Habilidad para educar a la
comunidad, crear una gran fuerza laboral, y poner en marcha
esa educación y las destrezas
profesionales en conjunto, son
tres aspectos que definen a las
grandes ciudades del siglo XXI,
según Julián Castro, Alcalde
de la Ciudad de San Antonio,
quien se distingue por su tranquila, enfocada y perseverante
personalidad.
Castro, quien asumió el poder
de la ciudad el pasado 1ro de
junio, llegó a la alcaldía enfrentando asuntos que concretan
el futuro de su natal San Antonio.
Aumento de energía nuclear,
conservación de Camp Bullis,
y el ajuste del presupuesto de
la ciudad, son algunas de las
cuestiones a las que se enfrenta
el alcalde más joven de entre
las grandes ciudades de Estados
Unidos.
Después de más de tres meses
en poder, su trabajo ha sido
observado, seguido y analizado
por los diferentes líderes, medios
de comunicación, y comunidad
de la ciudad del Álamo. “He
disfrutado por completo mis
primeros 100 días en poder”,
declaró Castro, quien es pieza
clave del ascenso de la séptima
ciudad más grande del país, y
quien incluso ha acaparado la
atención de los medios nacionales de comunicación.
“Tener éxito durante los primeros cien días de progreso, siempre son una buena marca en
esta nación”, expresó Henry
Cisneros, quien también estuvo
en la alcaldía de San Antonio,
de 1981 a 1989. “Castro es una
persona joven y capaz, quien nos
pronostica un camino y una ruta
positivos para nuestra ciudad”,
dijo Cisneros.

expresó Castro, quien asegura
que el 15 de octubre se anunciará
la decisión más conveniente y
benéfica para la comunidad,
respecto al controversial asunto
de la expansión del Proyecto de
Sur de Texas (STP, por sus siglas
en inglés).
“Esta ciudad ha salido adelante
incluso en estos tiempos difíciles,
más que ninguna otra ciudad en
Estados Unidos y sabemos que
tendremos mejores presagios
para el futuro”, declaró el joven
alcalde, quien siempre mantiene
un semblante relajado. Durante
los primeros cien días de poder
de Castro, se han anunciado en
San Antonio la generación de 1
500 trabajos por parte de Toyota
y sus proveedores, 200 de AT&T,
y otros 300 de ACS.
Por otra parte, Castro también ha tenido que lidiar con la
conservación de Camp Bullis,
y el ajuste del presupuesto de
la ciudad. “Estamos trabajando
para que dentro del presupuesto,
se destine más dinero para educación”, establece Castro, quien

Enviando textos al manejar eleva riesgo de accidentes

“Cuando volteé para arriba
ya era demasiado tarde, aunque
traté de frenar, me impacté con el
carro de enfrente, y después los
dos contra un tercero”, comenta
Rosario García, residente de San
Antonio, quien corrió con suerte
de no sufrir ni causar lesiones
mayores, cuando provocó un
accidente por tratar de contestar
un mensaje de texto al manejar,
a finales de 2005.
Conducir un automóvil es sin
duda una actividad visual, dato
que algunos conductores olvidan
cuando desvían su vista por un
lapso de alrededor de cinco segundos para enviar un mensaje
de texto, una de las actividades
más riesgosas relacionadas con
el uso de un teléfono celular al
manejar.
García manejaba como cualquier otro día rumbo a sus prácticas profesionales. “Durante
todo el camino, fui recibiendo y
contestando mensajes de textos,
yo creía que lo iba haciendo con
precaución, según yo estaba al
pendiente del tráfico”, comentó
García, quien desde entonces
no ha vuelto a abrir ni contestar
un mensaje de texto cuando va
al volante.
García conducía sin acompañantes, pero el segundo carro
transportaba a un señor y su
madre, la cual hacía uso de
bastón, mientras que el tercer
auto llevaba como pasajeros a
una familia que incluía niños

(LULAC por sus siglas en inglés) tuvo lugar el pasado miércoles una importante reunión en donde
Rosa Rosales presidenta nacional de esa organizacion anunció públicamente su apoyo a la reforma
de salud propuesta por el Presidente Barack Obama. Rosales estuvo acompañada por miembros de
la mesa directiva de la citada agrupación y representativos de agencias comunitarias que también

A iniciativa de la organización
San Antonio Sports alumnos de
escuelas primarias de 14 distritos
escolares recorrerán la distancia
oficial del maratón olímpico
-26.2 millas- en un término de 10
semanas, cubriendo diariamente
distancias parciales dentro de
sus escuelas hasta completar la
distancia total.
El miércoles 9 se efectuó simbólicamente el inicio de este
programa deportivo denominado
School Rock Challenge en la
escuela Glass Elementary, cuando
los alumnos hicieron un recorrido
en el interior del plantel acompañados por la banda y porristas de

Let’s talk about Latinos and Health Reform

As promised in one of my
previous columns, each week
I am inviting a leader or representative to be “Our Guest”
and expose different views
about a reform that, as we all
know, has sparked some of
the most interesting, as well
as heated discussions. Health
Reform is such an important
issue for all of us, and I am
very grateful to our guests that
have accepted this invitation to
share their views about Healthcare in the United States. This
week, I welcome President
Rosa Rosales and her views on
what Health Reform represents
for our society and in particular for the Latino community.
Q: Can you explain to us
what LULAC stands for?
A: The League of United
Latin American Citizens (LULAC) is the oldest and largest
Hispanic membership organization in the country. Some of
our goals are: to advance the
economic conditions, educational attainment, political
influence, health and civil
rights of Hispanic Americans
through community-based
programs operating at more
tween successfully managing a
diagnosis and the development
of a life-threatening condition.
The plan would eliminate extra
charges for preventive care
Q: What do you consider
are some benefits of the proposed plan?
A: I consider that the plan
has very important aspects
such as:
•Put an end to discrimination
against people with preexisting
conditions. It will be illegal for
insurance companies to deny
coverage for health reasons
that they may deem too risky
to manage.
•Out-of-pocket expenses
will be capped, prohibiting
insurance companies from
limiting benefits and preventing sick Americans from going
broke.
•The plan’s incentives for
medical providers to improve
healthcare delivery are designed to keep hospitals and
physicians accountable for
providing quality care to patients.
•The “insurance exchange,”
the plan’s proposed insurance
marketplace, would allow
Americans to compare plans
and buy insurance at competitive prices while also giving
people the option of keeping
preexisting insurance plans.
The Exchange would give
uninsured Americans-largely
represented by Latinos-options
for buying affordable health
coverage.
Q: What do you think
about the discussion in congress?
A: Outburst like the one from
Representative Joe Wilson
(R-SC) during the presidential
address is the latest example
in a campaign to stop real
progress for Americans. We
cannot afford to waste crucial
time on those who will never
support reform. We must take
the necessary strides to reform
the system while we have the
opportunity to make healthcare
work for Americans. LULAC
calls on congress to act swiftly
on the president’s plan, to
remove the 5-year ban for
legal residents to have access
to healthcare reform proposals, and stand up to disruptive
naysayers who oppose heath
care reform and are trying to
derail it with anti-immigrant
rhetoric and vitriol.
Q: What would you consider ideal to include in the
reform?
A: LULAC has established
the following set of principals
which we urge be included in
the bill:
1.It must make healthcare
coverage universal. It is unacceptable that 45 million Americans lack health insurance;
2.It must eliminate the practice of denying coverage to
individuals and families with
pre¬existing conditions, and
ensure affordability through a
sliding scale based on ability
to pay;
3.It must allow individuals
a choice of a private insurance
plan, including keeping the
insurance they have if they like
it, or a public health insurance
plan that guarantees affordable
coverage without a private
insurer middleman;
4.It must include Puerto
Rico in the health insurance
exchange program and ensure
that Puerto Rico is reimbursed
for healthcare costs at the same
rate as other states;
than 700 LULAC councils
nationwide.
Q: What is the position of
LULAC in this discussion?
A: We support the reform
of our healthcare system this
year. For too long we have recognized problems like - cost,
access and quality - but have
not taken the required action to
correct these deficiencies. We
need meaningful healthcare
reform that will lower costs,
expands access and improve
quality.
Q: How do you see this
health reform affecting Latinos?
A: Healthcare reform is a top
priority for LULAC. Latinos
will benefit from universal
healthcare coverage more than
any other population group in
the United States. As congress
debates various proposals to

immigrants to participate in

onerous verification systems
that would discourage eligible
individuals from applying.
Q: What would be your
final message for our readers?
A: Forty five million Americans don’t have health insurance and everyday more are
denied.
