May 11, 2015 Dear Parents, I share your concern as parents about the very serious allegations against former Walden West employee, Edgar Covarrubias, and I would like to explain how this situation has unfolded and correct a statement that was made at the beginning of the investigation. We first learned at the County Office of Education that there was an investigation being done by the Department of Homeland Security a few days before it became public. At that time we did not have many details and were instructed not to say anything that could compromise the investigation. We knew that there might be an arrest of one of our employees, but were not certain of the timing or the specific charges that would be brought. When the arrest happened Thursday morning, we acted quickly to disseminate information to school districts because we knew that there would be many questions from concerned parents, teachers, school officials, and community members. At the beginning, the allegation against Mr. Covarrubias was possession and distribution of child pornography, and there was no initial allegation of any inappropriate contact with any child. The first communication from my office stated this fact and also contained a statement that Mr. Covarrubias’ job did not involve being alone with any children at the camp. The claim that he did not spend time alone with children was based on a statement by the camp director and was later found to be incorrect. Mr. Covarrubias did have at least some opportunity to be alone with students, the extent of which is the subject of an ongoing investigation. I apologize for the incorrect statement. The intent was to get information out to district superintendents quickly before it became public, and an incorrect statement was sent out before it was verified. As you may know, today an additional charge was brought against Mr. Covarrubias for committing a lewd and lascivious act with a child. We were not aware of the latest charge until after it became public knowledge and therefore could not give districts advanced notice that more serious charges were imminent. We do know that there is still the possibility that further charges may be brought. I want to assure you that we are cooperating fully with the criminal investigation, and I have ordered an independent investigation of our practices at Walden West to determine how this happened and how we can be sure nothing like this will ever happen again. The safety of your children while attending our programs is my highest priority, and I will ensure that our operating protocols, training, recruiting, and monitoring procedures will be carefully reviewed and made available for public input. I will continue to share information with school districts and independent schools as it becomes available.
