Airplane noise
I would like to offer a qualitative description of how airplane traffic noise affects my life.
I have lived in the Ventura area of Palo Alto since 2011 (and in College Terrace since 1997, where I was under
a flight path but planes flew much higher and much less frequently). I live about 350 feet from the Cal Train
tracks. Until last year the main noise disruption was from the train, which passes from 2 to over 8 times an
hour, of which I was aware when I moved to the area. When I moved to my current address I very much
enjoyed the quiet and peacefulness. Since NextGen I am constantly disturbed by airplane noise, mostly to SFO
(two separate flight paths from the south, plus oceanic arrivals, and arrivals from the north (Canada, Portland,
Seattle) that loop south and approach SFO from there). I am also occasionally disturbed by air traffic coming
and going to SJC and Oakland, and other small airports (Palo Alto, San Carlos).
The following points refer to SFO air traffic.
 In a few short months I became able to identify by sound the type of aircraft, approximate speed and
altitude (something I knew nothing about and was at first bewildered about how one could manually enter a
flight complaint from such data);
 Filing complaints has become a full-time job, and I still can’t report every flight. It would be easier to log
the time without any noise. It is not uncommon for me to log over 100 complaints over a few hours in one day,
and I am constantly interrupted from activities of daily life (e.g., cooking, cleaning, reading, conversing);
 The noise has a long duration, average 90 seconds. I hear the planes rumbling over the Santa Cruz
Mountains, then the noise grows as the planes pass overhead, and continues to trail off until the planes are over
the Bay. This results in nearly non-stop noise;
 Planes fly below 4000 feet multiple times a day (per my complaints filed through
http://complaints.serfr1.org/);
 Noise on the ground outside is much LESS than it is in my second-floor apartment. I live in a dense
apartment area, and the sound reverberates off neighboring complexes. It is imperative that actual
measurements of noise be taken instead of relying on mathematical modeling;
 The plane noise is, more often than not, louder than Cal Train and freight trains that pass by blowing their
horns (I live near one of the crossings where a number of people have taken their lives);

When I take a shower I feel like I’m in an airport hotel; I live 30 miles from SFO;
 I live in a constant state of stress because of the noise. This impacts not only my general quality of life, but
also my ability to deal with my adult daughter who has severe emotional disability;
 I support the comments of all the Community Based Airplane Noise Groups’ Presentations to the Select
Committee in Response to FAA Feasibility Study on June 29, 2016 at the Mountain View Center for the
Performing Arts, where I listened from the lobby because there was an outraged overflow crowd.
Please continue your efforts to remedy this situation. Thank you.

Airplane noise
On Wednesday June 29th we attended the airplane noise meeting of the commission chaired by Joe Simitian in Mountain View. The theater holds 600 people and it was full with an overflow crowd in the lobby watching on video monitors. We were surprised that there were no officials from Palo Alto present, although other alternate members of the commission were introduced and the mayor of Mountain View spoke as one of 100 or so members of the public who spoke about the problem. Perhaps we missed seeing any Palo Alto officials who were at this very important hearing. Please do something about this. This airplane noise situation worsened significantly during the past 18 months. It feels more like being next to an airforce base without the nice planes ‐:) And the planes are coming in one after another in a very tight corridor. Frankly reg/ el camino noise levels, I am with you as well. We live about one block away from el camino and I
have to say for us #1 right now is airplane noise, #2 is Caltrain noise and #3 is noise from el camino
But I am sure these noise perceptions vary with the location within the neighborhood;
And sadly the elcamino noise issue will only get worse when they make a highway out of page mill (widening it
to 3 lanes) which is a project coming down the line and when our city will continue to approve more large scale
commercial projects along el Camino.... All of this will suck in more traffic and we see the consequences
already in traffic jams all over the place, increased noise and pollution ( where are our environmentalists please
of our green city!?), as well as overflow parking into residential neighborhoods.

Please give these plans a strong support as Castilleja is one of the most recognized schools in the country for it's academic excellence, diversity of enrollment, opportunities for the girls to give community service, travel abroad, and unparalleled preparation for a meaningful contribution beyond high school. Since my grand daughter attended Castilleja and my daughter‐in‐law has been on Staff there for 20 years, my husband Jim and I were able to experience the school many times. Dear Council members,
As a long time resident of Palo Alto and having raised my two children
here, I am writing to lend my support to the CUP Castilleja has proposed.
We are a community that values education and I believe it is important
that we have multiple options for learning. I believe strongly in public
education. I sent my children to Ohlone and Paly. However, I also know
the value of an independent school education. I am supporting Castilleja
for the girls in our community that need the kind of educational
environment that Casti has to offer. As the former Director of Admission
at The Girls' Middle School, I see Castilleja as more than one of the best
elite independent girls school in the country. I see it as a much needed
option for many adolescent girls.
Palo Alto has grown and I encourage you to please allow the valuable
experience of a Castilleja education to many more girls who need it.

A little further still, the bike lane become very narrow: bicyclists have the choice between using the right lane, or the footand-a-half of bike lane squeezed between the right lane and the part for water runoff. Moreover, there is a crack on the
right side of the bike lane, which renders it treacherous to narrow bike tires.

I am writing to advise that I believe the recently updated EIR's for Menlo Park’s Facebook
Expansion and General Plan fail to consider the impact of growth on adjacent residential
areas. Your plan calls for considering the impact of increased traffic at specified
intersections but, as a resident of Middlefield Road in Palo Alto near the Menlo Park
border, I can confirm that our street is already over capacity at both morning and
afternoon peak traffic times. This overuse brings congestion, pollution and safety issues.
Additional development will only extend these issues for more hours each day and
increase the already high accident rate.
Looking at performance of intersections does not consider the traffic that is backed up
and idling in front of our homes for hours each workday. Idling traffic delivers increased
pollution to our homes, makes exiting our driveways almost impossible and reduces crossstreet visibility resulting in a record number of accidents in the four blocks of Middlefield
between the Menlo Park border and University Avenue in Palo Alto.
Traffic delays at intersections impact drivers for perhaps 3 to 5 minutes. Backed up traffic
on residential streets impacts residents for hours each day and makes our sidewalks a
dangerous place to bike or walk. (see photos in attachment)
You need to study and consider the impacts of increased vehicles traffic on
residential streets that will see increased use, including both Middlefield Road and
University Avenue. These streets are designated residential arterials and already bear a
heavy burden from overuse.
Attached please find a summary of the issues we endure on Middlefield Road in Palo Alto
between University Avenue and the San Francisquito bridge. The accident totals are taken
from CHP data.The accident photos are taken by residents who are begging the City of
Palo Alto to improve conditions on Middlefield.
It is critical that you understand that many accidents send cars crashing onto our
sidewalks and even front yards (see photos in report). It is only a matter of time before a
pedestrian or bicyclist is seriously injured because of a traffic accident. Children, families

and elderly residents use these sidealks on a daily basis. Increasing their risk for injury is
not acceptable.
NOTE: Our observations indicates that approximately 50% of all accidents on our street
are reported to the CHP, so even though the number of accidents is high, it understates
the real volume of accidents that occur, perhaps by at much as double.
We must do a better job of studying all the impacts of increased development and traffic
on our already overburdened infrastructure.

The Middlefield North Neighborhood has organized to demand Palo Alto
take action to address serious safety concerns. A petition was presented to
the city in May 2016 requesting the implementation of a road diet to
address the high accident rate, speeding, congestion, pedestrian &
bicyclist safety and neighborhood quality of life.
PETITION TO RECONFIGURE MIDDLEFIELD ROAD NORTH
(FROM UNIVERSITY AVENUE TO THE MENLO PARK BORDER)

WHEREAS
No other residential street in Palo Alto has four narrow lanes
with no parking, no bike lanes or a comparable accident rate
WHEREAS
Middlefield North endures a high volume of accidents, the highest for any 4 contiguous blocks in
Palo Alto (6 accidents documented in April 2016)
WHEREAS
Middlefield suffers from commute hour congestion for many hours
each workday
WHEREAS
At non-commute hours, more than 90% of cars exceed the
25MPH speed Limit, some exceeding 50MPH
WHEREAS
Hours of backed-up traffic on Middlefield pollutes our neighborhood and
makes it almost impossible for residents to safely enter or exit their
driveways
Pedestrians and bicyclists are endangered by the many accidents
that send cars crashing onto our sidewalks and yards
WHEREAS

Middlefield residents have made the City of Palo Alto aware of these dangers for years and the City of
Palo Alto has made no significant improvements
The residents of Middlefield Road North hereby request that the City of Palo Alto implement a PILOT ROAD
DIET (lane reductions) on Middlefield Road from University Avenue to the Menlo Park border in order to:
- Reduce the number of accidents
- Increase safety for pedestrians and bicyclists
- Increase traffic compliance with the speed limit
- Improve traffic flow
- Improve safety of driveway access
- Improve the Quality of Life for residents
ACCIDENT DATA
! The four blocks on Middlefield between University Avenue and Menlo Park
have the highest proportionate accident rate in Palo Alto. In April 2016 we
documented 6 accidents in a single block between Hawthorne and
Everett. The average number of accidents reported to the CHP is about
24/year, but we believe that as many as half of all accidents go
unreported.
! In April 2016 residents documented 6 accidents within the block
between Hawthorne and Everett. The police were called for 3 of the 6
accidents.
! On May 13, 2016 residents documented two accidents in one hour at
Middlefield and Everett.

SPEEDING DATA
Palo Alto data from 2013 shows that 85% of drivers exceed the 25 MPH speed limit.
Not only does speed increase the risk of accidents, it also increases the likeliehood that
accidents will crash onto sidewalks and front lawns – see photos below.
The Palo Alto Police Department (PAPD) has told residents that enforcing the speed
limit and turn resttricitons on Middlefield is both difficult and dangerous for offices. The
fact the is understaffed means that enforcement on any given road section is infrequent
at best.
TRAFFIC VOLUME
Middlefield is designated a resideential arterial and so carries an extra burden of traffic.
But unchecked commercial growth in the downtaon business district has resulted
inhours of congested (i.e. stopped) traffic a peak commute times. Four lanes of backedup traffic means more pollution, reduced visibility for drivers or pedestrians trying to
cross Middlefield, and makes it dangerous to impossible for residents to back from their
driveways.
ROAD CONFIGURATION
Middlefield has four narrow traffic lanes, each approximately 10 feet wide, until is
reaches the bridge over the San Francisquito Creek where one north-bound lane drops.
This configuration causes/exacerbates two different problems:
! At peak travel times, 2 lanes of traffic is backed up in each direction causing
more pollution and reducing visibiulty as described abiove.
! At non-peak travel times, northbound cars race to get ahead before the lane
drop, with speeds frequently exceeding 45MPH (in a 25MPH zone).
The narrow lanes also create a problem for large vehicles, like the A.C. Transit buses,
which travel on Middlefield every hour at peak travel times. The buses are 8.5 feet wide
(not counting two 12 inch mirrors) and cannot navigate the curve at the norht en of
Middlefielsd or the turn at the Lytton signal onto Middfield. The buses must occupy two
lanes and frequenlty maintain this position for the four blocks.
Compare the configuration of Middlefield with neighboring residential arterial University
Avenue.
Univeristy is 4 feet wider than Middlefield and, in theory, can handle more traffic. But
University is configured with bike lanes and parking lanes, making it feel more
residential than Middlefield and increasing compliance with the 25MPH speed limit.
University also has a much lower accident rate than Middlefield, due at least in part to
the better visibilty the two lanes provide.

Today's LA Times carries a story about a jury that found the City of Los Angeles 95% liable for a fatal traffic
collision,
and awarded the plaintiffs 23.7 million dollars. From the article: "...residents of northwest San Pedro had
complained for years
about the blind corner at Summerland and Cabrillo avenues but the city was 'not responsive'."
The next accident could easily kill one of the residents cc'd in this message. The sidewalk in John's picture is
one that I walk on pretty much every day.
Maybe the person who gets killed next time will be me.
Please do something about this problem now.

We should mark this spot on the sidewalk with an X as it must be the most dangerous sidewalk
location in all of Palo Alto. If you have not seen all the photos of accidents at this very spot, let
me know and I will send you an album.
A pedestrian with unlucky timing would have been killed if present at the time of the
accident. I live on this block and, along with my neighbors, remain fearful about simply
walking on our sidewalk.
This is not normal.
This is not a status anyone should have to live with.
These accidents will one day seriously injure a pedestrian or bicyclist.
Residents have been asking the city for action for over 2.5 years.
Please get engaged with us in developing solutions that will make Middlefield North safety for
everyone and return some semblance of a residential neighborhood to residents.

Middlefied has become even more gridlocked now that Menlo Park has banned right turns on red at
Willow. How about working with other communities since
the roads don't end at our borders and problems simply get pushed down the road -- ie Middefield.
Usually in summer traffic becomes lighter since school is out and we on Middlefield don't have to cope with all
the school pickup and dropoff traffic. But not
this year. Still how about spending the money on something useful -- like SCHOOL BUSES and improved
SHUTTLE SCHEDULES -- since school traffic contributezs
to the gridlock in our area.
Here's one of my comments which references the meeting where Mr, Mello tried to force bike lanes onto us
even though the plan had
been roundly rejected 10 or 15 years ago when t5raffic and was so much lighter and drivers and residents
weren't nearly as frustrated as they are now.
Fortunately, the opposition was so unanimous from residents, school bike coordinators and others that the plan
was dropped. But at the time we got a hint of Mr. Mello's plans and many of us wrote to him opposing the plan
to narrow the lanes and other aspects of the plans which have been ignored.

It's ridiculously obvious that Mr. Mello is pursuing his own expensive vision rather than that of
the residents who attended the last meeting about the "redesign" of Middlefield. Why do we
bother spending money on "community outreach" when our highly paid officials ignore our
feedback and pursue their own vision that ignores OUR reality??
We told him the street was already too narrow. We told him that the time window for being
about to get in and out of our driveways was narrowing because of the cars gridlocked for
blocks. We told him that the buses rarely stay in their own lanes. We told him the buses NEVER
yield to let us out of our driveways even when they'll be stuck at the same traffic light anyway.

We've begged him to work with the schools on SCHOOL BUSES and to fix the shuttle timing to
reduce the gridlock from parents dropping off and picking up their kids.
We've told him and told him about how frustrated drivers backed up interminably at the
Embarcadero light are forming their OWN lanes yet Mr. Mello continues to ignore our pleas to
fix the traffic light timing.
We've had TWO cars parked in front of our house hit by distracted drivers in broad daylight.
About a month ago I was almost run down putting out the trash cans one evening by a frustrated
driver trying to speed up to the light.
Fixing the traffic light timing would be a LOT more useful and a LOT less costly than the
grandiose plans described here. Putting up more signage and painting the streets different colors
will only contribute to the confusion and ugliness that's becoming Palo Alto.

Support for Castilleja
Dear City Council members, I am writing to you in support of Castilleja School's plans for the future. As a long‐time resident of Palo Alto and a veteran PAUSD teacher, I believe Castilleja is acting in good faith by working very hard on plans to minimize impact on its neighbors. My niece attended Castilleja, and I have had many former students attend as well, but I would love to see more girls have the opportunity through the school's plan to increase enrollment and revitalize its facilities. Castilleja is a very important part of Palo Alto's history and unique in its vision of education of girls and young women. It is said that we live in a wonderful city, and what has recently occurred is a PERFECT
EXAMPLE! THANK YOU, COUNCIL MEMBERS and MR. KEENE!
When I first wrote to you less than a week ago, then received a response about the
eyesore at the Midas property, I was very hopeful that something would be done by the
end of summer. Imagine my delighted surprise this afternoon (about 2:45 p.m.) when I
left to run errands! -- The property has been CLEANED, AND it looked as if a worker was
finishing the job!--Such a positive example of how our city wheels "turn". MANY THANKS
to all of you, who were responsible in allowing this happen (ESPECIALLY TOM DuBOIS

Traffic slowing at the high school cut - through on Georgia Avenue
Congratulations on taking the best action on the Maybell Avenue project. A fitting sequel would be to take traffic slowing actions on the block of Georgia where students from the high school and Terman enter and leave Bol Park. The two speed limit signs at either end of the block are completely ineffectual. This problem is worsened by the cut‐through traffic from Arastradero and the hot‐rod driving habits of teenagers. The simple solution would be to mark and prominently sign a crosswalk across Georgia at the cut‐through, raise the road in a hump a few inches high and as wide as the crosswalk, and cross‐hatch the raised crosswalk. I had been told the citizens advising you on the Atastradero project would address this problem, but they called me after the fact to say they failed to do so. Trucks on Page Mill Rd
Council Members: CPA is responsible for maintaining much of Page Mill Rd. In fact, city crews were repaving/patching this road yesterday, 29 June, when I rode down it. I assume that CPA can also regulate traffic on this road. Certainly, this is true of streets in the city proper. As I was riding up Page Mill yesterday AM, I pulled over across from the Purissima Hills Water District tank (just above Moody Rd) to fix a minor mechanical problem. A large semi‐truck passed me carrying a load of lumber that could've easily been placed on a smaller truck. This truck had a large upward projection, probably some kind of crane. I started riding immediately after it passed. It was consistently driving left of the double yellow lines, probably because it too large to fit entirely in the upward lane. I see nothing in CVC section 21460 that exempts trucks simply because they are too big. A few hundred yards later, the truck knocked a large limb off a tree. it fell lengthwise in the middle of the road, mostly blocking both lanes. Fortunately, 1) this was on a straight section of road and 2) I came by in < 60 seconds and managed to pull it off to the side. However, if this branch had been on a down hill turn, it could've caused a crash that would've seriously injured or killed a cyclist, such as myself. Time to restrict truck traffic on Page Mill Rd. - The discovery of TCE west of California Ave. potentially casts doubt upon the accuracy of Stanford's and
DTSC's contaminant analysis and mitigation plans – that the contamination has moved faster and farther than
their modeling predicts, putting their on-site safety predictions in question. This presumes that TCE in College
Terrace side originated from the project's side, a reasonable working assumption and one that the representative
from DTSC felt was readily verifiable.
If the neighborhood's TCE proves to have origins outside of Stanford's site, then its existance may be of little
significance to the proposed development unless contamination from this or other previously unidentified
sources could migrate to the project location (the former research nuclear reactor off Stanford Ave. and Nixon
School come to mind, and there could be others). However if the source proves to be within the project, further
study to refine their model and mitigation plans would be indicated.
- I feel the Council's motion to require inclusion of under slab ventilation is sound as it will proved both
assurance to future residents and insurance against potentially much greater mitigation expenses should
Stanford's “tensioned slab” and vapor barrier solution prove inadequate over time. Such a system also might
facilitate the monitoring of vapor concentrations directly under the homes.

How do you know where a terminal or pipeline is located...
Each of our terminals has a perimeter fence. Shell terminal emergency contact information is located at the
terminal entrance . Since pipelines are buried underground, line markers, like the ones shown in the box to the
right, are used to indicate the approximate route and general location of the pipeline. Markers should not be
relied upon to indicate the exact position, depth or amount of cover over the pipeline . Pipelines oftentimes do
not follow a straight route between markers and can also have various depth profiles as they cross tracts of land.
Contact Shell if you wish to know where the pipeline is located . Do not disturb or remove the markers. Willful
removal or dam.age of the markers is a Federal offense and subject to a fine or imprisonment.
The markers can be found along the pipeline route or where a pipeline intersects a street, highway, waterway or
railway. The markers display important information such as the material transported in the line, the name of the
pipeline operator, and a telephone number where the operator can be reached in the event of an emergency.
• Pipelines may carry both gaseous and liquid materials under high pressure.
• Many liquids form gaseous vapor clouds when released into the air.
• Some gases are lighter than air and will rise.
• Other heavier-than-air gases and liquids, like gasoline, will stay near the ground and collect in low spots.
• All petroleum gases and liquids are flammable.
• Any terminal or pipeline leak can be potentially dangerous.

If you are a public or emergency official...
You know to take whatever steps you deem necessary to safeguard the public in the event of a terminal or
pipeline emergency. The following suggestions are offered as a guide:
• Secure the area around the leak to a safe distance. This could include the evacuation of people from
homes, businesses, schools, and other locations, as well as the erection of barricades to control access to
the emergency site and similar precautions.
• If the terminal or pipeline is not burning, take steps to prevent ignition. This includes prohibiting smoking,
rerouting traffic and shutting off the electricity.
• If the terminal or pipeline is burning, try to prevent the spread of fire but do not attempt to extinguish it.
Burning petroleum products will not explode. If the fire is extinguished, gas or vapor will collect and could
be reignited by secondary flames .
• Contact the terminal or pipeline operator as quickly as possible. Terminal and pipeline marker signs show
the company's name and emergency telephone number.
What actions will Shell take during an emergency...
We will immediately dispatch personnel to the site to help handle the emergency and to provide information
to public safety officials to aid in the response to the emergency. At the same time, we will take the necessary
operating actions - such as closing and opening valves and similar steps - to minimize the impact of the leak.
Public safety personnel and others unfamiliar with the pipeline should not attempt to operate
any of the valves on the pipeline. Improper operation of the pipeline valves could make the situation worse
and cause other accidents to happen.
If you or your company does excavation work...
Statistics indicate that excavation activities are one of the leading causes of pipeline incidents in the United
States. Without proper notification and coordination, excavation activities in the vicinity of underground pipelines
may lead to dangerous situations. We need your help in preventing pipeline emergencies .
State law requires you to call 811 or contact your local One Call Center directly, no less than 48 hours
(some States require 72 hours) before beginning any excavation, trenching, boring, or performing other soil
disturbing activities . There is no charge for this call. The One Call Center will notify us that you wish to
excavate and we will determine if your project is near our pipeline .
What should you do if you scrape, dent or damage a pipeline ...
If you do dig and strike the pipeline, notify us immediately. Call 1-800-922-3459 (24
hour hotline). The protective coating s around the pipeline or the pipe itself may have been harmed . It is
imperative that you notify us so that we may inspect and if necessary, repair any scrape, dent or damage.

SIGHT - Liquid pools, discolored or abnormally dry soil/vegetatio n,
continuous bubbling in wet or flooded areas, an oily sheen on water
surfaces, and vaporou s fog s or blowing dirt aro und a pipeline area can all
be indicative of a pipeline leak. Dead or discolored plants in an otherwise
healthy area of vegetation or frozen gro und in warm weather are oth er
possible signs. Natural gas is colorless, but vapor and "ground frosting"
may be visible at high pressures. A natural gas leak may al so be indicated
by bubbles in wet or flooded area s, distinct patches of dead veg etation ,
dust blowing from a hole in the ground or flames if the leak is ignited .
