carril marcado para bicicletas.
• No deberán manejarse en las banquetas.
• El operador debe tener por lo menos una mano en el manubrio todo el tiempo y no debe llevar
pasajeros. El manubrio no debe estar elevado, el operador debe subir sus manos al nivel de sus
hombros para agarrarse del manubrio.
• El operador no debe atarse el mismo u otro vehículo a una scooter motorizada mientras esté en
el camino.
• El operador no debe dejar tirada la scooter motorizada en la banqueta, o estacionarla en
ninguna otra posición, ya que no hay otro camino apropiado para los peatones.
• Las scooters motorizadas deben estar equipadas con un freno que le permita al operador frenar
en un pavimento seco, nivelado y limpio.
• Si maneja en la oscuridad, la scooter motorizada o el operador debe estar equipado con una luz
en el frente que sea visible a una distancia de 300 pies y por detrás con un reflector rojo o
material fosforescente que sea visible a una distancia de 500 pies. La scooter motorizada debe
estar equipada con reflectores blancos o amarillos a cada lado que sean visibles a una distancia
de 200 pies.
